HomeMy WebLinkAbout08032011 PACAB Minutes City of Seward,Alaska Rescheduled Port and Commerce Advisory Board Minutes August 3, 2011 Volume 3, Page 166 CALL TO ORDER The August 3,2011 rescheduled regular meeting of the Port and Commerce Advisory Board was called to order at 12:07 p.m. by Ron Long, Chair. OPENING CEREMONY Chair Long led the pledge of allegiance to the flag. ROLL CALL There were present: Ron Long,presiding, and Bruce Jaffa Deborah Alterman Darryl Schaefermeyer Dan Oliver Steve Fink Bob Linville Comprising a full quorum of the Board; and - _ Michelle Weston,Assistant City Manager Kari Anderson,Harbor Master Cindy Clock, Chamber Director Suzi Towsley, Board Liaison SPECIAL ORDERS,PRESENTATIONS AND REPORTS 1. Harbor Master Report—Kari Anderson A municipal Harbor matching grant was submitted to Department of Transportation; Ports and Harbors division for consideration. The grant was dependent on state funding and would upgrade D float if awarded Seward Silver salmon derby was drawing near and harbor personnel were busy preparing for it. Construction of the Harbor Mariners memorial was scheduled to begin with a ground breaking event in the near future Private businesses that had been experiencing difficulty loading kayaks and other shore loading had been allocated about 60 feet of space along X float(seasonally). Electronic cash and credit card payment stations had been installed at the top of the ramps to take the place of the old inefficient manual system. City administration had met with Northern Economics, Coastal Villages Region Fund Representatives and the Alaska Industrial Development and Export authority to look at the economic analysis and feasibility study for enclosing the SMCI basin. An RFP had been released by the City for engineering services for the same. The Harbormaster announced her resignation to the board, effective September 2, 2011. Administration Report—Michelle Weston An aggressive timeline had been set and followed for the RFP for the SMIC basin and the project was moving forward quickly. Alaska Business monthly was with the packets,the Board was directed to a Seward Article there in. September 7th Legislative visit and schedule reviewed. The RFP process was generally discussed by the board,harbormaster and Ms. Weston. 3. Chamber report- Cindy Clock Derby was beginning the following week. Sponsorship and advertising was going well for the derby. CITIZENS' COMMENTS ON ANY SUBJECT EXCEPT THOSE ITEMS SCHEDULED FOR PUBLIC HEARING There were none. APPROVAL OF AGENDA AND CONSENT AGENDA Motion (Schaefermeyer/Linville) Approval of Agenda Unanimous Consent Motion Passed Motion (Schaefermeyer/Linville) Approve resolution 2011-XX of the port and commerce Advisory Board Recommending the City of SewardAmend the port and Harbor Tariff regulation effective January 1,2012 General discussion of the resolution and suggested changes: Including the tariff rate structure, differences in the SMIC rates vs.harbor rates,infrastructure condition and improvements,different titles for 'fees', flat rates, transient vessels, capital improvements, attracting customer and new businesses,comparative rates with like sized harbors, and Seward's billing and utility process. The board requested more information to move forward with a recommendation on the tariff changes Vote on Motion Tabled resolution indefinitely pending more information Unanimously BOARD COMMENTS Chair Long and then the board each individually expressed thanks to Harbormaster Andersen for her work over the last 2 years in the harbor. The board wished her luck in her future endeavors.
