Sponsored by: Oates <br /> CITY OF SEWARD, ALASKA <br /> RESOLUTION 2011 -012 <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD, <br /> ALASKA, AUTHORIZING THE CITY MANAGER TO ENTER INTO A <br /> PROFESSIONAL SERVICE AGREEMENT WITH PND ENGINEERS, <br /> INC., THE MOST QUALIFIED AND RESPONSIVE PROPOSER, FOR <br /> THE SEWARD 2009 TIDAL SURGE DAMAGE ENGINEERING <br /> SERVICES AND PROJECT MANAGEMENT FOR AN AMOUNT NOT - <br /> TO- EXCEED $61,985, AND APPROPRIATING FUNDS <br /> WHEREAS, on December 1, 2009 high winds, three -plus inches of rainfall and a 12.6 <br /> foot tide caused extensive damage to the wave barrier along Lowell Point Road, the SeaLife <br /> Center seawall, parking lot, monument park and the recreational parking lots; and <br /> WHEREAS, the following conditions resulted from the disaster: extensive damage to <br /> protective barrier along Lowell Point Road, the protective barrier on the southern shoreline, the <br /> protective barrier and infrastructure for water intake for the Alaska SeaLife Center, debris and <br /> heavy erosion of the Greenbelt area, as well as damage to personal and real property; and <br /> WHEREAS, the cost of the emergency measures exceeded the City's resources; and <br /> WHEREAS, resolution 2009 -140 declared a state of disaster emergency due to the storm <br /> surge damage in the City and requested State assistance; and <br /> WHEREAS, the event resulted in a state declaration of disaster that enabled the City to <br /> qualify for State assistance through the Division of Homeland Security and Emergency <br /> Management for assistance for damaged infrastructure; and <br /> WHEREAS, the City completed emergency repairs in -house for a portion of the <br /> damaged areas during the summer of 2010; and <br /> WHEREAS, the remaining emergency repair work must be completed prior to June 1, <br /> 2011 and includes repairs to the damage that occurred on Lowell Point Road, the Alaska SeaLife <br /> Center seawall and parking lot and adjacent area and <br /> WHEREAS, a competitive request for proposal was developed for the remaining project <br /> worksheets (253, 257, and 258) emergency repairs according to SSC6.10.130 and SCC6.10.135 <br /> to provide professional services to include the bid preparation and project management for the <br /> remaining work; and <br /> WHEREAS, two firms submitted proposals to the City Clerk's office by the published <br /> deadline of 3:30 p.m. on February 4, 2011; and <br />
