ADJOURNMENT City of Seward, Alaska Council Agenda October 28, 2015 Page 2 City of Seward,Alaska Historic Preservation Commission Minutes May 14, 2015 Volume,Page Call to Order The May 14,2015 regular meeting of the Historic Preservation Commission was called to order at 6:30 p.m. by Chair Linda Lasota. Opening Ceremony Commissioner Roach' led the pledge of allegiance to the flag. Roll Call There were present: Linda Lasota presiding, and John French Sandie Roach' Wadeen Hepworth Laura Erickson Wolfgang Kurtz comprising a quorum of the Commission; and Valarie Kingsland, Library Museum Director Heather McClain, Library Museum Staff Absent—Catherine Hedman Special Reports -None City Administration Report, Library Museum Director Valarie Kingsland gave an update on the Library Museum and asked for a new date for the noticing the Historic Preservation Awards in the newspaper. Commission decided that applications for nominations would be due July 10, 2015. Kingsland informed the Commission that Administration would not be available for meetings during the summer due to staffing. Roach' said that in City Code, Historic Preservation Commission only has to meet twice a year. Kurtz and Hepworth asked for clarification on the history of administration for the Commission, which was previously under Community and Development, and is now under the Library Museum. Chair Lasota said it was disrespectful for Administration to make decisions without for input from the Commission. French said that he recognized that Administration was understaffed and had limited resources, and that it was up to the Commission to carry on their work throughout the summer. Other Reports,Announcements and Presentations French provided his report after speaking with the State Historic Preservation Office in regards to assistance determining historic value to properties in Seward. French also informed the Commission the Resurrection Bay Historical Society was hosting an open house for the Brown and Hawkins exhibit during the regularly scheduled meeting program at 7:OOp on May 28, 2015. French and Hepworth informally brought up the September "fireside chats" but no decisions were made. She spoke with Dan Seavey of the Iditarod Trail Blazers about their progress on the Historic Iditarod Trail. Hepworth also spoke with a representative from the Alaska Railroad who was willing to make a presentation about the 100th anniversary of the railroad. Motion City of Seward,Alaska Historic Preservation Commission Minutes May 14, 2015 Volume,Page Informational Items and Reports (No action required) None Commission Comments Roach' - Recommended that those that choose to meet with the City Manager to remember that the Commission and Administration work as a team. Erickson—Concerned for Administration because they are stretched thin and was unsure how to solve the problem but encouraged them to continue to find a solution. Thanked Administration for their efforts. Kurtz—Interested in finding another resource to help Administration. Hepworth — Was pleased how the Commission was moving forward in a positive direction. But she felt discouraged. French — Agreed with Kurtz and recommended that Commissioners go to meeting with City Manager with a list of discussion points. Attended Historic Preservation workshop in Anchorage, recommended Commission schedule work session to discuss workshop materials presented. Chair Lasota—Thanked everyone for everything they contribute and that it is hard when there is so much to do, and the pressure that was put on the Library Museum staff was unfair. Citizens' Comments Karen Sturdy— Recommended action on cleaning up and making more useable space at Forest Acres. Goal has been to improve the cemetery usage by 10% each year for visitation and maintenance. Two Lakes Park still needed to be cleaned. - Commission &Administration Response to Citizens' Comments Kingsland—Asked that if Commissioners have Agenda Items that they would like to be included on next meeting agendas to please email them to ahead of time to Administration. She said that she was disheartened and encouraged the Commission to be thoughtful and cautious when the Commissioners talked to the City Manager, and to recognize that they face administration pressures as well. Opening Ceremony Commissioner Erickson led the pledge of allegiance to the flag. Roll Call There were present: Linda Lasota pre siding, and John French Wadeen Hepworth-telephonic Laura Erickson Fred Woelkers comprising a quorum of the Commission; and Valarie Kingsland, Library Museum Director Heather McClain, Library Museum Staff Absent—Wolfgang Kurtz, Sandie Roach' Special Reports-None City Administration Report, Library Museum Director Valarie Kingsland said that two new staff member started and Saturday, September 19, was Rachel James' last day. The Library Museum retained seasonal staff Michelle Quinn and Maureen Callahan. French asked if Karen Sturdy had contacted the State Historic Preservation Office. Kingsland said had been cc'd on an email that was sent but had not received a response back. Other Reports,Announcements and Presentations Hepworth, Friends of the Jesse Lee Home and Iditarod Trail.Blazers — Said she has not heard from the Friends of the Jesse Lee Home and that their phones had been turned off and the website had not been updated with correct contact information. Erickson found possible contact information on the Jesse Lee Home Facebook page. Iditarod Trail Blazers would meet on Monday, September 21, at 5:30p at the Library Museum. French, Resurrection Bay Historical Society — There were no summer meetings for RBHS and the next scheduled meeting was for September 24, 2015 at 7:OOp at the Library Museum in the Community Room. Heather McClain provided a brief recap of the Founder's Day Celebration on August 28, 2015. French recommended the Commission approach RBHS again about future planning for the 150th anniversary. Chair Lasota recommended scheduling a work session for September 30 to brainstorm for the activities and events. Asked administration to check with City Clerk about meeting and where. Motion Discuss American Association of State & Local History (AASLH) online conference opportunity held on September 17-18th. Kingsland informed the Commission that the conference had been paid for and podcasts could be accessed online for six months. She asked that if Commissioners accessed the podcasts to please let her know so she could use it for justification for registration. Motion 0 No action taken. Motion Informational Items and Reports (No action required) Chair Lasota and Kingsland received an email from Patty Murphy, a contractor from the Alaska Railroad Corporation, who requested to be included on the October 28 regular meeting agenda. Commissioners approved inclusion on next meeting agenda. French said he received a request from Summer Rickman from Alaska State Historic Preservation Office to do a presentation at the Preservation Conference, including historic photographs and tourism information. Kingsland updated the Commission on budget requests for the Library Museum that were presented for the 2016/2017 budget. She confirmed that the biannual budget had nothing to do with the Boards and Commission budget and that she was unsure who was responsible for managing that budget. Erickson—Thank you everyone for your time and for the thorough reports. Hepworth — Wanted to find the missing Commission files and to ask Kingsland if there is anything that the Commission needs to be aware of. Kingsland said there are two files cabinets in her office but that she is unaware of additional boxes with Commission files. And asked that the Commission inform the Council that the Commission make an official request to the city that the Department of Transportation property on Fifth Avenue and A Street be donated for historic preservation. Said that property official falls under Section 106 and should be evaluated, and if Commission wanted to take action they should do so. Hepworth asked to put Resolution on October 28th meeting agenda and work on the resolution during the September 30th work session. French — Encouraged Commissioners to attend RBHS meeting on September 24th to discuss 150th anniversary events and programs. WHEREAS, the Seward City Council adopted, passed and approved on 08 December 2014, Resolution 2014-095 the Municipal Lands Inventory and Management Plan per Seward City Code 15.05.015; and WHEREAS, the Seward City Council per Seward City Code 2.30.2225(B) directs the Planning and Zoning Commission to advise the City Council regarding the Official Land Use Plan; and SEWARD HISTORIC PRESERVATION COMMISSION RESOLUTION 2015-002 WHEREAS, the Planning and Zoning Commission after public hearing on 04 November 2014 approved Resolution 2014-11 recommending the City Council adopt the Municipal Lands Inventory and Management Plan; and WHEREAS, the Seward Historical Preservation Commission supports the findings and recommendations provided to the Seward City Council in accordance with the 2014 Municipal Lands Inventory and Management Plan as stated on page 26, General Description & History of Waterfront Park, the City of Seward retain ownership and continue existing uses. Develop a "conservation overlay district"; and WHEREAS, as noted in the City of Seward Municipal Lands Inventory and Management Plan(Resolution 2014-11 P&Z) in its adaptation by City Council Resolution 2014- 095, `The City has received open space credit within the National Flood Insurance Program for the Waterfront Park area' (page 26 MLMP—2014); and WHEREAS,the Seward Historical Preservation Commission recommends to the Seward City Council, the allowance of Waterfront Park Tract E KPB Parcel 14734001, located at 509 B street to remain in its current full size of 3.14 acres and known as the `Pat Williams Park'; and WHEREAS, this property is located within an area of known historic value of pre-post 1964 period of Seward, it falls within the responsibilities of the Seward Historical Preservation Commission Powers and Duties to survey and inventory and review. NOW, THEREFORE, BE IT RESOLVED BY THE Seward Historic Preservation Commission that: Section 1. Pat Williams Park qualifies to be on the Seward Historical Inventory List. In addition, Resolution 2003-01 by the Seward HP Commission approved on June 18,2003 and Resolution 2003-73 approved on July 14, 2003 by the Seward City Council proclaiming the naming of Pat Williams Park. Historic preservation was part of the Planning and Zoning Commission until 1994. 1993 The purpose of the APlan for Historic Preservation@ is:, through a local historic preservation plan,the community intends to identify,maintain,protect and enhance,its cultural,historic,social, economic, architectural, archaeological and scenic heritage. Seward Historic Preservation Plan,Phase I,Grant: In 1993 a CLG grant was applied for and received,for the collection of resource data,for use in preparing a local historic preservation plan. 1994 The Seward Historic Preservation Commission was established as a separate entity from the Planning and Zoning Commission on February 28, 1994. By Ordinance. 94-04. Established: A. The Commission consisting of seven residents of Seward or surrounding areas. B. Three members shall be professionals of history,architecture or architectural history and archaeology. If the commissioners are not professionals then consultants will be appointed. Currently the appointed professional consultants are: Archaeologist- Michael Yarborough Architectural Historian- Steve Peterson Historian-Doug Capra C. A chair of the commission shall be selected annually. Terms of Office: A. Appointed for a three year term B. The mayor,may appoint any qualified person to fill a vacancy of any member of the board provided that the appointment shall be for the unexpired term of the vacancy. C After a member=s absence from three consecutive regular meetings,the remaining commission members shall decide whether the member should be retained or whether to request council appointment of a new member. Meetings and quorum: A. Commission will meet at least twice each year B. Four members of the commission shall constitute a quorum C. All meetings and records of the commission shall be open to the public. Powers and duties: A. Responsibilities 1. Develop a local historic plan. 2. Survey and inventory community historic architectural and archaeological resources with the community. 3. Review and comment to the state historic preservation officer on all proposed National Register nominations for properties within the community area. 4. Act in an advisory role to other officials and departments of local government regarding the identification and protection of local historic and archaeological resources. 5. Work toward the continuing education of citizens regarding local historic preservation and community history. 6. Support the enforcement of the Alaska Historic Preservation Act. 7. Review local projects and recommendations about the effect on properties identified in the local historic preservation inventory. B. The commission shall have no authority to expend or commit city funds without first obtaining approval from the city council. Highlights of 1994 Completion and submission of the nomination of the Jesse Lee Home to the National Register of Historic Places. Work on establishing the small park(Hoben Park)adjacent to the Alaska SeaLife Center as eligible for the National Register of Historic Places as a designed landscape significant for its association with Seward=s early days of rail and boat traffic. Highlights of 1995 March 1995,received CLG matching fund grant to complete Phase II of the Seward Historic Preservation Plan. The purpose of phase II was to establish goals and objectives and identify and prioritize future activities of the Historic Preservation Commission. The official naming of Hoben Park. Located adjacent to the Alaska SeaLife Center and the Seward Railroad Depot building. Establishment of a ALocal Historic Register@ and an AAnnual Historic Award@ to recognize individual efforts in community preservation . Seward Register of Historic Places To provide for public recognition of local cultural resources worthy of preservation. The hope was that by locally recognizing properties that were important in Seward=s history it may help change the way the community perceives its historic resources,and encourage private citizens and public officials to preserve these resources. When a property is placed on the Seward Register of Historic Places the name of the building/site and date it was listed on the local register are included on a nameplate plaque that hangs in City Hall. Seward Historic Register plaques are awarded to the property owners when their building is listed on the local register. Seward Historic Preservation Award Purpose:To publicly recognize local preservation efforts and encourage community understanding and appreciation of Seward=s history. Procedure: Nomination forms must be submitted to the Community Development Office by February 1st each year. Nomination form must include the nominee=s signature of consent. The Commission will evaluate and choose the award recipient(s)and the City Council will award the individual(s)through proclamation in March of each year. Local Historic District Designation The historic district of the City was established to define those areas of the City that meet state or federal standards for historic districts or that otherwise have special historic significance that merits additional consideration in land use regulation. Highlights of 1996 Phase II of the Historic Preservation Plan,funded by F/Y CLG Grant Fund was completed. City Council approved the Seward Historic Preservation Plan, October 1996. First recipients of the annual Seward Historic Preservation Award. Highlights of 1997 Passed Resolution 97-01 recommending that the Alaska Historical Commission and the U.S. Board on Geographic Names officially name Tiehacker Mountain. Prepared a pamphlet to assist individuals in applying for the Seward Register of Historic Places. Highlights of 1998 The Seward Commercial Company building and Hoben Park were placed on the Seward Register of Historic Places. Received the FY 98 Historic Preservation Fund Grant, to promote the Seward Historic Register project by completing 8-10 local register application, purchasing plaques for the local register sites. Discussion started on Seward=s Centennial in 2003. Highlights of 1999 The Seward Strategic Plan was adopted by the Seward City Council in 1999 and identifies AHistory and Sense of Community@ as one of the key vision elements. Seven local historic sites were placed on the Seward Register of Historic Places. Property owners were presented with a proclamation from the Mayor and a local register plaque. Highlights of 2000 Received CLG Fund Grant to help send Commissioners Tim Sczawinski,Kelly Martin and Sherry Appel to the National Alliance of Preservation Commissions, Forum 2000 Conference in Pittsburgh Pennsylvania. Passed Resolution 2000-01 recommending that the Alaska Historical Commission and the U.S. Board on Geographic Names officially name the following geographic features: Clear Creek; Sawmill Creek; Scheffler Creek; Spring Creek; Godwin Creek; Box Canyon Creek; Mt. Eva;First Lake; The Lagoon and Preacher Pond. Trolley Tour of nine Historic Register sites held during National Historic Preservation week in May. Work continued on Centennial Celebration. Highlights of 2001 2nd Annual Trolley Tour of nine Historic Register sites held during National Historic Preservation week in May. Grant Application filed for the 2003 Centennial Symposium. Work continued on Centennial Celebration. Highlights of 2002 With the assistance of a matching grant from the Alaska Department of History and Archaeology, Commissioner Jeanne Galvano and Staff Donna Glenz attended the National Alliance of Preservation Commissions,Forum 2002 conference in San Antonio, Texas in August. The Commission prepared and conducted six (6) student and one (1) adult bus tours of Seward's nine national Register Sites in association with National Preservation Week 2002. To kickoff National Historic Preservation Week the Commission brought Rachel Mason, PhD,National Park Service Cultural Anthropologist,to Seward May 9,2002;to present the program on the historic Red Light district of Seward. This was an extremely popular presentation attended by approximately 60 people. The community of Seward hosted the summer meeting of the Alaska Historical Commission in August 2002. Continued planning work on the Centennial Symposium for Seward's Centennial Celebration in 2003. The U.S. Board on Geographic Names approved the eleven geographic features the Commission submitted for approval in March 2000. The U.S. Board on Geographic Names approved the official name Tiehacker Mountain for a summit located approximately eight miles northeast of Seward. Community members,the Commission and Staff began work on this project in June 1995. Highlights of 2003 Although public participation was minimal this year the Commission prepared and conducted the trolley tour of Seward's nine national Register Sites in association with National Preservation Week, May 2003. Commissioners and staff worked many hours on the planning, organizing and finally the presentation of the Seward Centennial Symposium,February 2003. The Commission and staff prepared a photograph exhibit of selected National Historic Register and Seward Register sites that were displayed at the Seward Centennial Symposium, February 2003. The historic photo exhibit was also displayed at the Seward Library during National Historic Preservation Week,May 2003 and the annual Pioneers luncheon, Seward's Day, March 2003. The Commission co-sponsored the First Friday Fireside with the Pioneers Igloo beginning December 2003. The overflow crowd of more than 100 gathered to enjoy a wonderful evening listening to four of Seward's long time residents impart some of Seward history. The Historic Preservation Commission was awarded the FY'2003 CLG Historic Preservation Fund Grant to develop a Digital Trolley Tour Website of the Local and National Historic Register Sites in Seward. The Alaska Historical Society awarded the Esther Billman Award of Excellence to the Seward Historic Preservation Commission and the Seward Centennial Committee for the outstanding Seward Centennial Programs.. Commissioner Kovac and Staff Glenz and Brown attended a workshop in Valdez on Roberts Rules of Order. The Commission reviewed and recommended to Council by Resolution 2003-04 the addition of the Woodlawn Cemetery to the Seward Local Register of Historic Sites. Council approved by Resolution 2003-153 to add the Woodlawn Cemetery to the Local Register in December 2003. Highlights of 2004 The Commission continues to co-sponsor the First Friday Fireside with the Pioneers Igloo through May of 2004. The Historic Preservation Commission researches content of the Digital Trolley Tour Website of the Local and National Historic Register Sites in Seward funded by the FY'2003 CLG Historic Preservation Fund Grant. Completion date summer 2004. Commissioners Wheat and Darling and Planning Assistant Donna Glenz attend the"Saving Alaska's Past for the Future"workshop sponsored by the Alaska Historical Commission. Commission sponsors and organizes a National Historic Preservation Week celebration "Blast from the Past". This community wide celebration consisted of a parade,live music, an ice cream social and other activities. Commission applies for the"Save America's Treasures"grant for the Jesse Lee Home. The Historic Register photo exhibit was displayed at the Seward Museum during June and July. Highlights of 2005 Commissioner Kovac began a detailed update of the Local Historic Site Inventory. The update is an on-going project that Kovac and the Commission hope will include as many as possible, historic and current photos and other details of each site. Work and research began to establish Hoben Park as a National Register site. Work continued towards the stabilization and revitalization plan for the Jesse Lee Home. Official notification that the Jesse Lee Home was again named to the list of Alaska's Ten Most Endangered Historic Properties for 2005. The Commission applied for and was awarded with certain conditions a FY'2005 CLG Historic Preservation Fund Grant to assist with purchase and installation of historic fencing for the Hoben Park restoration project. Highlights of 2006 Commissioner Kovac continued a detailed update of the Local Historic Site Inventory.The update is an on-going project that the Commission hopes will include producing historic and current photos and other details of each site. The Commission conducted a site visits and discussions regarding Historic World War II bunkers, Quonset Huts,a historic Water Intake Building and associated piping no Lowell Creek.Evaluation of these historic places will continue in 2007. Hoben Park obtained listing status on the National Register of Historic Places. Review and recommendations of the proposed multi-agency facility planned for development within the downtown Historical District of Seward occurred. Work continued towards the stabilization and revitalization plan for the Jesse Lee Home. Reviewed the proposed Fire Department Vehicle Exhaust Capture and Removal System project with the Historical District. Mark Luttrell and Commissioner Park provided archaeological Monitoring of the Alaska Department of Transportation Public Facilities Seward Highway project in Historic Downtown Seward. The Month of May 2006 was proclaimed as Historic Preservation Month in the City of Seward. The Commission applied for and was awarded with certain conditions a CLG Historic Preservation Fund Grant to assist with purchase and installation of the Hoben Park Fountain.
