Opening Ceremony Commissioner McClure led the Pledge of Allegiance to the flag. Roll Call There were present: Sandie Roach' presiding, and Cindy Ecklund Martha Fleming Bixler McClure comprising a quorum of the Commission; and him Donna Glenz, City Planner Dwayne Atwood, Planning Technician Excused was: Wendy Shaffer City Administration Report City Planner Donna Glenz updated the Commission on the following business items: • The annual Alaska Public Offices Commission filing paperwork had been provided to Commissioners, along with their meeting packets and other laydown information. • The office terms for Commissioner Martha Fleming and Commissioner Cindy Ecklund were to expire in February, 2014 and Glenz encouraged both to reapply. Other Reports,Announcements & Presentations—None Citizens' Comments on any subject except those items scheduled for Public Hearing—None Approval of Agenda and. Consent Agenda Motion (Ecklund/Fleming) Approve the Agenda and Consent Agenda Motion Passed Unanimous City of Seward, Alaska Planning Commission Minutes January 7, 2014 Volume 7, Page 64 The following items were approved on the Consent Agenda: November 7,2013 Regular Meeting Minutes Unfinished Business Items requiring a Public Hearing—None New Business Items requiring a Public Hearing—None Unfinished Business—None New Business Items— Resolution 2014-01 of the Seward Planning and Zoning Commission of the City of Seward, Alaska, recommending the Kenai Peninsula Borough approval of the Interior Lot Line Vacation of the Preliminary replat of Tract C and Lots 1 and 2, Block 1, Leirer Industrial Subdivision, AVTEC Skill Center Replat, creating one lot to be known as Lot 1A, located at 1910 Leirer Road,within the Industrial Zoning District Glenz noted the location of the proposed replat and the proposed development plans. She explained that Alaska Vocational Technical Center (AVTEC) had indicated the north campus facility was planned be expanded in two construction phases and the replat would facilitate those plans. She noted the City code only allowed single family homes to be constructed across interior lot lines. Glenz explained an existing structural encroachment onto the proposed replat area from the State of Alaska parcel adjoining to the north. She explained the encroachment was to be noted as a condition of the recommendation to plat by the City being included within the required plat note. Glenz also requested the suggested plat title be amended, deleting the reference to "Skill Center." Glenz noted the former name for the vocational school had not been used in years, and should not have been recommended in the title. Glenz addressed a citizen comment letter that had been submitted and provided to Commissioners as a laydown. The letter had indicated the outdated "Skill Center" reference and also expressed other unrelated concerns as well as concerns about address markers for buildings within the Leirer Industrial Subdivision. Glenz said the addressing concerns weres not a condition to plat but were to be handled by staff during the City Building Permit process. Motion (Fleming/McClure) Approve Resolution 2014-01 Motion (Ecklund/McClure) Amend Resolution 2014-01, by removing all references to the "Skill Center" from the Resolution, so the title of the replat reads "Leirer Industrial Subdivision, AVTEC Replat, Lot 1A" City of Seward, Alaska Planning Commission Minutes January 7, 2014 Volume 7, Page 65 Motion Passed Unanimous Ecklund suggested that the consistency checklist in agenda statement documents could include street addressing. She also asked staff if the replat reference to "Skill Center" was noted in other plat names in the area. Glenz indicated that the other plats within the Leirer Industrial Subdivision made no mention of the "Skill Center" reference. Roach' expressed concern that if addressing was added to the consistency checklist that more and more items may be added. Commissioners further discussed the addressing issues. Glenz pointed out that the checklist in the agenda statement document was specific to the action being taken. She noted that addressing was not directly related to the replat action. Main Motion, as amended Passed Unanimous January 21, 2014 Work Session Topic Glenz explained that no topic had been set for the January work session and suggested that the Commission begin discussing the annual priorities for 2014. The Commission might also want to review the Camping Code in order to provide input to City Council and Administration. In response to Ecklund, Glenz explained there were three types of camping within the City code -- camping within public campgrounds, private campgrounds and camping on private property. All forms of camping needed to be addressed, but camping on private lands was of particular concern during the previous summer. Glenz noted that following public concerns voiced to Council, staff was directed to review and address the camping sections of the code and recommend possible changes. Fleming suggested that Code requirements for temporary structures be reviewed at the January work session. Commissioners further discussed possible work session topics. Commissioners agreed to set the January work session topics as 2014 Commission Priorities and a review of requirements for temporary structures. Suggesting camping code concerns for the February work session. Fleming noted that she might not be able to attend the May 20, 2014 Planning and Zoning Commission work session. She also encouraged Commissioners to recruit applicants to fill two vacant seats on the Commission. Ecklund noted that she did not attend the December / January Kenai Peninsula Borough Planning Commission meetings, which both had limited agendas. Ecklund also extended condolences to the families of Linne Bardarson and Duane LeVan, who had recently passed away. Roach' acknowledged staff for the meeting preparation and thanked Commissioners for their services. Citizens' Comments Janet Coulter, who was in the audience, expressed an interest in applying for a Commission vacancy. ad!
