BACKGROUND & JUSTIFICATION:
Every two years the Seward Historic Preservation Commission develops a Priority List for the
upcoming two years. The current copy covers 2009 -2010. The Commission expressed interest in
reviewing this list for possible updates or changes.
RECOMMENDATION:
Staff recommends the Commissioners review the 2009 -2010 Priority List and determine if any
alterations are needed.

BACKGROUND & JUSTIFICATION:
"A Plan for Historic Preservation in Seward, Alaska" was last updated in 1996. The City
has recommended that the Commission review the plan and update as it sees fit.
RECOMMENDATION:
Staff recommends the Commission discuss scheduling a work session to review and
update the Historic Preservation Plan.
Agenda for Future Action
This plan has set forth community goals for historic preservation in Seward along with an historical
perspective and background of the political and economic framework within which these goals will
be achieved. Although goals, by definition, may be lofty, an agenda for action must be reasonable in
identifying steps towards accomplishing those goals. n a small community such as Seward, it is
unreasonable to expect that a position in the city government would be created dedicated to historic
preservation oversight and development. f the responsibility continues to fall within the Community
Development Department, the staff of two persons can hardly be expected to devote more than a
small percentage of their time to historic preservation efforts.
Given the present resources, the following agenda for action is set forth to move toward the historic
preservation goals cited in the plan. oals and objectives were generated by work sessions with the
Seward Historic Preservation Commission and refined through public input. Activities have been
developed as more specific "tasking" for the objectives from research conducted on the plan. Target
dates and responsibilities have not been set forth; it is suggested that these "steps" be prioritized and
assigned by the Seward Historic Preservation Commission in conjunction with the Community
Development Department and incorporated into annual work plans and long range planning.
Goal #1 Maintain the historic character of Seward while encouraging its
development as a commercial, cultural and tourist center.
Objectives:
1. City Council adopt a local historic preservation plan.
2. Identify and develop financial incentives for restoration and preservation of historic
structures.
3. Encourage adaptive re -use, rehabilitation, and maintenance of historic structures from
all periods of Seward history.
4. Provide informational services (i.e. workshops, printed information) to business and
property owners about economic benefits of historic preservation.
5. Encourage and facilitate community involvement in historic preservation through
local organizations as demonstrated by the Iditarod Trail Blazers, Seward Women's
Club, Resurrection Bay Historical Society, Seward Senior Citizens and the Seward
Library Association.

Activities:
1. Establish calendar for adoption of plan by City Council by
July '96.
2. Develop and provide concise information on financial
incentives and benefits of historic preservation to property
owners.
3. Develop and provide a directory of help /information services
on historic preservation including how to obtain local, state
and federal historic listing status, and current listing sources
available.
4. Set up a workshop with the State Historic and Preservation Officer
(SHPO) and the National Trust for Historic Preservation on benefits
of historic preservation for local business and property owners.
5. Recognize and support community efforts in historic preservation.
6. Seek funding (National Trust for Historic Preservation) to
assist in defining historic character and suggest design
guidelines for existing historic districts.
Goal #2 Ally historic preservation and economic development in Seward
through the promotion of heritage tourism and adaptive re -use of
historic buildings and structures.
Objectives:
1. Make accurate and consistent historical information available to business, charter and
cruise operators, and the Chamber of Commerce.
2. Document historic properties for the local and National Historic Register.
3. Promote and monitor continued maintenance of established monuments and parks
such as the Founder's, Iditarod, Benny Benson, and Hoben monuments and flag
raising site at Jesse Lee Home.
4. Encourage the private sector to take an active role in historic preservation by
identifying advantages of heritage tourism and preservation incentives.
Activities:
1. Encourage the Resurrection Bay Historical Society to organize local

historical information for business and visitor services and/or be
involved in materials review. They may consider requesting a fee for
these services.
2. Develop a system of recognition (signage) for national, state and local
register properties; identify potential funding source; encourage
owners to utilize. If no funds are identified, pursue a sponsorship
program.
3. Work with the Parks and Recreation Department to incorporate
historic preservation goals into park planning and management;
identify annual maintenance requirements; solicit involvement of
community groups, i.e. adopt a park/monument.
4. Work with the Seward Chamber of Commerce to provide accurate
historic information and incorporate heritage aspects into Seward
promotional information (already prevalent in the visitor's guide.)
5. Encourage formation of an ad -hoc group with commission,
community groups, city, local business and visitor services members
to evaluate the potential of heritage tourism in meeting the goals of
historic preservation and economic development in a growing visitor
industry.
6. Provide recognition for outstanding community efforts in historic
preservation and heritage tourism.
Goal #3 Identify and preserve the diverse aspects of Seward's history:
buildings, structures, sites, trails, landscapes, archives,
transportation facilities, downtown district and artifacts.
Objectives:
1. Identify significant historic properties threatened by development, neglect,
abandonment, or erosion.
2. Establish and nominate a downtown historic district to the National Register of
Historic Places.
3. Insure that policies and ordinances for preservation protect private property rights.
4. Encourage city government to take a leadership role in restoring and preserving city
owned historic properties.
5. Rehabilitate and map cemeteries in the Seward area.

6. Encourage proper archival care for city, library and museum archives and collections.
7. Cooperate with local native groups to encourage archaeological survey in the
Resurrection Bay area.
8. Prepare indexes of local newspapers and photo collections held by the local library
and museum.
Activities:
1. Continue to monitor Jesse Lee Home status and support the efforts to
save it. Seek statewide support.
2. Monitor progress of Seward Historic Transportation Gateway
District.
3. Pursue a National Register nomination for the downtown historic
district in cooperation with Downtown Business Association and
property owners. Seek funds to identify period of significance and
suggest design guidelines.
4. Monitor Alaska SeaLife Center (ASLC) Section 106 requirements.
5. Rehabilitate and map local cemeteries.
6. Monitor city fund requests to manage city archives; if not
forthcoming pursue through city budget process.
7. Encourage the Public Works Department and local contractors to
consult the local historic site inventory before commencing projects
affecting historic properties; inform Community Development
Department and Historic Preservation Commission.
8. Identify funding sources to support archiving of library photo and
newspaper collections.

Goal #4 Integrate historic preservation into Seward's city planning process to
insure preservation decision making becomes routine in land use
planning.
Objectives:
1. Advocate for the Historic Preservation Commission to become involved in the
building permit review process regarding properties listed on the local historic
inventory.
2. Maintain open communication between the Historic Preservation Commission, the
City Council, and the Planning and Zoning Commission.
3. Insure the role of the Historic Preservation Commission in land use planning issues
remains simple, straight forward and positive.
Activities:
1. Add requirements to Community Development Department's Zoning
Site Plan Review checklist to cross reference building permit
applications with the Local Historic Site Inventory. Inform the owner
of the property's historic status, restoration incentives, and
exemptions in the Uniform Building Code.
2. Continue to develop an open working relationship between the
Historic Preservation Commission and the Planning and Zoning
Commission.
3. Include historic preservation goals in the city Strategic Plan and
Comprehensive Plan.
4. Define the function of a historic overlay district.
5. Develop and implement a review process to guide Historic
Preservation Commission recommendations on local projects
affecting historic properties, especially those noted in the
plan.
Goal #5 Encourage community understanding and appreciation of Seward
history.
Objectives:
1. Make historic information readily available to the public.
2. Develop a directory of where Seward historic information is available.

4. Encourage Kenai Peninsula Community College to offer courses in local and Alaska
history, restoration and preservation.
5. Encourage city -wide participation in the celebration of national, state and local

Activities:
1. Invite local groups and individuals to participate in annual

HEART PARISH IN CELEBRATION OF ITS
CENTENNIAL
BACKGROUND & JUSTIFICATION:
The Sacred Heart Parish has played an integral part in Seward's history since 1905 when the
mission operated out of a tent chapel. Five years later, in 1910, the church and rectory would be
built and continue to serve the members of the parish until the 1964 earthquake damaged it
beyond repair, resulting in the construction of a new church which stands today.
Resolution 2010 -03 acknowledges the long history of contributions to the Seward community
that the Sacred Heart Parish has given during the last 100 years and supports the church during
its Centennial.
RECOMMENDATION:
Staff recommends the Commission approves Resolution 2010 -03 supporting the Sacred Heart
Parish in celebration of its centennial.

A RESOLUTION OF THE SEWARD HISTORIC PRESERVATION COMMISSION,
SUPPORTING THE SACRED HEART PARISH IN CELEBRATION OF ITS
CENTENNIAL
WHEREAS, in the summer of 1905 Reverend Phillip Turnell, S.J. and Reverend John M.
Handly C.S.P. started the mission in a tent chapel preaching to Catholics and non-
Catholics alike; and
WHEREAS: in 1910 Father Matthias Schmidt, S. J. along with members of the parish
built the original Sacred Heart Church and rectory on a lot donated by John E. Ballaine,
the town's founder; and
WHEREAS: in 1916 one of the first hospitals in Seward was built by the Catholic
Church, the St. Francis Xavier Hospital, better known as the Seward General Hospital
and was staffed by Catholic nuns from the Alaska Mission of the Sisters of St. Joseph;
and
WHEREAS: over the years often without a resident priest the members of Sacred Heart
Parish have continued to worship and grow even during the Depression years and the
hard times in the 1970's: and
WHEREAS: plans to build a new church on the site of the St. Francis Xavier Hospital
were accelerated in the aftermath of the 1964 Good Friday earthquake which damaged
the original church and rectory beyond repair; and
WHEREAS: during construction the parish members worshiped in the Liberty Theater
and assisted in the building of the new church; and
WHEREAS: since the opening of Spring Creek Correctional Center resident priests have
expanded their ministry to the prisoners housed there: and
WHEREAS: Sacred Heart Parish is celebrating its history and encouraging understanding
and appreciation of its place in Seward; and
NOW, THEREFORE, BE IT RESOLVED by the Seward Historic Preservation
Commission that:
Section 1. The Historic Preservation Commission hereby supports the Sacred Heart
Catholic Parish in its Centennial Celebration during 2010.
Section 2. The Historic Preservation Commission hereby requests the Seward City
Council to provide a Proclamation in support of the Sacred Heart Catholic Parish in its
Centennial Celebration during 2010.
Section 3. This resolution shall take effect immediately upon its adoption.
PASSED AND APPROVED by the Seward Historic Preservation Commission on this
21st day of April 2010.

BACKGROUND & JUSTIFICATION:
On April 2, State Historic Preservation Officer (SHPO), Judith Bittner was contacted by Patricia
Linville concerning possible funding of the proposed library museum exhibit space concept design.
It is the intent of the Seward Community Library Museum Building Committee that the new facility
include space for important historic preservation resources alongside historic artifacts, displays and
information both historic and current to provide a complete representation of Seward's history, and a
knowledgeable staff to guide and interpret it. SHPO agreed to accept a request for historic
preservation funds to be used to visualize and illustrate this important public education component of
the Seward Museum
The focus of this grant request is to contract services to work with the community planners to
envision the museum themes, types of visitor experiences and interpretive techniques. The total cost
of the project is $16,050.00. The Federal share of the project is $9630.00; the local share is
$6420.00. This local share is to be provided by Resurrection Bay Historical Society as cash and in-
kind services by the SCLMBC and library museum staff. The Seward Historic Preservation
Commission will be updated on the progress of the project through the project manager at their
regularly scheduled meetings. The final draft will be presented for their review and support.
Once Seward Historic Preservation Commission has approved the project staff will present a
resolution to City Council at the April 26, 2010 meeting recommending Council authorize the City
Manager to submit the grant application.

a. "Upcoming Grants Discussion to New Business" was added to April's meeting agenda
b. Hamner talked with a contractor, DiamondD, in California about making rubber
molds for the Hoben Park Planters. FlowLine Construction in Anchorage would be
able to make the planters. Glass- reinforced concrete would be used. Hamner
presented specifications on planters made for Alaska. He expects a fast turnaround if

this option were to be used. Hamner sent a photo of the planter to DiamondD for
their advice on how to proceed with construction of embellishments.
c. Swann mentioned that Harmon Construction built the Hoben Park Fountain for half
the price of other competitors,
d. Linville noted that the Planters need not be put out to bid, since the project cost was
under $10,000. City advised that quotes be requested since project cost was over
$1,000. She requested a date for the information to be available so that quotes can be
acquired. The date of March 21 was set for providing information on Planters to
Patty. Send out info by April 2 Request installment of new planters in quote by
July 31
e. Swann requested that Hamner look into quotes after acquiring all the specifics on the
Planters, Hamner agreed.
D. Resolution 2010 -02 supporting Local Historic Register Application for Seward Light and
Power Company Intake Building
a. Comments by Carol Griswold — First discovered this structure on a hike up Lowell
Canyon, researched the history of electricity and hydropower in Seward. The
building is in excellent condition. Griswold did not recommend the structure be
placed on a public tour due to the hazardous nature of travel to the site.

Public Outreach
1. Historic Preservation Website Needs updating, work on the Seward Register
Sites
2. The National Historic Preservation Month Continue to participate and plan
celebrations for the recognition of H.P. Month. The scope of the activities will
vary from year to year, but activity needs to be identified many months in
advance.
o The month of May is Historic Preservation Month
o Place the National Historic Preservation Month on the January Agenda
3. Seward Annual Historic Preservation Award Continue to select an
outstanding award winner each year and bring the plaque in City Hall up to date.
o The Historic Preservation award is given in May.
o Place the Seward Annual Historic Preservation Award on the January
Agenda.
o Solicit the public to nominate people they think deserve to be a recipient
of the award.

RE: National Historic Preservation Act Section 106 consultation for proposed EDA grant
assistance to install Fire Training Simulator at AVTEC Maritime Safety Training
Facility in Seward, Alaska
Dear Mr. Luther:
The Alaska Vocational Technical Center (AVTEC) is revising the scope of work of an existing
grant with the U.S. Department of Commerce, Economic Development Administration (EDA) to
clarify that it includes a ship fire training simulator at their Maritime Safety Training Facility in
Seward, Alaska.
In accordance with 36 CFR §800.4(a)(3 -4), EDA is initiating the Section 106 consultation
process with you and other interested parties. Hence this letter to you describing the site area,
the project, and special condition that EDA will include in the proposed grant amendment.
The Maritime Safety Training Facility is located across Resurrection Bay from the City of
Seward in the valley that contains Fourth of July Creek. The site consists of seven acres and is
bordered to the south by Jellison Street.
The Fire Training Simulator will be a separate building from the Maritime Safety Training
Facility. The Simulator will provide ship fire training by providing a source of heat from
propane and smoke from food -grade mineral oil.
On August 6, 2007, AVTEC sent a letter to the State Historic Preservation Office (SHPO)
regarding this project. On August 17, 2007, the SHPO concurred that there are no historic
properties affected.
A condition that EDA will include in the proposed grant amendment is: if any archaeological
resources are discovered, all work shall stop, and consultations shall resume with the Native
Alaskan and State Historic Preservation Offices.

This letter is to request comments on our proposed Fire Safety Training Facility project. Also, we would
like to request that you submit comments to our EDA regional office. The EDA contact information is:

The project envisioned is titled: Alaska Maritime Safety Training Facility. AVTEC's Alaska Maritime
Training Center provides courses in many aspects of vessel operations and safety for all types of ships that
lead to U.S. Coast Guard - approved certifications, training, and licenses. This expansion provides for the
development of a new maritime safety campus across Resurrection Bay located on 7 acres leased from the
City of Seward. The campus would provide comprehensive facilities located together and adjacent to a City
owned harbor and dock. The campus includes a ship fire training simulator, classroom facilities, and safety
training lab.
AVTEC's Maritime Safety Training Facility Project was initiated in 2004 by Alaska Department of Labor
Commissioner Greg O'Claray to provide qualified, highly skilled, maritime professionals, trained in the
unique Alaskan environment, for the diverse community of marine transportation industry employers.
A 4,800 sq ft facility will expand AVTEC's capability to train mariners to meet a critical high demand for
high growth jobs in the transportation industry.
