RESOLUTION 2006-02
Resolution 2006-02 selecting "Save Our Past, Secure Our Future" student
• picture contest as the Commission project for National Historic Preservation
Month of May 2006; and requesting City Council support for the project
WHEREAS, "Sustain America -Vision, Economics, and Preservation" is the theme for
National Preservation Month May 2006, cosponsored by the State of Alaska, Alaska Association
for Historic Preservation and the National Trust for Historic Preservation; and
WHEREAS, the 8ewazd Historic Preservation Commission held a work session on
February 21, 2006 and chose "Save Our Past, Secure Our Future" focusing on the Jesse Lee
Home as the local celebration project for National Historic Preservation Month throughout the
moth of May 2006; and
WHEREAS, the Commission plans to involve the local students, educators and general
public in the celebration by sponsoring the following events:
1. Student Art/Picture Contest
2. Power point presentation on the Jesse Lee Home and Benny Benson.
3. Brown bag lunches to present and encourage the community to support
restoration of the Jesse Lee Home and Leadership School.
4. Work with local business to prepare something special to celebrate
Historic Preservation Month; and
WHEREAS, the citizens of Sewazd realize the significance of historic preservation in the
community:
NOW, THEREFORE, BE IT RESOLVED by the Seward Historic Preservation

Section 3. This resolution shall take effect immediately upon its adoption.

BACKGROUND & JUSTIFICATION:
The National Trust for Historic Preservation provides leadership, education and advocacy to save
America's diverse historic places and revitalize our communities. Each yeaz a topic is selected and
communities across the country celebrate during the month of May. This year the National Trust for
Historic Preservation announced the theme for Preservation Month, May 2006 as: "Sustain America
-Vision, Economics and Preservation". Preservation Month 2006 is co-sponsored by the State of
Alaska, Alaska Association for Historic Preservation and the National Trust for Historic
Preservation.
On February 21, 2006 the Seward Historic Preservation Commission held a work session to discuss
and plan a project in celebration of National Historic Preservation Month. Commissioner Walker-
Hettingervolunteered to chair the committee for the celebration project. The committee has chosen
"Save Our Past, Secure Our Future" focusing on the Jesse Lee Home as the local celebration project
for National Historic Preservation Month in the month of May 2006.
The committee has proposed the following outline of the project:
Student Art/Picture Contest
Informational flyer to students/teachers
Entries due by April 15th.
Judging of entries on May 1st.
Color copies of all entries on display during the month of May in local downtown
business windows.
Winning entries will be framed and on display all Summer 2006 in local downtown
business windows/interior or Post Office/Library (undecided)
Contest prizes-request donations from azea business or gift certificate.
Jesse Lee HomeBenny Benson Presentation:
Power point presentation created -Commissioner Pazk has agreed to create a presentation
and present to local High School students. (Student Council, Honor Society, etc.)
National Pazk Service:
Brown Bag lunches 12:00 to present and encourage community to support restoration of
the Jesse Lee Home and Leadership School. Update community on new activity with Jesse Lee
Home advancements and milestones/benchmazks. Jesse Lee Presentations may be available for
viewing at a site to be determined.
Local Business:
Request local business to prepare something special to celebrate Historic Preservation
Month during May 2006.
Staff has noted by strikethrough a couple of the suggestions. It is the feeling of staff that
these items are unattainable either by time remaining and/or conflicting with other requirements.
RECOMMENDATION:
Approve Resolution 2006-02, selecting "Save Our Past, Secure Our Future" focusing on the Jesse
Lee Home as the local celebration project for National Historic Preservation Month in the month of -

The Jesse Lee Home was the birthplace of our Alaskan State flag. It was designed by Benny
Benson with eight stars of gold on a field of blue, which was flown for the first time on July
9, 1927. Now we have a chance to make the Jesse Lee Home a legacy of leadership, a place
where our best and brightest youth develop skills, insight, and vision to take us boldly into
the future!
Entries submitted before March 13th will be delivered to
Juneau to hang is the Alaska State Capitol building. Ail entries
will be on display in local downtown baisinesses during the
month of May for Historic Preservation Month. Winning
entries will be framed and on display in the Sewasd Library or
Post OfSce all Ssisisnser long: Along with other fain prizes.

Dear Seward High School History Teachers:
Historic Preservation Month will be celebrated in Seward this May 2006 and is co-sponsored
by the City of Seward, the State of Alaska, Alaska Association for Historic Preservation
and the National Trust for Historic Preservation. In past years, the Seward Historic
Preservation Commission has provided tours of local National Register of Historic Places
sites, presented the Annual Historic Preservation Award, and produce a "Blast from the
,Past" parade and celebration.
This year, as part of the Historic Preservation Month celebration, commissioners have
elected to develop a one-hour powerpoint presentation of Seward's Jesse Lee Home (one of
the city's buildings listed on the National Register of Historic Places) to educate the
community about the history of the building and it's need for historic preservation.
It is our hope that you, Seward High School history teachers, will be willing to allow us
to come to your classrooms in May as guest presenters, to deliver our powerpoint
presentation to your history students. If you are interested in receiving additional
information, please feel free to contact me directly. I will be happy to discuss further
the nature of the presentation, how it may tie into your curriculum, as well as the
logistics for planning the event.

Subject: Seward h'liddle School - 8th Grade History
Hello Valarie, I am hoping that you will consider presenting to the 8th grade students at
Seward Middle School when you present in May. I teach U.S. History and in May we do a unit
surrounding Caines Head and WWII.
Seward was very similar to as it is now with the exception of army tents everywhere. The
Jesse Lee Home is a very familiar building to pretty much every middle school kid who
lives in the area. If they don't live in the Dora Way area, they more than likely have
visited a friend in the area and ran through it's property looking for a way in. They all
have stories of near escapes, ghost sightings and such. Historically they all were taught
that Benny Benson lived there and wrote the Alaska State Flag song.
I think it would be great to have you come in and present. I believe that the 7th grade
team would love to have you as well. We have a central location that could be set up for
all students, 125, or two common areas that could take each class separately (45 & 65).

WHEREAS, the Sewazd Historic Preservation Commission held a work session on
Mazch 8, 2005 and selected as a project to develop and work towazds the establishment of a
Local Register of Seward Historic Trees and Plants ;and
WHEREAS, the Local Register of Sewazd Historic Trees and Plants is proposed to help
increase public awareness about the important contribution of trees and shrubs to Sewazd's
history and heritage; and
WHEREAS, the preliminary goals of the Local Register of Sewazd Historic Trees and
Plants are to:
1. Recognize and designate individual heritage trees and shrubs, or groves of trees with
azea significance.
2. Educate the public about the value of the history of these trees and shrubs.
3. Promote appreciation of the trees and shrubs.
4. Help to retain and protect, through education and awareness, these trees and shrubs, as
part of Sewazd's heritage.
WHEREAS, the Local Register of Sewazd Historic Trees and Plants will mirror the
Sewazd Registry of Historic Places.

Members of the public have suggested the Commission develop a program to recognize and
designate individual heritage trees and shrubs in the local community.
On Mazch 8, 2006 the Sewazd Historic Preservation Commission held a work session to discuss the
merits of the project and chose to move forward in developing a program to recognize and designate
trees and shrubs of local historic significance.
Commissioner Pazk volunteered to chair the committee to develop the program. The
program for the Local Register of Sewazd Historic Trees and Plants will mirror the Sewazd Registry

Agenda Item: 2006 Historic Preservation Awazd
BACKGROUND & JUSTIFICATION:
At the recommendation of the Commission the City Council established an annual Seward Historic
Preservation Award. The purpose of the award is to recognize local preservation efforts and
encourage community understanding and appreciation of Sewazd's history. Anyone who has
contributed towazds Local historic preservation is eligible for the awazd. Award recipients are
recognized with a city proclamation and their name engraved on a plaque that is located in City Hall.
In the past, recipients have been recognized by the City Council in March azound Sewazd's Day,
and/or in May during National Historic Preservation Week.
At the February 2006 regulaz meeting the Commission selected the Annual Awazd be presented
during National Historic Preservation Month -May 2006.
Several nomination forms were submitted to the Community Development Office and have been
included in the packet for the Commission review.

I would like to nominate the Congregation of St. Peter's Episcopal Church for the
2006 Seward Historic Preservation Award.
In 1906 construction commenced on St. Peter's Episcopal Church; the original structure
has changed little in the last 100 years and is now listed on the National Register of
Historic Places.
In addition to the building's historic nature, St. Peter's is home to a reredos painted by
Dutch artist Jan Van Emple. Portraying the resurrection and ascension of Christ against a
back drop of Resurrection Bay, this unique, 1925 reredos has drawn visitors from around
the globe.
The congregation of St. Peter's should be publicly recognized and thanked by the City of
Seward for 100 years of continued care and maintenance to what is today a National
Historic Place, as well as a place of worship. St. Peter's has generously welcomed
visitors to enjoy their reredos, and has participated in National Historic Preservation
Month trolley tours sponsored by the Seward Historic Preservation Commission.
St. Peter's Congregation truly promotes and sustains the importance of local and national
history.

RE: Nomination for Sewazd Historic Preservation Awazd
Mazgazet Branson
Mazgazet Branson had a distinguished career in both Alaskan art and politics. She was a
reporter for the Seward Phoenix Log, owned an art gallery, and was the editor/publisher
of Seward Magazine and a published photographer.
Mazgazet Branson served on the Kenai Peninsula Borough Assembly and as a State
Representative for House District 5, in Juneau. Ms. Branson made many contributions to
the city of Seward and the state of Alaska. She had many community interests in Sewazd, ~ .
including Seward Chamber of Commerce, Sewazd Prison Task Force, Sewazd Rotary
Club, and most recently served on the Sewazd City Council and was known as the "voice
of reason".
With the untimely death of Margazet Branson, the people of Seward have lost a valued
friend, artist and politician. What better way to commend her contributions to Seward
and Alaska, then by honoring Margaret Branson with the Seward Historic Preservation
Award, 2006?

The February 15, 2006 regular meeting of the Seward Historic Preservation Commission was
called to order at 6:30 p.m. by Vice-Chair, Tom Swann.

Brown noted all of the Historic Preservation activities the Community Development Office
had been working on in the past month had been placed in the packet.

Jesse Lee Home Restoration Work Sessions Update
Swann requested Council member Dorene Lorenz report to the Commission.
Dorene Lorenz, inside the City. She stated she had spoken with several legislators regarding
the Jesse Lee Home and had been promised their support in Juneau. The next statewide Friends of
the Jesse Lee Home had a meeting scheduled for February 23, 2006 in Anchorage. The local Friends
of the Jesse Lee Home were to meet on February 20, 2006 at 12:00 noon.

Progress report on the updating of the Historic Preservation Website -Rowell
Rowell stated he had not had the opportunity to work on the Website review since the last
meeting.
Citizens' Comments on Any Subject Ezcept Those Items Scheduled For Public Hearing-None
Sue Kaanta, representing Mariners Memorial Committee. She explained the project to the
Commission. Kaanta noted the Committee had selected and supported a location at the end of the
new hazbor breakwater for the memorial. She requested the Commission approve Resolution 2006-
01, supporting the Mariners Memorial that was before them.
Dorene Lorenz, inside the City. Supported the Mariners Memorial and the requested
selection site at the end of the new hazbor breakwater. She encouraged the Commission to approve
the support resolution before them.

Glenn noted that the Consent Agenda included the January 15, 2006 regulaz meeting minutes
and the change of the March meeting date to March 22, 2006.

Discussion and update on the Hoben Park National Register of Historic Place
application and Department of Natural Resources Historic Preservation CLG
grant
Brown noted the Commission had been provided as a lay down item a copy of the February 9,
20061etter from Judith Butner, State Historic Preservation Ofl•icer. Butner had stated in the letter
that Hoben Park was eligible far the National Register of Historic Places. Brown stated the City had
not received the official CLG grant from the Department of Natural Resources Historic Preservation.
Once the grant was received a request to accept the grant had to be moved forward to Council for
acceptance. Brown noted the funding match was to be provided by funds allocated for Park upgrade
in the Pazks and Recreation Budget.
Swann noted he had worked with the Building Department on design of the historic fence.

Discussion for the formation of a Seward Inventory /Register of the Local
Historic Trees and Plants [Notes Moved forward from the January 11, 2006
regular meeting
Brown encouraged the Commission to set another work session to discuss the options and
make a recommendation back to the Commission if this was a project they wanted to peruse.
Walker-Hettinger voiced concerns about the project. She stated she felt the project was
complete as had been presented by Carol Griswold and was not in support of a work session or
moving forward with the local register.
Swann expressed support for the project and noted his hope was the project was to develop a
program very similar to the Local Register of Historic Places. Swann requested a committee chair
for the project.
Park supported the project and volunteered to chair the committee.
The Commission set the date of March 8, 2006 at 12 noon for a work session.
New Business
Resolution 2006-O1, supporting the concept of the Mariners Memorial for the
Seward Small Boat Harbor
Brown noted the Mariners Memorial Committee had submitted a request of support from the
Historic Preservation Commission. He stated that letters of support were included in the packet as
well as Resolution 2006-01. He noted that staff supported the concept of the memorial; however was
unable at the current time to make a recommendation on the site location. Brown stated the
requested location was the Army Corp of Engineers breakwater and not City land. It is expected that
at some point in the future the 3.5 acres would be turned over to the City with conditions.

Brown stated the Commission needed to discuss the possibilities of a project for Historic
Preservation Month.

Walker-Hettinger suggested a project that involved the school children. She stated some type
of contest regarding the historic sites of Sewazd. She also suggested some type of downtown party or
rally.
Pazk supported the idea of involving the school children.
Swann cautioned the Commission regazding the short time frame for a large project like the
downtown party. He stated once the project was selected it then had to be approved by Council and
that if the Commission choose such a lazge project it should be worked on currently for celebration
in 2007 not 2006. He requested the Commission set a work session date to establish the project for
Historic Preservation Month and a committee chair to head the project.
Walker-Hettinger volunteered to chair the committee.
The Commission set February 21, 2006 at 12 noon work session to discuss and choose a
project of celebration for Historic Preservation Month.
Discussion of Annual Historic Preservation Award
Swann reviewed the award project of the Commission and noted that a date to present the
award was needed.

month of May. She noted the Commission needed to review and select the recipient of the awazd at
the April meeting. Glenz stated all nominations must be submitted to staff no later than the first
week of April to be included in the April packet for selection.

Resolution 2006-04 approving the forwarding of the Hoben Park National
Register of Historic Places Nomination to the Alaska Historical Commission for
review and action
Brown noted the project to place Hoben Pazk on the National Register of Historic Places had
been worked on by the Historic Preservation Commission, the community and City staff for many
yeazs. He stated the administration fully supported the nomination.

Commission Comments
Park, requested the Commission reschedule the April meeting date of Apri119, 2006 to April
5, 2006 at 6:OOpm to address the canceled Mazch meeting agenda items and any new items scheduled
for the April meeting.
The Commission agreed to reschedule the April meeting to Apri15, 2006, at 6:00 pm.
Citizens Comments
Rick Blythe, Director of Visitor Services, Alaska SeaLife Center. Spoke in support of the
Hoben Park National Register of Historic Places Nomination. He noted the Alaska SeaLife Center
had been working with the .City Parks and Recreation Deparkment regazding future caze and
maintenance of the pazk. He stated the Alaska SeaLife Center was the nearest neighbor to the pazk
and that SeaLife staff and visitors enjoyed the beautiful pazk.
Kirsten Vesel, Assistant City Manager. Thanked the Commission for the work on the Hoben
Park National Register of Historic Places Nomination. She stated it was very exciting to see the
nomination move forward.
Vesel also updated the Commission on the Friends of the Jesse Lee Home meeting that had
taken place in Anchorage on March 23, 2006. She noted that many dignitaries had attended the
meeting and voiced support for the project state wide. She informed the Commission the Rasmuson
Foundation was interested in further considering the project and invited the City to submit a full Tier
2 grant proposal. Vesel noted the date to submit the proposal was very short and she urged the

Commission to be involved. Apri17, 2006 was the submit date. She requested the Commission
support the Tier 2 grant application by resolution at the Apri15, 2006 meeting.

In accordance with my appointed term I am happy to continue to my civic duty

found enjoyable and fulfilling.

Commissioners Walker-Hettinger and Carpenter took their seats at
the May 2005 meeting. Commissioner Darling did not renew her
Commission in May 2005. And Commissioner Vesel resigned her
commission to become the Assistant City Manager a{so in May
2005. New Commissioner Rowell took his seat July 2005.
Commissioner Park was seated in August 2005 and Commissioner
Huber was seated in September. By the September meeting the
Historic Preservation Commission was back to a full membership of
seven.

5. CLG training sessions or workshops attended by the commission
members and staff.
With the assistance of a matching travel grant from the Alaska
Department of History and Archaeology, Commission Chair
Shannon Kovac and Staff Donna Glenz attended the National
Alliance of Preservation Commissions, Forum 2005 conference in
Portland, Oregon in September.
Open Meetings Act and Parliamentary Procedure training provided
by Cheryl Brooking November 17, 2005.

Survey and Inventory of Historic Properties
1. Provide a summary of local survey activity, including the number
and types of surveys conducted, and the total amount of acreage
covered.
Commission Chair Shannon Kovac began a detailed update of the
Local Historic Site Inventory. The update is an on going project
that Kovac and the Commission hope will include producing, as
many as possible, historic and current photos as well as other
details of each site.
2. Provide the number of historic properties recorded and reported to
the Alaska Heritage Resource Survey (AHRS). None
3. A summary of the results of each survey conducted, including type
of resources recorded, the number of new sites or structures
recorded, the number of properties investigated during the survey,
and the number of volunteers and property owners involved. None
4. The number of local government staff and non-staff researchers
who used the local cultural resources inventory files:

* Several researchers both personal and as volunteers worked
on historic burial sites in the Seward cemeteries. Staff
continues to use and update the historic burial information
while continuing to work on digitizing and mapping the
cemeteries and corresponding information.
Staff, researchers and private citizens continued to review
the Jesse Lee Home files.
City staff, the public and the Commission continued to
review and work on the Hoben Park restoration project.
D. Preservation Planning Activities
1. A summary of progress writing or updating the local preservation
plan, and the current status of the plan.
Phase I of the Seward Historic Preservation Ptan was completed in
1993 and Phase II was completed in 1995 the completed Plan was
adopted by the City Council in 1996. No changes have been made
to the Plan
E. National Register Program Participation
1. Provide a list of the names and locations of historic properties
evaluated by the CLG for listing on the National Register of Historic
Places.
Work and research began to establish Hoben Park as a National
Register site.

F. Protection of Historic Properties
1. Provide the number of local projects reviewed for impacts on
cultural resources by the Commission, it's staff, or any other city
staff.
* Continued ongoing study, public meetings, Planning and
Zoning Commission review and recommendations, Historic
Preservation Commission review and recommendations of
the proposed multi-agency facility planned for development
within the downtown Historical District of Seward.
Continued meetings and efforts towards the stabilization and
revitalization plan for the Jesse Lee Home.
2. Provide a summary of the types of local projects reviewed that
impacted or had the potential to impact historic properties.
* Continued review of the proposed multi-agency facility in the
Historic District of downtown Seward. Including the
proposed vacation of Washington Street right-of-way
established on the origins! 1905 plat of Seward.
* Review of the Seward Airport Master Plan (Draft) for Cultural
Resource impacts
* Discussion and Recommendation to the Kenai Peninsula
Borough and the State of Alaska regarding the State of
Alaska Department of Transportation and Public Facilities,
Right of Way, Seward Area Paving Bear Lake Road Platting
action. Requesting the Park Tract be named for Mr. DJ
Johnston as he had dedicated the Park Tract in the original
plat of 1916.
G. Public Education Projects
1. Provide a list of public education projects on historic preservation
that were prepared by the CLG.
* The Commission selected Jon Faulkner, owner of the
Historic Van Gilder Hotel as the 2005 Historic Preservation
Annual Award winner. The Mayor awarded the proclamation
at the December 12, 2005 Seward City Council meeting.

'~ Historic Preservation Commissioner Carpenter accepted the
proclamation from the City Council proclaiming and
recognizing Saturday, July 9t", as historical Alaska Flag Day,
2005.
' * Official notification that the Jesse Lee Home was again
named to the list of Alaska's Ten Most Endangered Historic
Properties for 2005.
* At the April 25t" City Council meeting the Mayor read a
proclamation proclaiming the month of May, 2005 as Historic
Preservation Month in the City of Seward.
* The historic photo exhibit was displayed at the annual
Seward Pioneers luncheon, Seward's Day, March 2005
* The Resurrection Bay Historical Society's annual celebration
of Founder's Day, August 2005.
H. Historic Preservation Grant Activities
1. Provide a list of CLG Historic Preservation Fund grants applied for
and received.
* The Commission applied for and was awarded with certain
conditions a FY'2005 CLG Historic Preservation Fund Grant
to assist with purchase and installation of historic fencing for
the Hoben Park restoration project.
2. Provide a list and brief description of other {non-CLG Historic
Preservation Fund) preservation grants applied for and received.
