Adjournment Historic Preservation Commission Regular Meeting Agenda October 24, 2012 2 Historic Preservation Agenda Statement j oF SF� Meeting Date: October 24, 2012 y' To: Historic Preservation Commission From: Library /Museum Director, Patricia Linville • Library /Museum Staff, Tember Eliason Agenda Item: FY2013 CLG BACKGROUND & JUSTIFICATION: The Alaska Office of History and Archaeology is accepting applications for the 2013 Historic Preservation Fund (HPF) grant program. The final FY2013 CLG application must be received by Friday, October 26' 2012. The application will need to identify a project, write a grant proposal, and acquire a resolution of support by the Commission and City Council to properly submit a grant application. RECOMMENDATIONS: Discuss and decide feasibility of participating in the FY2013 CLG grant cycle. 3 Historic Preservation Agenda Statement e,of s Meeting Date: October 24, 2012 ice.• 1 1:;CSM-P To: Historic Preservation Commission From: Library /Museum Director, Patricia Linville Library /Museum Staff, Tember Eliason Agenda Item: Adopt Plan to Revise Seward Historic Preservation Plan BACKGROUND & JUSTIFICATION: "A Plan for Historic Preservation in Seward, Alaska" was created in 1996. The City has recommended that the Commission review the plan and update as it sees fit. On February 15 2012 a HPC Work Session was held to discuss the possible revision ideas. At this Work Session, Commissioners were asked to review the Historic Preservation Plan on their own time for the upcoming works sessions and meetings. On October, 24 2012 a work session will be held to discuss the possibility of adopting a plan to revise the Seward Historic Preservation Plan. The Historic Preservation Plan may be accessed at http : //history.cityofseward.net. RECOMMENDATIONS: Staff recommends that the Commission discuss possible avenues of adopting a plan for the Historic Preservation Plan. 4 City of Seward, Alaska Historic Preservation Commission Minutes August 22, 2012 Volume 2, Page a 01 Call to Order The August 22, 2012 special meeting of the Seward Historic Preservation Commission was called to order at 6:29 p.m. by Chair Linda Lasota. • Opening Ceremony • Commissioner French led the Pledge of Allegiance. Roll Call There were present: Chair Linda Lasota presiding, and John French Catherine Richardson Sarah Fink Absent Commissioners were Doug Capra (excused). Comprising a quorum of the Commission, and Patricia Linville and Tember Eliason, Library /Museum staff Special Reports None. City Administration Report Linville reported that there will be a City Council Work Session scheduled for August 27, 2012 from 6:00 pm -7:00 pm prior to the regular meeting. They will be discussing sending a delegation to Obihiro, Japan this fall. Linville also reported that there are three City Council terms expiring and available in the next municipal election on October 2, 2012. The incumbents all have filed for re- election. They are Vice Mayor Jean Bardarson, Councilmember Rissie Casagranda and Marianna Kiel. Tim McDonald and Kenneth Blatchford have also applied as well. The Primary election will be held Tuesday, August 28, 2012. Depending on your party affiliation, choices for candidates for State and Federal offices will be chosen for the General election in November. There will also be a Ballot Measure No. 1 which is a Bill Increasing the Maximum Residential Property Tax Exemption. Sample ballots will be available at the City Clerk's office to vote early. Important note! The State of Alaska Division of Elections has moved the polling location for City of Seward voters and Lowell Point voters this year. Instead of voting at City Hall (for Seward precinct voters) and at the Bear Creek Fire Hall (Lowell Point precinct voters), the NEW location for both precincts will be the KM Rae Building, located at 125 3rd Avenue. For Bear Creek Precinct voters, the polling location remains at the Bear Creek Fire Hall. 5 City of Seward, Alaska Historic Preservation Commission Minutes August 22, 2012 Volume 2, Page 2 01 Linville went on to report that there will be a Founder's Day event on Tuesday, August 28, 2012. The Resurrection Bay Historical Society is hosting their annual Open House at the Museum from 1:00 pm -5:00 pm. There will be refreshments and door prizes. This will be the last open house and one of the last days the museum will be in the current location. Which means the event will be nostalgic for many. Linville then reported that the library museum is hosting a community discussion on August 28, 2012 from 6:15 pm -9:00 pm entitled "Why Seward? Why we came and why we stay." This discussion is intended to lay the foundation for future discussions about the sustainability of our community and other important issues that may be identified and mainly intended to get community members together in a neutral setting to talk about any issues or ideas of concern or interest. Linville indicated that the Incorporation Centennial Committee is working on a possible event in October or November as a retrospective of what has been accomplished by the community since the 2003 centennial. They are focused on the fact that, with the completion of the library museum, all of the Centennial projects will have been finished. They also plan to coordinate with Amy Carney and Lee Poleske on a 100 year fact sheet or photo montage that will be available for viewing at the Seward Arts and Music Festival in late September. Linville said the Historic Preservation FY2012 Travel Grant was accepted and appropriated by Council on August 13, 2012. At a previous Historic Preservation meeting it was decided that Commissioners Lasota and Richardson will attend the Spokane Conference in November. Plans are being made for registration and travel. Linville reported that Doug Gasek, Architectural Historian from DNR will be coming to Seward to conduct a review of our CLG. He is interested in the current ordinance, commission members, training, designation, review process and future goals. He will be here on Thursday, September 6, 2012. We would like to meet with the Commission at lunch on this day around noon. Linville said that that the library museum staff have been asked to present a proposal for the 2013 Joint Annual Conference of the Alaska Historical Society and Museums Alaska. The proposal is due September 10, 2012. This will be dependent on a commitment from the Resurrection Bay Historical Society which will be discussed this Thursday, August 24, 2012. Lastly, Linville welcomed the new member Sarah Fink to the Historic Preservation Commission and passed out pictures of Hoben Park and the Iditarod Centennial Monument to all Commissioners. • • Other Reports, Announcements & Presentations None. 6 City of Seward, Alaska Historic Preservation Commission Minutes August 22, 2012 Volume 2, Page 2 01 Friends of the Jesse Lee Home Update Laura Hensley, the outreach coordinator for the Friends of the Jesse Lee Home and the Balto School reported that the recent opening of their office located on 302 Washington Street in Seward and presented a PowerPoint presentation about the plans for the future Balto School Program and the current Jesse Lee Home site and building preservation. Hensley answered questions concerning the preservation, funding and future expectations of the Balto School from the commission. Website Updates & Historical Site Inventory Lasota commented to the new Commissioner Fink that she would get list of properties with photos to be up to date with the Commission. CLG FY2011 Cemetery Survey Grant Amy Carney reported that the American Legion, Masonic, and the Oddfellows Cemetery survey photographs were uploaded online on the current RBHS website and that approximately 700 out of 1,000 individuals in the Woodlawn Cemetery were uploaded on the website as well on the website address rbhs.pastperfect - online.com. May 16, 2012 Regular Meeting Minutes These minutes were unanimously approved under the Consent Agenda. Informational Items None Commission Comments The Historic Preservation Commission and Staff welcomed new member Sarah Fink to the Commission and Fink in reply thanked the commission for their welcome. Citizens' Comments Mayor David Seaward thanked the Commission, Administration and Chair and commented about the importance of Seward's History and also about the focus on community needs which is year round employment and also promoting Seward. Mayor Seaward indicated that there is a great opportunity, specifically Japanese tourism in the winter and asked if there was a way to possibly encourage tourism by promoting pioneers such as Wada and those involved with the Iditarod and historical background to possibly be displayed at the Seward Community Library/Museum to further Japanese tourism in the winter. After commenting, Mayor Seaward then thanked the commission. Commissions and Administration Response to Citizens' Comments Commissioner Lasota thanked Mayor Seaward for his valuable input.
