City of Seward, Alaska City Council Minutes <br /> July 27, 2010 Volume 38, Page 322 <br /> CALL TO ORDER <br /> The July 27, 2010 special meeting of the Seward City Council was called to order at 5:15 <br /> p.m. by Mayor Willard E. Dunham. <br /> OPENING CEREMONY <br /> City Manager Phillip Oates led the pledge of allegiance to the flag. <br /> ROLL CALL <br /> There were present: Bob Valdatta <br /> Willard E. Dunham presiding and Jean Bardarson <br /> Linda Amberg Vanta Shafer <br /> comprising a quorum of the Council; and <br /> Phillip Oates, City Manager <br /> Kristin Erchinger, Finance Director <br /> Jean Lewis, City Clerk <br /> ABSENT — Marianna Keil, Tom Smith <br /> CITIZENS' COMMENTS ON ANY SUBJECT EXCEPT THOSE ITEMS SCHEDULED <br /> FOR PUBLIC HEARING - None <br /> APPROVAL OF AGENDA <br /> Motion (Bardarson /Shafer) Approval of Agenda <br /> Motion Passed Unanimous <br /> NEW BUSINESS <br /> Resolution 2010 -071, Approving A Contract With West Construction Company, Inc. Utilizing <br /> A Federal Procurement Process Bid, For Production Of Rock For The North Forest Acres <br /> Levee/Road Construction, And Appropriating Funds. <br /> Motion (Bardarson /Amberg) Approve Resolution 2010 -071 <br /> Oates noted this contract would save the city money and wouldn't have to mobilize and <br /> demobilize. West construction had done a very professional job in the rock quarry. He stated the <br /> city would lose federal grant funding for the North Forest Acres Levee Road unless the city <br /> demonstrated significant progress on construction of the project by September 30.
