The City has recommended that the Commission review the plan and update as it sees fit. On February 15 2012 a HPC Work Session was held to discuss the possible revision ideas. At this Work Session, Commissioners were asked to review the Historic Preservation Plan on their own time for the upcoming works sessions and meetings. On October, 24 2012 a work session was held to discuss the possibility of adopting a plan to revise the Seward Historic Preservation Plan. The Historic Preservation Plan may be accessed at http : / /history.cityofseward.net. Monica Hinders served the HPC as a commissioner from 2009 to 2012. Tember Eliason served the commission as a city liaison in 2012. RECOMMENDATIONS: Staff recommends that the commission drafts a letter for each individual being recognized. The final FY2013 CLG application must be received by Friday, March 22, 2013. The application will need to identify a project, write a grant proposal, and acquire a resolution of support by the Commission and City Council to properly submit a grant application. All Certified Local Governments (CLGs) are eligible to apply. The HPF program provides up to 60% matching assistance for the cost of a project. We encourage applications for projects in the range of $10,000 to $20,000 federal share. An application package is enclosed and is available online to download and use at http: / /dnr.alaska.gov /parks /oha /grant /akclg.htm. Applications must be e- mailed, faxed, delivered or postmarked by Friday, March 22, 2013. Only complete, signed and notarized applications will be reviewed. Please note, however, a resolution from your governing body is no longer required. The Alaska Historical Commission's priorities for FY13 CLG grants are: 1. Projects that address the preservation of historic properties and leverage funds and resources. Studying and drafting local tax incentives and design review guidelines, addressing sustainability of historic properties, and restoring and preserving defining elements of historic properties are encouraged. 2. Projects that increase public awareness of historic preservation and establish new partnerships to strengthen a local preservation program. Preparation of educational materials with a historic preservation emphasis, projects that use historic properties for anniversary commemorations, and projects that install interpretive signs calling attention to significant historic places are encouraged. 3. Projects that update plans, review ordinances, and create local registers. Use of a consultant to assist in addressing local historic preservation issues is encouraged. 6 4. Projects that address archaeology, survey, and evaluation of properties. Those less than fifty years old, such as those associated with the Cold War, and projects that address Alaska transportation and the growth of communities are encouraged. Survey, inventory, historic preservation planning, National Register nomination, public preservation education, predevelopment, development and acquisition projects are eligible for program funds. Evaluation criteria used by staff and AHC members is enclosed for your information. Conformance to state and local plans, ability of the sponsor to complete the project, and significance of the project will be considered. The Alaska Historical Commission will review and prioritize CLG applications at the spring 2013 meeting. To be eligible for funding, applicants must have approved CLG status prior to the Commission meeting. The Commission's recommendations are forwarded to the State Historic Preservation Officer, who approves allocation of these funds. I understand that this is an application for federal matching assistance for up to 60% (less state surcharge) of the total project cost, from the Historic Preservation Fund. I also understand that the state surcharge may vary throughout the course of the grant period, but will not exceed the amount stated in the executed grant agreement, should this project be awarded. 2. What is the aim, scope and significance of the project? The project must have historic preservation focus to be eligible. b. Describe any previous HPF grant this project has received. c. Describe any previous HPF projects the project manager has worked on. d. Discuss the relationship of this project to past, present, or future preservation work. e. Identify the intended audience(s). 2. PRESERVATION OBJECTIVES a. Discuss how the project relates to annual CLG grant priorities established for this fiscal year. b. Discuss how the project contributes to the goals and objectives of the state historic preservation plan. c. Discuss how the project meets an identified priority of your community. d. Discuss how the project contributes to the development or implementation of your local historic preservation plan. 3. PROJECT LOCATION a. Describe the geographic area encompassed by the proposed project. Particularly for survey and National Register nomination projects, include maps of the project area. Also include the estimated number of buildings, structures, sites, square miles, etc., to be addressed. 4. WORK PLAN a. Explain how the work will be accomplished. b. Describe any planning studies, research reports or publications, or other sources of information relevant to the proposed project of which you are aware. c. The Office of History and Archaeology must review selection of Principle Investigator prior to finalization of the contract with the individual. b. Identify local government personnel to be involved in the project and duties. c. Describe the local historical commission's role in the project. How will it be involved in review of the grant products? Letters of support or a resolution from the commission are encouraged. d. Identify volunteer personnel and their tasks. e. Identify contract employees and duties. 6. BUDGET a. Using the budget page, identify costs associated with this project. Attach additional pages as necessary to explain the costs in detail. Costs should be divided into personal services, travel, contractual services, and supplies /materials. b. Clearly identify the source of funds: cash, in -kind goods and services, and donated goods and services. Donated goods and services cannot exceed 40% of the total project costs. It should be noted that one year fulltime professional experience need not consist of a continuous year of fulltime work, but may consist of discontinuous periods of fulltime or part-time work that total the equivalent of a year of fulltime experience. A. HISTORY: The minimum professional qualifications are a graduate degree in history or a closely related field; or a bachelor's degree in history or a closely related field and one of the following: (I) at least two years of fulltime experience in research, writing, teaching, interpretation, or other demonstrable professional activity with an academic institution, historical organization or agency, museum, or other professional institution; or (2) substantial contribution through research and publication to the body of scholarly knowledge in the field of history. B. ARCHAEOLOGY: The minimum professional qualifications are a graduate degree in archaeology, anthropology, or closely related field plus (1) at least one year of fulltime professional experience or equivalent specialized training in archaeological research, administration or management; (2) at least four months of supervised field and analytic experience in general North American archaeology; and (3) demonstrated ability to carry research to completion. In addition to these minimum qualifications, a professional in prehistoric archaeology shall have at least one year fulltime professional experience at a supervisory level in the study of archaeological resources of the prehistoric period. A professional in historic archaeology shall have at least one year of fulltime professional experience at a supervisory level in the study of archaeological resources of the historic period. C. ARCHITECTURAL HISTORY: The minimum professional qualifications are a graduate degree in architectural history, art history, historic preservation, or a closely related field, with course work in American architectural history; or a bachelor's degree in architectural history, art history, historic preservation, or a closely related field plus one of the following: (1) at least two years of fulltime experience in research, writing or teaching in American architectural history or restoration architecture with an academic institution, historical organization or agency, museum or other professional institution; or (2) substantial contribution through research and publication to a body of scholarly knowledge in the field of American architectural history. • D. HISTORICAL ARCHITECTURE: The minimum professional qualifications are a professional degree in architecture or a State license to practice architecture, plus one of the following: (1) at least one year of graduate study in architectural preservation, American architectural history, preservation planning or a closely related field and at least one year of fulltime professional experience on preservation and restoration projects; or (2) at least two years of fulltime professional experience on preservation and restoration projects. Commissioners are concerned that these vacancies will hinder progress of meeting their 2013 priorities. BACKGROUND & JUSTIFICATION: Every year the Seward Historic Preservation Commission (SHPC) and the Seward City Council attend a joint work session to discuss SHPC priorities. This year that work session took place on Monday, February 11, 2013 at 5 p.m. to discuss the priorities of 2013. No changes were made to the SHPC Priorities List of 2012 -2013. However, a resolution for approval of this list was not passed in 2012. RECOMMENDATIONS: Staff recommends that the Commission review and pass Resolution 2013 -001 and confirm that a resolution for the City Council be composed for presentation at the next regular City Council meeting. 20 Sponsored by: Staff CITY OF SEWARD, ALASKA HISTORIC PRESERVATION COMMISSION RESOLUTION 2013 -001 A RESOLUTION OF THE SEWARD HISTORIC PRESERVATION COMMISSION OF THE CITY OF SEWARD, ALASKA, REQUESTING • COUNCIL SUPPORT AND APPROVAL OF COMMISSION PRIORITIES WHEREAS, the Seward Historic Preservation Commission wishes to assist the City Council with the ongoing responsibilities it holds as a Certified Local Government (CLG), which requires provision for recognition of the historically significant activities, structures and the people who helped build Seward; and WHEREAS, it is the responsibility of the Seward Historic Preservation Commission to work toward the continuing education of citizens regarding local historic preservation and community history; and WHEREAS, it is also the responsibility of the Seward Historic Preservation Commission to initiate or assist with the preservation of Seward's local history; and WHEREAS, the Commission has continuously received grants for historic preservation activities, such as training for staff and commissioners in 2012, a grant to create an accessible online database of cemetery and burial information within the Seward area in 2010, and a grant for updating the Seward Historic Preservation Plan which is currently in progress; and WHEREAS, the Commission provides recognition each year to an outstanding contributor to Seward's history by awarding the annual Seward Historic Preservation Award; and WHEREAS, in order for the Commission to continue to provide this level of service to the community and assistance to the Council, a long range plan for activities is necessary; and WHEREAS, at their April 18, 2012 meeting, the Seward Historic Preservation Commission approved the following historically significant priorities and activities. NOW, THEREFORE, BE IT RESOLVED by the Seward Historic Preservation Commission that: Section 1. The following list of Seward Historic Preservation Commission priorities is hereby recommended to the City Council for approval: Public Outreach 1. Historic Preservation Website Continual updating, work on the Seward Register Sites 21 CITY OF SEWARD, ALASKA RESOLUTION 2013 -001 2. National Historic Preservation Month- Continue to participate and plan celebrations for the recognition of H.P. Month. The scope of the activities will vary from year to year, but activity needs to be identified many months in advance. a. The month of May is Historic Preservation Month b. Place the National Historic Preservation Month on the January Agenda 3. Seward Annual Historic Preservation Award- Continue to solicit candidates. a. The Historic Preservation award may be given in May b. Place the Seward Annual Historic Preservation Award on the January Agenda. c. Solicit the public to nominate people they think deserve to be a recipient of the award. Nominations must be received by April. d. Update City plaque as appropriate. 4. Local Plants and Tree 5. Hoben Park has been approved for historic reconstruction by Council a. The Commission continues to support and is willing to assist with this project. 2. Continue to update the Seward Inventory of Historic Sites 3. Continue to nominate structures and site to Seward Local Register 4. Monitor the Jesse Lee Home Project 5. Monitor the Library Museum Project 6. Monitor the National Park Service Project Historic Preservation Plan 1. Seward Historic Preservation Plan- The plan needs to be reviewed and updated. - a. Future CLG Grant Application Other Required Tasks 1. *Establish and maintain a basic working inventory of cultural resources in the local area, compatible with the Alaska Heritage Resources Survey and annually provide new data to the Offices of History and Archaeology.
