r.. Call to Order
The December 4, 2012 Regular Meeting of the Seward Planning & Zoning Commission
was called to order at 7:00 p.m. by Vice Chair Cindy Ecklund.
Opening Ceremony
Commissioner Butts led the Pledge of Allegiance to the flag.
Roll Call
There were present:
Cindy Ecklund presiding, and
Dale Butts Martha Fleming
Bixler McClure
comprising a quorum of the Commission; and
Donna Glenz, City Planner
% Dwayne Atwood, Planning Technician
Excused was: Sandie Roach' and Tena Morgan
City Administration Report
City Planner Donna Glenz updated the Commission on the following business items:
• Glenz noted that the Shell drillship Nobel Discoverer, with an estimated 70 employees,
was in port for an undetermined duration.
• City Council was scheduled to meet December 10 for the last meeting of the 2012 calendar
year.
• A PACAB meeting was scheduled for noon, December 5 in Council Chambers.
• The next scheduled Planning and Zoning Commission meeting was slated for January 3,
2013.
• Glenz noted that a copy of an historic letter was provided as an informational laydown for
Commissioners. The letter, dated November 19, 1935 was addressed from Anthony J.
Dimond, an Alaska Delegate to the U.S. House of Representatives, to former Sewardite
Hilma Urie. The letter, which cited flooding of the Lowell Creek flume, was provided by
Kenai Peninsula Borough Assembly member Sue McClure, Urie's granddaughter.

Approval of Agenda and Consent Agenda
Motion (Fleming/McClure) Approve the Agenda and Consent Agenda

The following items were approved on the Consent Agenda:
November 8, 2012 Regular Meeting Minutes
Unfinished Business Items requiring a Public Hearing — None
New Business Items requiring a Public Hearing
Resolution 2012 -16 of the Seward Planning and Zoning Commission of the
City of Seward, Alaska, recommending City Council amend various portions
of Seward City Code Title 15.10.215 Parking
Glenz noted the Commission had previously held three public work sessions on the parking
issues, then reviewed the proposed changes to the City Parking Code.
Fleming asked if business operators were to be informed of Parking Code changes.
Glenz said the owners and operators of established parking lots would not be required to
meet any new code changes, and added that the public had been informed through published
notices and public meetings.
Notice of public hearing being posted and published as required by law was noted
and the public hearing was opened.
There were no requests to be heard and the public hearing was closed.

McClure said he enjoyed attending a November 11, 2012 Advanced Planning
Commissioner training in Anchorage.
Fleming added that she would enjoy attending Planning Commissioner trainings in the
future.
Butts offered thanks to the public for the efforts to raise funds for local child Finn Michael
Federer, who required a heart surgery. The effort garnered approximately $16,000 in four days, he
said.
Ecklund added that she was pleased the community was able to raise funds for the Federer
Family. Ecklund also noted the benefits of attending the November 11 Advanced Planning
Commissioner training in Anchorage.
