<br />Sponsored by: Applicants <br /> <br />CITY OF SEWARD, ALASKA <br />PLANNING AND ZONING COMMISSION <br />RESOLUTION 2007-15 <br /> <br />A RESOLUTION OF THE SEWARD PLANNING AND ZONING COMMIS- <br />SION, RECOMMENDING KENAI PENINSULA BOROUGH APPROVAL OF <br />THE PRELIMINARY PLAT OF TRACTS A-I, B, C, & D, SEWARD LONG <br />TERM CARE FACILITY SUBDIVISION, VACATION OF A PORTION OF 10' <br />UTILITY EASEMENT, A SUBDIVISION OF TRACT A & THE REMAINING <br />PORTION OF U.S.S 1864 (pLAT # 2004-3), LOCATED WITHIN SW Yt <br />SECTION 34, TOWNSHIP 1 NORTH, RANGE 1 WEST, SEWARD MERIDIAN, <br />ALASKA <br /> <br />WHEREAS, SENTEC has submitted, on behalf of the property owners Carol Griswold and <br />Frank Griswold, the City of Seward and the Kenai Peninsula Borough, to the Seward Planning and <br />Zoning Commission a preliminary plat of TRACTS A-I, B, C, & D, Seward Long Term Care Facility <br />Subdivision, Vacation of a Portion of 10' Utility Easement, A Subdivision of Tract A & the Remaining <br />Portion of U.S.S 1864, (plat #2004-3), Located within SW Y4, Section 34, Township 1 North, Range I <br />West, Seward Meridian, Alaska, Containing 85.1 +/- Acres; and <br /> <br />WHEREAS, it is the Planning and Zoning Commission's responsibility to act in an advisory <br />capacity to the Kenai Peninsula Borough regarding subdivision plat proposals; and <br /> <br />WHEREAS, as required by Seward City Code Section 16.01.015 Conditions to plat <br />approval, property owners within 300 feet of Preliminary Plat of TRACTS A-I, B, C, 0 Seward <br />Long Term Care Facility Subdivision were notified of the proposed platting action, and the property <br />was posted with a public notice sign; and <br /> <br />WHEREAS, this preliminary plat contains approximately forty-five point one (45.1 +/-) acres <br />zoned Single Family Residential (Rl) and approximately forty (40) acres in Tract A-I zoned <br />Institutional, the proposed lots are in compliance with the minimum lot size, and width requirements of <br />the Seward City Code Title 15 (Zoning Code); and <br /> <br />WHEREAS, the proposed development of the community's L TCF will require a Rezone of <br />Tract D to Institutional Zoning; and <br /> <br />WHEREAS, Tract A-I remains a lot with split lot zoning, which is uncommon but not <br />disallowed by City Code, but a rezone will be presented to the Commission to zone the entire lot <br />Institutional; and <br /> <br />WHEREAS, Tract A-I will not be required to enter into a subdivision agreement, because <br />public improvements required by the Seward City Code Title 16 (Subdivision Code) are already <br />provided to the property; and <br /> <br />WHEREAS, Tract D will not be required to enter into a subdivision agreement, because <br />consummation of the sale from the Griswolds to the City of Seward shall occur within thirty (30) <br />days following the recording of the plat; and <br /> <br />WHEREAS, Tract D will be developed, including all required public improvements by the <br />City of Seward for the Community's Long Term Care Facility; and <br />
