Subject: Seward's Day Celebration Follow-Up
At the August 20, 2008 Historic Preservation Meeting, the Commission discussed a 2009
Seward's Day Celebration. The Seward Pioneers had sent a letter to the City and the
Historic Preservation Commission to see if there was interest in participating in a
citywide Seward's Day Celebration. At the August 20~' meeting, the Commission
requested more information in regards to the Pioneers project before making a decision.
The small project the Pioneers are considering is to create a small display in the
Elementary School, have a high tea or some other event. They are not able to take on the
whole celebration. There are a lot of events occurring in 2009, so, the Commission may
wish to decline participating in 2009 and partake in the Celebration in 2010.
Staff recommends the Commission decide whether they would be interested in
participating in a Seward's Day Celebration in 2009 or discuss this further and possibly
participate in 2010.

Dear City Leaders:
Re: Celebrating Seward's Day in Seward
The Seward Pioneers of Alaska are interested in seeing some kind of celebration for
Seward's Day in March every year. We plan to do some small project, but we would
really like to see a citywide event tied in with this State holiday. This idea seems even
more important as Alaskans celebrate 50 years of Statehood.
The City of Sitka celebrates Seward's Day in March as well as Alaska Day in October. It
is only fitting that the City of Seward would do something to honor its namesake,
William H. Seward, with some kind of celebration.
We encourage you, the City leaders, to give this idea serious consideration and support.
Initiating a Seward's Day Celebration would be beneficial to the entire community.

Subject: CLG Grant Discussion
At the August 27, 2008 Historic Preservation Work Session, the Commission discussed
the 2008 Certified Local Government Grant "Providing Public Access to the Seward
Historical Inventory." The Commission determined the photo assignment and the
standards for taking photos of the items on the inventory. Staff has posted a notice that
the Commission will meet at City Hall throughout the month of September at 6:30 p.m.
on weekdays and 10:00 a.m. on weekends, for the purpose of: Taking photographs of
the Seward Historical Site Inventory
Staff recommends the Commission provide an update on the progress of the CLG Grant.

last work session was held July 30t4 from 6:30-7:30 p.m.
The notice for the Commission to meet during September at 6:30 p.m. on the
weekdays and 10:00 a.m. on the weekends at City Hall will be posted.

"Eye to Eye with Ivan" National Guard Movie discussion
The Historic Preservation Commission has agreed to host the National Guard Movie
entitled "Eye to Eye with Ivan" on September 30, 2008 at 7:00 p.m. The movie will be
presented by Jerry Walton, Alaska Army National guard (AKARNG) Cultural Resource
Manager and Malcolm Brown, AKARNG Plans and Program Manager. "Eye to Eye with
Ivan" is a historical documentary that documents the origin of the Alaska National Guard
during WWII and then segues into the Cold War mission of the Guard.
Commissioner Lasota has reserved the Rae Building for the presentation and Jerry
Walton and Malcolm Brown will set up the equipment needed for the presentation.
Refreshments and filming of the event have not been determined.
Territorial Guardsman Bob Eads, Mac Eads and Oscar Watsjold have been invited to the
event as honorary guests. Advertisements have also been sent to GCI, the Chamber, the
City, the Senior Center and other locations.
Staff recommends the Commission determine who will provide refreshments and discuss
filming the event.

City Administration Report-
School started and reminded people to be careful while driving.
• The Silver Salmon Derby had ended and Renee Wellington won with an 18.5'7 pound fish. If
a tagged fish were caught a reward would be given.
• The Primary Election would occur August 26, 2008; the City Election would occur Tuesday,
October 7,.2008 and the State and Federal Election would occur November 4, 2008.
• A City Council Work Session would be held September 2, 2008 to discuss the Efficiency
" Study by John Bird. City Council would determine if public comments would be allowed.
• Staff asked Item E. Schedule a Work Session to Discuss the Certified Local Government
Grant be added to the Agenda under New Business.

In response to Swann, Hicks stated a request to sole source the architectural work had been
placed on the Council agenda and the City was in contact with Architects Alaska.

Hobert Park- Karin Sturdy-
Swann referred to Sturdy's letter in the packet and he stated the fountain base and fountain
portion had been completed. He noted the only thing left to do was the plumbing and adding the
quartz rocks.
Hicks interjected that Sturdy had requested a Work Session be scheduled for September 4,
2008 at noon to do a site visit and suggested this be added to the agenda.

Hicks stated Commissioner Capra suggested putting this on the agenda. He mentioned the
Commission had a budget that may be used to assist with the cost of the conference.
Carpenter noted that Commissioner Capra. was participating in the event.
The Commission discussed the Conference in more detail.
Lasota recommended the Commissioners let Bailey knew if they would like to attend.

By general consensus, the Commission set the Work Session to Discuss the Certified Local
Government Grant for August 27, 2008 at 6:30 p..
Lasota asked if the Commissioners had received the CLG To-Do List and she requested the
Commissioners work on their assigned tasks.
In response to Luther, Bailey stated the camera had arrived and the accessories would arrive
soon.
Luther requested to take the camera to create the picture standards.
Set a Work Session to Make a Site Visit and Inspection of Hoben Park on Thursday,
September 4, 2008 at noon
In response to Lasota, Hicks stated the site visit was to observe the park and then the
interpretive panel would be placed on the agenda.
French noted the grant required an on-site inspection of the park.
By general consensus, the Commission set a Work Session to make a site visit and inspection of
Hoben Park on Thursday, September 4 2008 at noon.

Commission Comments-
Carpenter apologized for missing the meetings and work sessions and he congratulated the
Chair and Vice Chair.
French apologized for missing the work session and he would be unable to attend the meeting
on September I7, 2008.
Swann apologized for missing the work session, too.
Luther commented the Commission was busy and wanted to be careful adding more things to
their chedule. Luther discussed the Fireside Chat videos.
