Unfortunately, the quotes received came in too high. This forces us to resubmit our request with the following additions: Please configure your quote to include a cost per unit (complete planter). Include: Item Method (How will work be done.) Estimated Cost Fabrication (materials used) Method used to fabricate (inlaid, cast, other) freight to site site preparation installation Quotes will be reviewed for responsiveness by City Staff and will be awarded to a qualified and responsible bidder. The date of June 1 was chosen by the staff as the final date for accepting nominations, with the expectation that the Commission would wish to review and select a recipient at its June meeting. RECOMMENDATION: No action is necessary at this time unless Commissioners wish to make changes. City of Seward, Alaska Historic Preservation Commission Minutes April 21, 2010 Volume 2, Page 189 Call to Order The April 21, 2010 regular meeting of the Seward Historic Preservation Commission was called to order at 6:30 p.m. by Chair Jolund :Luther. Opening Ceremony Commissioner Lasota led the Pledge of Allegiance to the flag. Roll Call There were present: Chair Jolund Luther presiding, and John French Dave Hamner Tom Swami Linda Lasota Absent was Monica Hinders (excused). comprising a quorum of the Commission; and Patricia Linville, Library Director Ryan Reynolds, Library/Museum Staff Special Reports — City Administration Report - • Linville submitted the definition of the Seward Historic Register to city manager in regard to questions about the application to the Local Register for the historic Seward Light and Power Company Intake Building. • Linville submitted her application to be on the KMTACCA (Kenai Mountains Turnagain Arm Corridor Communities Association) • Ryan Reynolds submitted his resignation to the City of Seward, effective May 14 Other Reports, Announcements & Presentations Friends of the Jesse Lee Home Update- Swann- • None. Website Updates Luther • None City of Seward, Alaska Historic Preservation Commission Minutes April 21, 2010 Volume 2, Page 190 Photos for CLG Grant 2008 - Lasota • Approx. 70 pictures left to be taken, many of these are not easily accessible. Lasota and Luther have been meeting to work on this and progress is being made. Updates are being made to the online site, including descriptions. • Luther noted that it would be good for Commissioners to finish taking their photos soon. Historical Site Inventory — All • None Citizens' Comments on Any Subject Except Those Items Scheduled For Public Hearing — Monica Luther spoke in support of the Sacred Heart Catholic Church's centennial. Father Dick Hanrahan also spoke in support of the above resolution. Approval of Agenda and Consent Agenda Motion (Swann/Hamner) Approve the Agenda and Consent Agenda Motion Passed Unanimous Consent Agenda was approved with the additions of Items E and F to the regular agenda. * The following items were approved under the Consent Agenda: Meeting Minutes for the March 17 2010 Meeting of the Historic Preservation Commission Public Hearing — None Unfinished Business - New Business - A. Hoben Park Planter Grant Updates a. Quotes were received but were too high. Linville and Hamner met with Karen Sturdy and decided to reissue the request for quotes, including a cost per unit so that the Commission would be able to not exceed their budgeted amount for the project. Requests would go out 4/29. Come by 5/10. b. Three city employees would form a committee and forward their recommendations to the Commission. c. The Commission decided to only request a "Core Cost" for the planters, not including installation or delivery. B. Discussion of Updating the HP Plan City of Seward, Alaska Historic Preservation Commission Minutes April 21, 2010 Volume 2, Page 191 a. Plan to update plan was tabled until September when the Commission could take care of grants already underway. Motion (Swann/Lasota) Table Discussion of HP Plan Motion Passed 3 Ayes, 2 No's C. Resolution 2010 -03 a. Luther asked that the Commission support the resolution. Sea Life Center's Outdoor Art project French wanted the Commission to be informed of the SeaLife Center's Waterfront Park project since it had the potential to impact Hoben Park. French volunteered to act as a representative of HP on the SLC review committee. Linville would submit the request. G. March 17, 2010 Regular Meeting Minutes* Informational Items — (No action required) - Commissioners asked that Linville review HP's role in Section 106 process and report back, Commission Comments- Hamner — Hamner thanked Linville for her hard work on the Hoben Park planters. French — French remarked that he thought the Commission was making progress on a number of fronts. Lasota — Thanked everyone for being there. Luther — Thanked the commission for approving the Resolutions. Historic Preservation Website- Continual updating, work on the Seward Register Sites 2. National Historic Preservation Month- Continue to participate and plan celebrations for the recognition of H.P. Month. The scope of the activities will vary from year to year, but activity needs to be identified many months in advance. a. The month of May is Historic Preservation Month b. Place the National Historic Preservation Month on the January Agenda 3. Seward Annual Historic Preservation Award- Continue to solicit candidates. a. The Historic Preservation award may be given in May. b. Place the Seward Annual Historic Preservation Award on the January Agenda. c. Solicit the public to nominate people they think deserve to be a recipient of the award. d. Update City plaque as appropriate. 4. Local Plants and Tree a. Inventory of Local Plants and Trees b. Solicit Nominations From the Public 5. The First Friday Fireside Historical Lecture Series - a. August meeting agenda item to set up work session to brainstorm program ideas 6. Cemetery Information Project a. Place Cemetery /Obituary Information on Seward Historic Preservation website, develop an informational pamphlet, create a book and compile obituaries. Historic Structures & Sites 1. Hoben Park has been approved for historic reconstruction by Council a. The Commission continues to support and is willing to assist with this project. 2. Continue to update the Seward Inventory of Historic Sites 3. Continue to nominate structures and site to Seward Local Register 4. Monitor the Jesse Lee Home Project 5. Monitor the Library Museum Project 6. Monitor the National Park Service Project Historic Preservation Plan 1. Seward Historic Preservation Plan- The plan needs to be reviewed and updated. a. Schedule annual work session to discuss future grant applications * Required by City Code Updated May 12, 2010 PL 2IPage Sponsored by: City Manager CITY OF SEWARD, ALASKA RESOLUTION 2003 -85 A RESOLUTION OF THE CITY COUNCIL OF SEWARD, ALASKA, ESTABLISHING DESIGN PRIORITIES FOR HOBEN PARK WHEREAS, Hoben Park is a culturally and historically significant property; and WHEREAS, between the 1920's and the 1940's Hoben Park had a distinctive landscape with a functional water fountain, wrought iron fence, a level grass lawn, several concrete pedestal planters, historic lampposts and some bird houses; and WHEREAS, many of the previous amenities need to be restored to reestablish the integrity of the visual aesthetics of the original historic landscape; and WHEREAS, the Park now has a beautiful poplar tree as its centerpiece which needs to be preserved; and WHEREAS, the priorities for restoration shall start with installation of the historic lamp posts, replacing the fountain and restoring the original fountain basin and pedestal, installing historically accurate replica fencing of a safe height along the North and West side, reconstruction of the historic concrete planters, flower gardens (where appropriate) using Alaskan flora, benches (where appropriate) and bird houses, as funding becomes available; and WHEREAS, the restoration of Hoben Park to the simple and elegant design it had during its period of historic significance will emphasize Seward's appreciation of local history and natural beauty. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, that: Section 1. The City Council finds that it is in the best interests of the City of Seward to preserve the integrity of the poplar tree and restore the amenities of Hoben Park as it was during the park's period of historic significance, the 1920's to the 1940's. Section 2. This resolution shall take effect immediately upon its adoption. PASSED AND APPROVED by the City of Seward, Alaska this 11th day of August, 2003.
