There have been several people that spoke highly of Merrell Brothers and the work they did at North Pole recently. The decision was made to sole source the Sludge Removal and Disposal project to M.L. Foste & Associates as they are familiar with our facility and the issues that we have faced with the od.rs and permit compliance. The contract was for an amended scope of work related to ongoing issues, including a Notice of Violation, at the Lowell Point Wastewater Treatment Facility(LPWWTF). ADEC's otice of Violation and odor issues at the LPWWTF,and the identified need to remove sludge and refu bish items in the pond (air system,valves&diffusers) necessitated a quick decision to be made. Since M.L. Foster and Associates have produced documents and studied our system extensiv:ly, I felt it was in the Public interest to employ their services. Mr. Leman of M.L. Foster&Associates ha produced the following documents over the course of the last 5 years for the City of Seward: 1. Lowell Point Wastewater Treatment Facility Plan 2012 2. Lowell Point Quality Assurance Plan 2011 3. Wastewater System Evaluation 2010 4. Wastewater Facilities Operation & Maintenance Plan 5. Assisted with re-permitting APDES at the Lowell Point Facility 6. Currently assisting with the re-permitting at the SMIC Facility Because of his involvement with the LPWWTF over the course of the past 5+years, I felt that e would be the best qualified and most expedient at ensuring the needs of the City of Seward were mot.
