ADJOURNMENT City of Seward, Alaska PACAB Agenda May 2, 2012 Page 2 Seward Economic Partners Trip to Seattle 12 & 13 April 2012 Our group consisted ofJim Hunt, Ron Long, Mack Funk, Jean Bardarson, Cindy Clock, Jim Kubitz, Deborah Altermatt and Tom Tougas (Friday). The purpose was to meet with Seward's economic partners at their home bases to thank them for their continued business in Seward and to discuss what needs they foresee for the coming season and future years. An opportunity is always offered for concerns to be voiced, as well. Thursday, April 12 Totem: After several years of looking at Seward as a possible "alternate port ", they stated that Seward is now considered as such. In fact, they will be bringing a ramp to Seward this Spring for permanent storage. They seemed happy with services in Seward. They voiced concern about the new EPA regulations that will be in place for low - suffer fuel in 2013, and later in 2015. They stated that freight cost increases will be so significant that it will impact daily life in Alaska. Samson: Samson has had a ship at Seward Ships over the winter getting work done. They don't seem to be 100% happy with the work being done, but are working with the vendor there to reach satisfaction. Samson will continue to come to Seward on a regular basis. It lost a lot of time over the winter with weather conditions and an inability to get to the dock as scheduled because of weather. Crowley Marine: Crowley is a good partner for Seward. They are interested in future expansion in our area, perhaps even placing an office here. Also, they are interested in looking into putting a year 'round tug at our port. Princess Tours: This visit was cancelled due to a time issue. However, they only have two trips into Seward this year and do not plan to reinstate any ships in the near future. Holland America: This was perhaps the least positive meeting of all. Holland is cutting back services to Anchorage in 2013 and sees a future reduction in ships to Alaska, partially due to the new EPA regs for fuel. However, they stated that they will continue to come as the market demands. The graphs on the wall in their conference room showed good market demand. Friday, April 13 Royal Celebrity Tours: This was the most positive of the cruise line meetings. They like Alaska and their only critique was that we need more shore -based activities. However, one of their compliments was that we had great activities! They believe in the "allure of Alaska" and don't plan to cut ships in the future. However, they too are concerned about the new low sulfer fuel standards. Northland Services: We were told that they needed an assist tug when coming into Seward. They stated that the Chuhuntna was never available and that the Junior wasn't large enough. They were wrapping up their winter operations and pulling out their employees from Seward during this week of our Seattle visit. They said that it had been a good year, but hard on their employees who are mostly Anchorage based. They noted that it was an extra tough winter all around, due to the weather. But they are happy with operating out of Seward in the winter and will continue to do so. We suggested that perhaps they look for more permanent winter housing for their employees in the future. It was pointed out that they did hire locally for their security and would like to do more local hire, if it was possible. Coastal Village: The manager of the Seattle administration didn't seem to be well versed in the Alaskanization of the CV fishing fleet. There are only six employees in his office, and two others in their warehouse. He stated that the decisions were coming from the Anchorage office. When asked to comment on Seattle's attitude about a possible move to Seward, he said that folks didn't think it could work. As he hadn't been in Seward for several decades, we suggested that he come to visit on one of his trips to Anchorage in the near future. Notes: It was good to have Jim Kubitz from the Alaska Railroad with us during the trip. He displayed a good partnership with Seward as both City and ARR marketed the Port of Seward to our active clients. The information he brought to the table regarding the railroad's financial issues, was extremely pertinent. Also, he was clear that Seward remains a profit center for the ARR, with record coal and freight in 2011. I believe this was a successful trip, with a cohesive group of people representing Seward. We hope to do followup with each business, and also look at their Anchorage offices for future communication. I reserved and bore the expense for the automobile which was used to attend meetings by part of our group. However, I kept the car an extra three of the six days for personal use. Thus, the expense request is for half of the receipt. As I was representing both the Chamber of Commerce and PACAB, I am requesting that each entity reimburse half of the amount as indicated on the attached sheet, in the amount of $590.42. OPENING CEREMONY Chair Long led the pledge of allegiance to the flag. ROLL CALL There were present: Deborah Altermatt Dan Oliver Darryl Schaefermeyer Steve Fink Carl Hughes Bob Linville Comprising a quorum; and Were excused Bruce Jaffa SPECIAL ORDERS, PRESENTATIONS AND REPORTS 1. Rail Road report, Louis Bencardino- Gearing up for summer and prepping for busy season, increased traffic. 2. Harbor Master Report travel was upcoming, harbor was increasingly busy, tariff changes as approved by the board were moving forward to council. 3. Chamber Report- was looking forward to summer, planning training for local workers. Race was full and being promoted. APPROVAL OF AGENDA AND CONSENT AGENDA Motion (Oliver /Schaefermeyer) Approval of Agenda Motion Passed Unanimously The harbor dredging plan was discussed by the board, including funding possibilities and permitting process. The board discussed upcoming travel by administration and representatives from the Chamber. Delegates would be traveling to Seattle and DC to support the CVRF SMIC development.
