After bringing the revised 2014 — 2015 Annual Priorities list before City Council in a work session, the document is ready for approval. In addition, the outlined presentation and survey combination to be presented to Mr.Hinders' class was approved to be adapted to be used at the Senior Center.Finally,there was the suggestion of a plan to reach out to Seward area"snow-birds"who wouldn't be in town during the proposed public outreach time frame before April 22nd 2014. This month is the time to hammer out the concrete details of implementing all of the prongs of this public outreach strategy. INTENT: Discuss public outreach strategy specifics and assign concrete duties to individual commission members. X FISCAL NOTE: Approved by Finance Department: N/A ATTORNEY REVIEW: Yes No RECOMMENDATION: Approve 2014 Historic Preservation Month Proclamation 6 City of Seward, Alaska Historic Preservation Commission Minutes February 19, 2014 Volume 2, Page 192 Call to Order The February 19,2014 regular meeting of the Seward Historic Preservation Commission was called to order at 6:33 and a half p.m. by Chair, Linda Lasota. Opening Ceremony • Commissioner Fink led the Pledge of Allegiance. Roll Call There were present: Chair Linda Lasota presiding, and John French Catherine Hedman Sarah Fink Comprising a quorum of the Commission, and Patricia Linville and Tim Morrow, Library/Museum staff Special Reports None City Administration Report Linville discussed some city issues that the Historic Preservation Commission may want to monitor: Engineers from Great Northern Engineering, contracted by Shoreside Petroleum,met with City Department heads and are beginning a conversation about the possibility of locating bulk storage tanks in the old Four Seasons property. Many issues to be discussed and no applications have been submitted as of yet. Dairy Hill Drainage Mitigation Project—funds will be accepted and appropriated at Monday's Council Meeting. This is a mitigation project to help with flooding in that area. Council vacancy has three applicants: Iris Darling, Deborah Altermatt and Sandi Roach. Council will be considering each applicant,voting for their choice and appointing someone to fill the vacancy at next Council meeting. The Council will also be setting a date for the annual joint work session to discuss accomplishments and future priorities. As it is a juggling act to get that many people to meet on the same day we are suggesting March 3 or 7 as possible. What is the availability of the Commission on those dates? City of Seward, Alaska Historic Preservation Commission Minutes February 19, 2014 Volume 2, Page 193 We will be discussing the priorities later in this meeting. Finally, Tim and I teleconferenced with Michelle Prior and Sierra Fletcher on Friday. Our focus was to detail the logistics of the way forward with the Plan revision process. Additionally, the library museum staff who are planning the Earthquake Commemoration met to discuss the reality of adding the HP Outreach component to that event. The library museum staff tried to figure out how the outreach sessions would fit into what has been planned thus far and we couldn't see it working very seamlessly. In fact, we thought that doing so would lessen the impact of both programs. Therefore we are suggesting that HP do a "fireside" chat as the draw for the plan revision outreach. We discussed this with NUKA as well. They agreed and have submitted possible dates they are available for this program. Their best possible dates are April 21-24. We also made an executive decision concerning the next step. Once the first public outreach is completed NUKA will take all the available data they have been given and create a draft plan for us. We all felt that we were at a point where an actual draft of the new plan is a logical progression from here. We will be discussing this all under the Agenda Item 9C. Prepare Proclamation for Seward's Day Desultory discussion was parlayed using a sample Seward's Day proclamation from years past. Dates were justified. Linville explained that the city is closed on Seward's Day, limiting actual celebrations on Monday, March 31. B. Review and update a draft of the annual priorities for 2014 The 2014 —2015 Historic Preservation Commission priorities list was gone over line by line to come up with an updated draft to bring before Seward City Council. It was discovered that priorities had been being overlooked like getting H.P. Annual Award winners' names on the award plaque, and soliciting nominations for plants and trees. It was also decided that the Historic Preservation Commission would like to make it a priority to work more in concert with the Planning and Zoning Commission. Another alteration to the Priorities list was discussing coordination of summer planting of Hoben Park with the Parks and Rec. Dept. Priorities removed due to completion were monitoring of the Library Museum project and the National Park Service project(Old Solly building remodel.) C. Discuss Historic Plan revision public outreach strategies Linville's recommendation to move the public outreach schedule to 21St—23rd of April was accepted. Commissioner Fink agreed to ask Mr. Hinders to move the high school class presentation and survey to the 2nd week of April. Linville gave a reiteration of the proposed public outreach timeline which went like: • Nuka Research develops a public outreach survey. • Nuka Research compiles public input, including that obtained from the surveys to create a draft historic plan. 9 City of Seward, Alaska Historic Preservation Commission Minutes February 19, 2014 Volume 2, Page 195 • The Seward Historic Preservation Commission will take that draft historic plan back out to the public for comment. The likelihood of City Council wanting to have a work session concerning the ongoing progress of the Historic Plan revision was discussed. Commissioner French welcomed the opportunity should it present itself;but general consensus was that Council would be more interested in the finished product than the process. Chairperson Lasota wanted to make sure that there would be an open invitation extended to City Administration and Council Members to attend the proposed fireside chat. Differing fireside chat topics were discussed and commercial fishing was agreed upon. Candidates to approach for chatting about their experiences in the area were narrowed down to: Margaret Anderson,the Burches,the Hatches, Jim Herbert,Jim Hubbard, Bob Linville, Ron Long, Herman Nelson, and Tom Tressler. A narrowing of the subject matter was decided to be commercial fishing as it pertains to local processing plants,both past and current. Linville agreed to give Jim Herbert a call to get the ball rolling. Lasota proposed Tuesday,April 22nd as a target date for the fireside chat and that is the day everyone agreed to shoot for. Finally it was proposed that the high school outline could be adapted for the senior center outreach. Hedman asked if it was still in the works to try to survey"snowbirds,"she was answered in the affirmative and then asked to take up planning such a survey and to have it ready by March's regular meeting. Opening Ceremony Commissioner Fink led the Pledge of Allegiance. Roll Call There were present: Chair Linda Lasota presiding, and John French Catherine Hedman Sarah Fink Comprising a quorum of the Commission, and Patricia Linville and Tim Morrow, Library/Museum staff Special Reports None City Administration Report Linville stated, "While perusing the P&Z packet for tomorrow I found that they will be entertaining a resolution to"trade"the area known as the sliver with the Alaska Railroad. I thought this was interesting as this particular portion of land was the subject of much controversy in the past. I guess time heals all controversy...or is it we just forget. I have a copy of the Resolution that I am passing around and/or you can find it on the City website in the Legislative History section under P&Z packets 04012014. Library Museum has been busy with community events, most notably the Earthquake Commemoration last Thursday. Approximately 150 people attended,a new short film which highlights the 1964 Children's Drawings of the Earthquake by Kris Peck was previewed and many spoke about how they remembered that event. Friday, Walter Stahr, author of a biography about William H. Seward was our "commemorative event" for Seward's Day. Close to 25 attended. Sarah Fink has given early notice of her intent to resign from the Commission at the end of May. We will miss her immensely, yet understand the demands of two young boys and family business. I have forwarded her intentions to Johanna and we are actively recruiting for new commissioners. 12 City of Seward, Alaska Historic Preservation Commission Minutes March 31, 2014 Volume 2, Page 193 As some of you may have already guessed by the posting of my job in the local newspaper,I am retiring. May 30 is my official last day but I will be taking leave that last week of May so my final day at work will be Friday, May 23. I have thoroughly enjoyed my 15 plus years as the Library Museum Director and also working with the Commission. However, I look forward to some quality time with my family and friends." Other Reports,Announcements & Presentations Commissioner Hedman gave informal notice of intent to resign her commission at a date to be announced. Commissioner Fink gave informal notice of intent to resign her commission at the end of May. Commissioner French gave an update of the preparations for the upcoming Museums Alaska Conference this October:The host committee has been meeting once a month,with the next meeting falling on April 1St, 2014. A list of venues, along with a tentative schedule is available if anyone is interested. The host committee extends open arms to any who would offer aid. Approve 2014—2015 Annual Priorities List Lasota thanked French for presenting the draft priorities to City Council.Morrow reiterated the changes made to the priorities, including the addition of some items to the annual schedule and removal of monitoring the National Park Service and Library Museum projects due to completion. French stated that the City Council recommended that the Historic Preservation Commission approve the 2014—2015 Annual Priorities List as a resolution and then pass it onto them. Discussion ensued about whether approving the Annual Priorities List as is and adapting it into a resolution for council later on was appropriate. Lasota and French expressed reservations about going down this path. Commissioner Hedman expressed confusion over some of the language in the "Other Required Tasks" section in regards to the differences between the"working inventory of cultural resources" and the "survey and inventory community historic architectural and archeological resources" language in the first and second bullets. Finally it was concluded to approve the 2014 — 2015 Annual Priorities List with clarifications on the"Other Required Tasks" section at this meeting, and then to approve the 2014—2015 Annual Priorities List in resolution form at the next regular meeting of the Historic Preservation Commission. Plan implementation of Historic Plan Revision, Public Outreach Strategy Lasota asked when the outreach presentation to Mr. Hinders's history class was going to happen.Fink responded that Mr.Hinders had a flexible schedule.Monday April 21 st,2014 was chosen as the target date for Fink presenting to Mr. Hinders's class and Lasota presenting to the Senior Center. Linville expressed concern about how well the chosen topic for the Fireside Chat, the history of local commercial fishing, would reel in willing participants into the public outreach part of the Historic Plan Revision. Hedman and French presented a unified front for the topic, and it was decided that the chosen topic would stay as is. It was decided that a moderated panel format on the topic of commercial fishing will be the template to follow for the Fireside Chat. • Nuka Research will produce the public outreach survey, hopefully by April 11t" • The Library Museum will be the venue for the Fireside Chat from 6:30 pm to 9:00 pm on Tuesday,April 22"d, 2014 • City staff will be responsible for refreshments. • French volunteered to video record the Fireside Chat. • City staff will provide the video camera. • Hedman will take on the online outreach to Seward area"snow-birds"who have not yet made their way back to town for the summer months and also former long-time residents. • City staff is responsible for advertising and notification for the Fireside Chat. C. Approve March 31,2014 Regular Meeting Minutes Informational Items None Commission Comments Lasota used the Historic Preservation Annual Schedule sheet to remind everyone that the April meeting is the time to prepare for National Historic Preservation Month in May, including preparations for the Annual Historic Preservation Award process. Commissioner French expressed grave concern about the lack of public notice for this meeting. He gently admonished city staff to work harder to meet requirements for public notification in the future. Commissioner Hedman wanted to let the commission and staff know that she has truly enjoyed her service on the Seward Historic Preservation Commission. Lasota rejoined that she would wait until May to say good bye and thank you because for the next two months she was going to squeeze it out of the commission."We've got to get some of these things off the table and this is the only way we can do it." Said the Chairwoman. Citizens' Comments None Commissions and Administration Response to Citizens' Comments None The meeting was adjourned at 7:32 p.m. Tim Morrow Linda Lasota, Chair Library Staff (City Seal) 16 0 Seward Historic Preservation Commission 2014- Priorities List 2015 Public Outreach • Coordination with Planning and Zoning-At least once a year, preferably in the fall, the Historic Preservation Commission would like to meet with and coordinate activities and/or projects with the Planning and Zoning Commission • Historic Preservation Website- Continual updating, work on the Seward Register Sites • National Historic Preservation Month- Continue to participate and plan celebrations for the recognition of H.P. Month. The scope of the activities will vary from year to year, but activity needs to be identified many months in advance. a. The month of May is Historic Preservation Month b. Place the National Historic Preservation Month on the January Agenda • Seward Annual Historic Preservation Award-Continue to solicit candidates. a. Unfortunately, our office was not able to notice the time, location, or your agenda for the public. The OMA and Title 2 of the City Code require meetings to be publicly noticed. Thankfully, in addition to violations and enforcement, the OMA addresses remedies. To remedy this situation, anything discussed at a meeting that was not properly noticed should be discussed again at a proper meeting. Also,the items you took action on March 31,2014 are not officially approved at this point for the same reasons, and will need to come to you again for formal,public approval. We apologize for this error and I sincerely appreciate your willingness to rectify the March 31,2014 meeting so the process can be legally adhered to and the public's rights can be met. You want me to think back to early March? © I checked my notes from the joint work session, and I don't have much to add, unfortunately. Throughout the work • session, I took notes if council wanted any of the proposed priorities changed, and they didn't really get into any discussions about cultural vs archeological,that I recall, at least. It seems like the second bullet is verbatim from the code (both bullets indicate they are required by code, I see),so my thinking would be to keep that one in there as is. The first bullet is similar to 2.30.425 A 1,which doesn't specifically reference"cultural" resources, but"significant" resources. So not knowing what the commission/council truly want, I would think you could keep as is, or change the first bullet to "significant" and maybe just note the change from what council saw at the work session. And perhaps"significant" sounds more all-encompassing, which might help with the confusion (my thoughts, at least). Sorry, I'm not much help here! Johanna 2.30.425. In the highlighted section at the end there was some confusion on the commission about language regarding the difference between "working inventory of cultural resources" in the first bullet, and "survey and inventory community historic architectural and archeological resources" in the second bullet. If I understand the confusion correctly, the debate is over whether "cultural" covers "archeological". Can you shed any light on the situation?
