City of Seward, Alaska Planning Commission Minutes <br /> October 7, 2014 Volume 7, Page 99 <br /> liwur <br /> Call to Order <br /> The October 7, 2014 Regular Meeting of the Seward Planning & Zoning Commission was <br /> called to order at 7:00 p.m. by Chair Cindy Ecklund. <br /> Opening Ceremony <br /> Commissioner Coulter led the Pledge of Allegiance to the flag. <br /> Roll Call <br /> There were present: <br /> Cindy Ecklund presiding, and <br /> Martha Fleming Janet Coulter <br /> Gary Seese Tom Swann <br /> comprising a quorum of the Commission; and <br /> Donna Glenz, City Planner <br /> Dwayne Atwood, Planning Technician <br /> Excused was: Christopher Edgar <br /> City Administration Report <br /> City Planner Donna Glenz updated the Commission on the following business items: <br /> • Glenz welcomed new Commissioners Gary Seese and Tom Swann and thanked them for <br /> their decision to serve. <br /> • FEMA held a public open house on September 9 to discuss draft coastal flood maps for the <br /> Seward area. The City and Kenai Peninsula Borough were waiting for additional <br /> information regarding the schedule for adoption. <br /> • The Community Development Department received its 2014 inspection by FEMA to <br /> evaluate the administration of required floodplain development regulations. The summer <br /> site visit occurred on August 5. The City could possibly receive a lower Community Rating <br /> System score because of the increased requirements under the 2013 FEMA manual of <br /> regulations, Glenz said. <br /> • The Alaska Department of Transportation and Public Facilities had announced plans to <br /> improve the Seward Highway between Milepost 17 and 22.5. The project was in the design <br /> phase and an open house was scheduled for October 15. <br />
