CITY OF SEWARD, ALASKA. <br />PORT' AND COMMERCE ADVISORY BOARD <br />RESOLUTION NO. 99-001. <br />A RESOLUTION OF THE CITY OF SEWARD, ALASKA, PORT AND <br />COMMERCE ADVISORY BOARD, RECOMMENDING THE CITY SEEK <br />STATEWIDE TRANSPORTATION IMPROVEMENT PROJECT FUNDS <br />IN SUPPORT OF COMPLETING THE SEWARD MARINE INDUSTRIAL <br />CENTER BASIN. <br />WHEREAS, the Seward Marine Industrial Center was conceived and designed to attract and <br />support marine industry and cargo operations; and <br />WHEREAS, there has been significant public investment in this facility; and <br />WHEREAS, the protected basin, a critical component essential to the success and <br />development of the Industrial Center, was never completed; and <br />WHEREAS, as a result of an unprotected basin, the partially completed ~farilities are <br />subjected to long period ground swells; and <br />WHEREAS, this long period ground swell makes use of the facilities largely impractical, of <br />limited value and subjects them to significant damage by large boats and barges; and <br />WHEREAS, completion of the basin would correct this problem and provide a protected <br />area ideal for the intended marine industrial use and cargo operations and provide significantly more <br />opportunity for development and employment; and <br />WHEREAS, Statewide Transportation Improvement Project Funds have been disbursed to <br />similar projects within the state; <br />NOW, THEREFORE, BE IT RESOLVED, THE CITY OF SEWARD, ALASKA, <br />PORT AND COMMERCE ADVISORY BOARD RECOMMENDS that: <br />Section 1.
