Alaska Mrn-ch 27, 2009 CALL TO ORDER Citt~ Council Minuses Vabnne 38, Pane 4(~ The March 27, 2009 special meeting of the Seward City Council was called to order at 6:15 p.m. by Vice Mayor Willard Dunham. OPENING CEREMONY City Managcr Phillip Oates led the pledge of allegiance to the flag. ROLL cALL There were present: Willard Dunham presiding and Marianna Keil Bob Valdatla Tom Smith Betsy Kellar Jean Bardarson comprising a quorum of the Council; and Phillip Oates, City Manager Jean Lewis, City Clerk Johanna Dollerhide, Assistant City Clerk ABSENT -Clark Corbridge CITIZENS' COMMENTS ON ANY SUBJECT EXCEPT THOSE ITEMS SCHEDULED FOR PUBLIC HEARING -None APPROVAL OF AGENDA AND CONSENT AGF,NDA Motion (Keil/Dunham) Approval of Agenda and Consent Agenda Motion Passed Unanimous NEW BUSINESS Resolution 2009-020 Authorizing The City Manager To Enter Into A Contract With Harmon Construction For The Construction Of The Adams Street Pavilion For $312,000, Plus Authorizing Additional Project-Related Costs Of' $33,000, And Appropriating Funds. i•7otion (Kellar/Bardarson) Approve Resolution 2009-020 Oatcs stated the contract for the pavilions had been negotiated and recommended approval tonight. City of Seward, Alaska Ciry Council Minutes Mmrh ?7, 200J ~olurne 38, Page 47 Kci] said it was nice this project was moving forevard. Oates stated there was a contingency for electrical upgrades. Council expressed a desire to add water as well Terry said this contract did not include water at this time. Kellar thought they did a good job covering the details at the previous meeting on this subject. Oates staled Hannon Construction would be contracted to install electrical if asked. Motion Passed COUNCIL COMMENTS Unanimous Keil thanked their staff and the presentation given at the work session and all of their work doing on this economic stimulus package. Valdatta had comments on Chugach Power. Kellar echoed Keil's comments on the stimulus package and Bardarson concurred. The amount of work ahead of the staff was commendable. Dunham thanked the staff for their work done already on the stimulus bill. He felt the city should probably take a position on SB166 and HB127 which affected the Alaska Railroad. Oates stated there was an avalanche today that cut off the highway. The road had since re- opened. Staff found out today that the bridge work in April would close the road for a number of days and Oates read the public announcement. A DOT person would be coming down to Seward to explain this process. The meeting would occur Wednesday at 3:00 p.m. in the council chambers, and he encouraged council and the public to attend to voice any concerns or questions. Oates also gave an update on Mt. Redoubt, the city had a light dusting of ash, but the weather report indicated it would be a trace amount. There had been l 1 major events over the last week, and it was anticipated that it could be active for the next few months.
