ADJOURNMENT City of Seward, Alaska PACAB Agenda August 1, 2012 Page 2 Agenda Statement Meeting Date: August 1, 2012 4!' 44 0 SE{ I : Port and Commerce Advisory Board e 9� From: Seward Harbormaster 1 4,41W10 6 Agenda Item: 2012 & 2013 Harbor Tariff Corrections and Changes BACKGROUND & JUSTIFICATION: During negotiations with Coastal Villages Region Fund (CVRF) for moorage in the Seward Small Boat Harbor, the staff noted: 1. The current wait list categories listed in the tariff are incorrect and incomplete. 2. The wait list form in use by the harbor, although correct, does not offer the possibility of a permanent slip assignment for vessel longer than 104 feet. 3. With the completion of Z -Float in 2011, the City has an opportunity to designate additional permanent moorage for longer vessels. The current tariff rules provide that wait list assignments should be made each year between January and June. The Harbor administration believes that permanent slip assignments can be made during the fall and early winter (after the busiest months of July and August). INTENT: The purpose of these changes is to increase the possibilities for customer moorage and to maximize the harbor's revenues. CONSISTENCY CHECKLIST: The proposed changes are consistent with the Seward City Code and Charter. FISCAL NOTE: The proposed changes should not cost the harbor anything. By renting moorage on a permanent basis to vessels that may leave the harbor in the busy summer months, the harbor can re -rent that same space to a summer transient customer and thus increase revenue. RECOMMENDATION: Approve PACAB Resolution 2012 -04 recommending changes to the 2012 and 2013 Harbor Tariffs. 3 Sponsored by: PACAB CITY OF SEWARD, ALASKA PORT AND COMMERCE ADVISORY BOARD RESOLUTION 2012 -04 A RESOLUTION OF THE PORT AND COMMERCE ADVISORY BOARD, RECOMMENDING THE REVISION OF THE 2012 AND 2013 HARBOR TARIFFS TO CORRECT ERRORS, ESTABLISH NEW WAIT LIST CATEGORIES AND TO EXTEND THE MONTHS WHEN PERMANENT SLIP ASSIGNMENTS ARE MADE WHEREAS, the City of Seward, Harbor Department has found certain discrepancies in the 2012 and 2013 Harbor Tariff; and WHEREAS, it has been the City's practice and intention to maintain wait lists for 60, 90, and 100 foot slips; and WHEREAS, with the completion of Z -Float a new wait list category for side -tie moorage for vessels between 105 and 150 feet can benefit both harbor customers and the City; and WHEREAS, permanent slip assignments from the wait list can be made year -round except during the busiest months of July and August. NOW, THEREFORE, BE IT RESOLVED BY THE PORT AND COMMERCE ADVISORY BOARD that: Section 1. The 2012 and 2013 Harbor Tariffs are hereby updated to correct specific errors in Subsection 200 (b). Section 2. A new wait list category for side tie moorage for vessels between 105 and 150 feet will be added to the Subsection 200 of the harbor tariff to benefit customers who sign -up for reserved moorage. Section 3. Subsection 200 (b) of the tariff will be amended to allow permanent slip assignments to be made from the wait list in the months of September through December. Section 4. This resolution shall take effect for the 2012 tariff 10 days following adoption. Section 3. This resolution shall take effect for the 2013 tariff on January 1, 2013. The board has expressed a desire to begin establishing and identifying these priorities at the work session in August. Public notice is required for these topics and the topic should be set by the board at its regular meeting. RECOMMENDATION: PACAB should set the work session topic for its August 15, 2012 work session as: Annual Legislative Priorities. /n City of Seward, Alaska Port and Commerce Advisory Board Minutes July 18, 2012 Volume , Page CALL TO ORDER The July 18 rescheduled meeting of the Port and Commerce Advisory Board was called to order at 12:14 p.m. by Darryl Schaefermeyer, Vice Chair. OPENING CEREMONY Vice Chair Schaefermeyer led the pledge of allegiance to the flag. ROLL CALL There were present: Darryl Schaefermeyer Steve Fink Bob Linville Bruce Jaffa Comprising a quorum; Dan Oliver, Carl Hughes and Chair Altermatt were excused. Also present were Ron Long, Mack Funk, Suzi Towsley, Christy Terry, Norm Regis, Cindy Clock, and Louis Bencardino. SPECIAL ORDERS, PRESENTATIONS AND REPORTS 1. Railroad Report- • In the last month the Railroad dock had welcomed 14 cruise ships, 16 cargo vessels, 2 coal ships, 1 pipe ship and one Navy vessel that didn't look like it • The next coal ship was expected August 20, 2012. • Funding to extend mooring bumpers discussed. 2. Harbormasters Report- • West construction was anticipated to get the dredging contract with the Army Corp of Engineers. Metco would likely get some work hauling on that project as well • Software installation and implementation in the harbor was progressing. • Senator Begich had visited on July 5 and CVRF representatives were her as well • Work was ongoing to repair pilings. 3. Chamber of Commerce Report- • A man from New York had won the Chambers halibut derby with a 1961b fish. He won $10,000. Sales of tickets looked up from last year. • The hatchery was discussed. There was apparently no back up and during power outages last fall many of the smolt. The board was disturbed by this. Fish, smolt availability and cost and hatchery operations discussed. 4. Administration Report- • New Low Sulfur Emissions Control Regulations take effect August 1 and were discussed. City of Seward Alaska Port and Commerce Advisory Board Minutes July 18, 2012 Volume , Page • The northern Economics report for the SMIC development project was delivered to PACAB • The Library/ Museum project was moving forward • Flood service board meetings were discussed, being well attended and getting a great deal of local information and insight. Motion Passed Unanimously The proposed upcoming tariff changes and corrections were discussed in depth by the board and staff. The letter from Senator Begich regarding railroad funding was discussed.
