AN ORDINANCE OF TDE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, REVISING SEWARD CITY CODE SECTION 5.35.M5
(COMPUTATION - MAXINIITM TAX), INCREASING. THE SALES TAX CAP
FROM $500 TO $1,000, EFFECTIVE. JANUARY 1, 2009, AND RESCINDING
ORDINANCE 2007-010
WHEREAS, the Seward City Council approved Ordinance 2007-010 on December 10, 2007,
increasing are sales mar cap effective April 1, 2008. Following passuge of said Onlmmce, the City and
Borough administrations met to discuss implementation and dercmiined that due to compares system
progfamnung constrains, It would be impossible for the Borough to meet the April 1 thmd➢ne, and a
later date would provide more time for the Bnmugh mid City to adalumely m-progr computer

WHEREAS, the Borough and City adminisnutinns agreed to recommend to their respective
legislative bodies, a revision to the implementation date to make the increase in the sales his cap

this entrance. the City administration informed the Kenai peninsula Borough edrmnistration of the proposed
ordinance. The Borough administration estimated Me hindmost cost to Mom oCmddificaYms to Marc computer
systems end forms to avcorrmwdate the change in tax cap, at approximately $10MM0. In response M Borough
input, de City xdrrdniatration proposed an implementation date of April I rather than January 1, to provide

WHEREAS, the City of Seward adopted Resolution 2001 supporting the Mary Lowell
Center, a MultiAgencyCenter including the Seward Conference Center; and
WHEREAS, the adminisuauon was directed and has taken an active lead role in pursuing
and helping to develop the plan for the Multi -Agency Center and Seward Conference Centre; aed
WHEREAS, the City of Seward recognizes thatthe development ofa Multi-Agm Center
mates -located federal andatetLadministrative officesiandvisimrcompontrit into asingle building
included a City of.Seward conference center; and
WHEREAS, the City of Seward has supported this concept for many years and has

a conference center as a federal legislative priority, since 2003; and

Forest Scrvlee was reducing their level ofparticipation as a farmer in the Mary Lowell Center due to
financial hudget restraints; and
WHEREAS, is; a result ofthe United States Forest Service's reduced participation, the City
almioisuatiuv revisited the City's participation as a partner in the Mary Cowell Center fit a City
Council work session conducted on January 28e, 2008; and
W HERFAS, the City Council was preeented with multiple soearnii ofparticipation as a
project partner including the option of no conference center and several other options with a

BACKGROUND & JUSTIFICATION:
The City of Seward adopted resolution 200,L097 supporting rho Mary Lowell Center, a Multi
Agency Center including the Seward Conference Center. Administration was directed and has
cokes a lead Tole in pursuing and helping to develop the plan for the Multi -Agency Center and
Seward Conference Comer. The City of Seward has supported this concept for many years and
has demonstrated its commitment by tea dumuus, admiwslrative supprad as well as being a us -
signor on a project Memomadum of Agm men. The Multi -Agency Censer has been included on
dw City of Sewad's federal legislative pri0rftiea since 2003.
le 2007. the Mary Lowell Center partners were informed that the United Stares Forest Service
was reducing their level of participation as a partner as the Mary Lowell Center due W financial
budget mammas. As a result of the United States National Forest Service's reduced
part cipetion, the City administration revisited the City's participation as a partner in the Mary
Lowell Center a a City Council work session conducted on January 28, 2W8. The City Coma
was presented wi0t multiple scenarios of participation as apmject partner including the option of
no conference center and several after options with a motimuce comer ranging from I OOOSP,
2000SF, MOST, and 3650SF.
The City Council members supported the eargmm d panicipation as an active partner in the Mary
Lowell Center aml supported a City of Seward conference center of approximately 3650SF

In the fall of 2003, the Seward lRsmric Pseaervmion Commissim wanted to £titer a f for
presenting and tx,e ng the wtsonel historical socomtx of local resident.% so the Commission
inhaux! and hosted IM First Friday Fireside historical Lecture Series.
Several very suwesafl Fireside Chats were held over the winter of 2W3/20o4. FuRowing the
winter season the Commission was uaablc to locate a group or orgmimtioa willing to take over
the organvoroon and pmpamuon for the Fireside Chats. The Commission had other obligations
and was unable to wntinue the Chats at that tinre.
At the Domber 17's work session, the Commission requestd the topic of the Freside Chats be
n khsd to the November Agersda fw discassion. The Commission set and beW a work session on
January 9, ZW8 and requested staff m bring £onward a Resolutifu in support of renewing the
Fireside Chats and requesting City Council support for the pmjai Historic Ihesenatiuu
Resolution 2W8-02 was approved by the Commission a a Special Meeting on January 24, 2008.

aad wrmaunitics across the country celebrate during the mouth of May. At this time, the 2W8
topic has not been amounted.. Preservation Month is co-sponmred by the Smte of AWnks,
Alaska Assaoiatiou for Hi aorc Pseservmion and the National Trust for Historic Preservation.
The Commission held a work session on January 9, 2W8 and requested staff bring lomasd a
Rewlutim supposing "Alaska, 50-Veers of Swehood" as the Commission's project celebaung

of Alaska Seward Historic Preservation Commissioner Doug Capra is a member of the Alaska
Historical Society. Capra has brought the challenging issues of the Sheldon Jackson Stratmn
Library before the Seward Historic Presevatim Commission and row belbre the Seward City
Council as infatuation and to request aresohnion of support.
Sheldon Jacksan College is located W SitkA Alaska, wan founded in 1879 and is the oldest
institution of higher learning in Alaska The College was turned in honnr of RevererW Sheldon
Jackson whn was an early missionary and educational leader m Alaska Cn June 29, 2M7 all
academic operation at the college were saepmded and all faculty and staff wear dismissed due to
cash flow shortages.

vulnerable to mv'vwmenml damage during the time that the Summon Libmry building is

Ginty Blackson, representing the Strewn l.ihrnry Advisory Group, obtained a report
from the caralog of We University of Alaska Fairbanks, detailing the Andrews CoBeclim,
the Alaskarefewee collection, and the amWval holdings oftbe library. 'fhc primouto
from Uds report were used to confirm du: holdings as they were pulled from the shelves
and moved to the processing urea for housing. Most of the books in the corrections carry
bin codes. Bar code slickers were a to Ne few which had none.

BACKGROUND & JUS'FDeICATION:
In 2006, the Harbor purchased a new 50 ton TmveliD with a plan to widen We lift when a new bit
dock was bank. The widening of the Tmvelill will allow the Harbor the ability to lift an ever
gawing cumber of burls 16' W 17.5' and in the 4 ) to 50 foot rmge.'I he new Ii t dock is roaring
completion and the content dock will he having work done on it so it will not be available. ALead
Technician is recommended to supervise the safety and oversee the potential Liability of the
installation. This item was urn facmred into the 2008 budget.
Whm the new dock is completed around mid -March, the Travelift will not he able to use it because
the mmhun will not be wide enough without this extension. The part had to he entered 6 week.[
Prior to watallabon because the manufacturer bad W assemble it. The technician is tentatively
scheduled to supervise the orientation on March 17,2008.
