CITY OF SEWARD, ALASKA <br />PORT AND COMMERCE ADVISORY BOARD <br />RESOLUTION N0.99-007 <br />A RESOLUTION OF THE CITY OF SEWARD, ALASKA, PORT AND <br />COMMERCE ADVISORY BOARD, REQUESTING APPROPRIATION OF <br />A PORTION OF THE RAW FISH TAX TO THE HARBOR ENTERPRISE <br />FUND FOR CAPITAL IMPROVEMENTS. <br />WHEREAS, the majority of fish landed in Seward is accomplished at port and harbor <br />facilities; and <br />WHEREAS, processors pay an assessment to the State of Alaska based on the amount of <br />fished processed; and <br />WHEREAS, a portion of this assessment is remitted to the Kenai Peninsula Borough and <br />then shared with the City of Seward; and <br />WHEREAS, this money has traditionally gone into the General Fund and used for general <br />government services to the benefit of the community; and <br />WHEREAS, dedicating this money to the Harbor Enterprise Fund would assist in funding <br />essential capital improvements to facilities directly related to the collection of this assessment; and <br />WHEREAS, this board recognizes the impact on the General Fund as a result of transfemng <br />this revenue but feels the benefit to the Harbor more than offsets this impact; and <br />NOW, THEREFORE, BE IT RESOLVED, THE CITY OF SEWARD, ALASKA, <br />PORT AND COMMERCE ADVISORY BOARD RECOMMENDS that: <br />Section 1. The City Council appropriate that portion of the raw fish tax received from the <br />Kenai Peninsula Borough in excess of the amount of Raw Fish Tax revenue identified in the annual <br />budget to the Harbor Enterprise Major Maintenance, Repair and Replacement Fund for capital <br />improvements at the end of Fiscal Year 2000. <br />Section 2.
