This included our newest Cruise Ship Company- Norwegian Cruise Line. They are pleased with Seward as their newest Port and will continue docking in Seward for the 2016 Season. • Samson remains at their winter service schedule into the Freight(East) Dock. • SeaTac Marine has two scheduled dockings in 2016. These are normally in February and March, but are weather dependent based on conditions at the Port of Anchorage. • 2016 Tariff rates will begin effective January 1, 2016. Our current Tariff has published rates through 2019. Events at the Terminal- • The Kenai Crewsers held the 9th Annual 2015 Seward Holiday Arts and Crafts Fair at the Dale Lindsey Cruise Ship Terminal December 4 and 5, 2015. This organization has organized this event since 2012. Other Items of Note- • Global Diving continues their routine maintenance dock repairs at the Cruise Ship Dock. The repair/replacement of the Cathodic Protection system is complete and piling jacket work will begin the first half of January. Completion by end of February. • Christy and Louie, along with a third team member, were presented in December with the inaugural Alaska Railroad Gold Spike Award. This award will now be presented annually by the CEO to employees who clearly stand out for above-and-beyond demonstration of company values. Seward was recognized not only for exceptional customer service, but also for increased dock revenue since 2010. • The Railport Seward Team continues their work on the Passenger, Freight and Traffic Studies and made a presentation to Council at their last meeting that matched the presentation also given to PACAB. Data is still being collected, so if anyone would like to complete a questionnaire, please contact either the Clerk's Office or Christy Terry. • Since the Board packet will be received prior to the meeting- PACAB received an emailed invitation to attend Louie Bencardino's retirement party on January 5th from 3-6 at the Breeze Inn main hotel Lobby. The group will discuss how they want to move forward in 2016. A big topic is that of including an Energy section in the City's Comprehensive Plan. Energy Wife tips will be part of an insert coming out in the January Utility bills (Thank you John Foutz!) The SMIC group meets at 9:15 on January 15 at Harbor 360. Collaboration continues with Chamber seeking the installment of a "Seward Marine Industrial Center" DOT sign at the Seward Hwy and Nash Rd. SMIC businesses feel a definite need for directional signage from the highway. On January 22nd in Anchorage, AIDEA will host a stakeholder's meeting. I have plans to attend this much anticipated event. Next Chamber lunch is January 15th at the Breeze Inn. Mike Hanley, the Commissioner for the Dept. of Education & Early Development will be our guest speaker. Kenai Peninsula Economic Development District's (KPEDD) Industry Outlook Forum will be at the Old Carr's Mall in Kenai on Jan 28 & 29. I'll be able to go to the forum this year and am looking forward to it. Our Community Awards Banquet will be held on Friday, January 29th — Save the date! We'll recognize and honor our 2015 community leaders in the categories of Person of the Year, Business Person of the Year, Business Site Improvement and more O 6:00 -8:00 pm at the AVTEC Culinary Banquet Hall. We had construction meetings with Hamilton Construction and R&M for the SMIC breakwater project on 12-10-15, 12-17-15 12-30-15 and 1-7-15. 2. Hamilton Construction is continuing to stock pile rock on the North Dock. 3. Some of the new floats and piling have been moved to the South Harbor uplands for construction to start on the A, B, C,and S-float replacement. 4. As of 12-29-15 the harbor is at 86%of tenant moorages renewals. 5. The below list are the 2015 Leases that were extended per the lease agreements previous approved by council. All are current with their lease payments and utilities. Wharfage rates named in this tariff will be charged for all merchandise received over the city docks of the City of Seward and will be in addition to all other charges made under provisions of this tariff,EXCEPT: No wharfage shall be charged to ship's gear,such as strongbacks,lines,hatch covers,walking boards, etc.,placed on wharf during unloading operations.Fuel handled over wharf will not be considered as ship's stores and will be subject to wharfage and other charges that may be incurred. (b) Over-side.One-half of wharfage named herein will be charged to merchandise discharged or loaded over-side of vessel directly to or from another vessel or to the water when vessel is berthed at a wharf. (c) Over-stowed Cargo.Over-stowed cargo destined for discharging at another port will be exempt of wharfage charges,provided that such cargo is not removed from wharf prior to reloading to the vessel. 290 WHARFAGE RATES (a) Schedule of Standard Rates.Except as otherwise specifically provided,rates are in dollars per ton of 2,000 pounds or per 40 cubic feet. Upon approval by the Seward City Council,those shippers who guarantee minimum levels of wharfage payments regardless of actual shipments may obtain a written prepayment agreement (in the form provided by the City). A charge will be assessed against cargo remaining in or on terminal facilities after the expiration of free time,unless arrangements have been made for storage. (b) Calculation of Free Time.Free time is calculated exclusive of Saturdays,Sundays or holidays.Free time starts at 7:00 a.m.after freight is received or unloaded onto wharf from car of truck or,in the case of freight received from vessel,at 7:00 a.m.after completion of vessel's discharge.On outbound traffic,the day or days vessel is loading are not included in the computation. On inbound traffic from vessel, delivery of which is made after the allotted free time,the day freight is loaded out or delivered to truck or car is to be included in the computation as a storage day. When freight is transshipped between deep-sea vessels and involves application of both a long and a short time period,the longer period shall be allowed,but not the aggregate of any two free time periods. (c) Free time.Free time of five days will be allowed on all inbound traffic. Free time of ten days will be allowed on all outbound traffic. (e) Lay-Down Areas.All cargo is expected to vacate city docks,wharves and piers as soon upon arrival as possible.Cargo is not to be stored on city docks,piers and wharves awaiting pick up by vessels unless prior arrangements are made with the Harbormaster.The Harbormaster shall have the discretion to refuse all cargo activities and/or lay-down, either inbound or outbound. Cargo that is allowed to wait for "beyond"transportation shall adhere to the following rules: (1) Lay down areas are outside of 100'of water front immediately adjacent to the dock,wharf or ramp. (2) Cargo may not be placed on the city docks or terminal facilities except in the designated lay-down areas. (3) Cargo and freight not placed in a designated lay-down area must be immediately removed from a city dock or terminal facility upon order of the Harbormaster. (4) A vessel, shipper or consignee who refuses to move cargo on demand will be assessed wharf demurrage at five times its applicable rate,starting at the time the vessel,shipper or consignee is noticed to move the cargo. WHEREAS,the Port and Harbor Tariff was approved by the City Council and took effect January 1, 1994;and WHEREAS,the Port and Harbor Tariff has been amended adjusting various fees and definitions from time to time,with the last such amendment made in 1996;and WHEREAS,the Administration has determined that the wharfage rate charged for unprocessed fresh fish should be reviewed to determine what an appropriate rate may be for unprocessed fresh fish; and WHEREAS, until such rate can be determined,the Administration recommends reducing the rate for"unprocessed fresh fish"from$35.00/ton to$3.00/ton,the rate currently established for freight not otherwise specified(N.O.S.); and WHEREAS,the$3.00/ton rate will continue until further action by the City Council to establish an appropriate and reasonable rate after reviewing pertinent rate information. Om. 19/25 COUNCIL AGENDA STATEMENT Meeting Date: November 13,2007 Through: Philip Oates, City Manager /OAP of sEls,q From: Scott Ransom,Harbormaster 4r Agenda Item: Authorizing an increase in the port and harbor c.ASK tariff by increasing all moorage rates and other port fees (excluding passenger fees) by 5% effective January 1,2008 BACKGROUND&JUSTIFICATION: In April 2005 the City Council approved Resolution 2005-27, accepting a harbor configuration for the Small Boat Harbor Expansion Project (the "Project"). The Project was designed to take place phases. In May 2005 Council approved step 1,to extend E,F and J floats(32 new concrete stalls),relocate X float(new gangway, new trestle, and fire system) and to relocate and connect the fuel float. Step 1 was funded using revenues from an increase in moorage rates which became effective on January 1, 2005. In Oct. 2005 139 pile(enough for all three phases)were purchased using EDA grant money. Step 2 of the Project consisted of construction of new M, N, 0, P and Q timber floats (107 new stalls with power,water,and new sewer pump-out facility),uplands utilities, a road, trash facility, used oil facility, and attractive new restrooms at the top of the gangway. Step 2 was funded in part by an increase in the passenger fee from $1.50 to $3.50 effective January 1, 2006 and in part from a 10%increase in moorage rates which became effective January 1,2006. Step 3 of this project was the commercial basin Z float Project. Initial plans called for 880 ft of dock with attaching docks for commercial vessels. This project is rapidly moving to final design .Although we will have to build this in phases, our current grant should allow us to construct 200ft of dock,which will provide new moorage space for the Cutter Mustang. As local governments began to take ownership of the State harbors it quickly became apparent that towns were not receiving enough money to replace their old floats. Seward received $3,134,200. and took ownership of our floats in1999. This money was used to replace some of the older floats.However,it was not enough and floats A,B,C,D,and S are in desperate need of replacement. Harbormasters and Port Directors lobbied for grant money from the State and this year a $5M 50/50 match was funded.
