RESOLUTION 2015-025
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, AUTHORIZING $47,400 FOR THE PURCHASE OF
DOWNTOWN STREET LIGHT REPLACEMENT BULBS AND
BALLASTS TO BE PAID FROM THE CAPITAL ACQUISITION FUND,
AND APPROPRIATING FUNDS
WHEREAS, the City of Seward has twenty-four decorative light standards downtown,
each with five globes, and they periodically need replacements and repairs; and
WHEREAS, the bulbs and ballasts in the lights standards are technologically obsolete,
and can be replaced with more energy efficient elements; and
WHEREAS, Council directed the administration to research repair and replacement
costs for the decorative light bulbs and ballasts; and
WHEREAS, of several designs presented, the preferred option selected by Council has a
price quote of$47,400, for parts and shipping only, not inclusive of Electric Department labor to
install; and
WHEREAS, since these are decorative lights and not an essential function of the Electric
Department, administration recommends the costs be paid from the general government, and the
City Council has previously appropriated funds to the Capital Acquisition Fund for the purpose
of replacing and repairing major general government assets and infrastructure; and
WHEREAS, there is no General Fund line item for this purchase, nor was it identified in
the capital projects discussion leading to the adoption of the current budget.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF SEWARD, ALASKA that:
Section 1. Funding in the amount of $47,400 is hereby appropriated from the Capital
Acquisition Fund Reserve account to the Repair and Maintenance account no. 80010-0000-7216,
and the City Manager is hereby authorized to purchase said materials and retrofit downtown
street lamps.
Section 2. This resolution shall take effect immediately.
PASSED AND APPROVED by the City Council of the City of Seward, Alaska, this 23`d day of
March 2015.

BACKGROUND &JUSTIFICATION:
The City has twenty four decorative light standards downtown, each with five globes. Rather than
continuing to replace these globes as they fail with the same type of element, Council and the public
have urged administration to find a more energy-efficient type of element to produce the light,while
maintain the historic appearance of the standards and globes.
Of several designs presented,the preferred option selected by Council has a price quote of$47,400,for
parts and shipping only,not inclusive of Electric Department labor to install. Since these are decorative
lights and not an essential function of the Electric Department,administration recommends the costs be
paid from the General Fund,consistent with the way street lights are generally paid. Currently there is
no General Fund line item for this purchase, nor was it identified in the capital projects discussion
leading to the adoption of the current budget.
This resolution asks Council to identify the source of and appropriate the funds for this purpose.

to rebuild and upgrade the downtown decorative lighting.

FISCAL NOTE:
There is funding available for this purchase in the Capital Acquisition Fund, where the City Council
allocated$1,321,335 in Resolution 2014-60, for purposes of paying for General Government-related
infrastructure repairs and replacement. Alternatively, funding could come from the General Fund.
