HomeMy WebLinkAbout12012015 Planning & Zoning Minutes City of Seward,Alaska Planning Commission Minutes December 1, 2015 Volume 7, Page 165 Call to Order The December 1, 2015 Regular Meeting of the Seward Planning & Zoning Commission was called to order at 7:00 p.m.by Chair Cindy Ecklund. Opening Ceremony Commissioner Swann led the Pledge of Allegiance to the flag. Roll Call There were present: Cindy Ecklund presiding, and Gary Seese Martha Fleming Janet Coulter Tom Swann Margaret Anderson comprising a quorum of the Commission; and Donna Glenz,Planner Dwayne Atwood, Planning Technician City Administration Report Planner Donna Glenz updated the Commission on the following business items: • • New coastal zone maps from FEMA were expected to be received by the City of Seward, and the estimated adoption schedule was sometime in September 2016. • Glenz stated that Seward Small Boat Harbor floats A, B, C, G and F would be upgraded and the replacement floats were to arrive in approximately one week. • The Seward Marine Industrial Center improvement and breakwater project was progressing in two parts -- the quarry work and underwater development. The work in the water could be conducted between October and April, Glenz said. Barges were expected to arrive in a week,with dredging soon to follow, Glenz said. • The new fish cleaning station project in the eastern portion of the boat harbor was expected to be completed in mid-February. • No new floodplain development permits had been issued since the last meeting. A permit renewal was issued to Quality Asphalt Paving for gravel extraction in the Resurrection River system. • • City of Seward,Alaska Planning Commission Minutes December 1, 2015 Volume 7, Page 166 • The Cruise Ship Terminal Holiday Arts & Grafts Bazaar was scheduled for December 3 through 6. An informational booth for the Seward Highway Mile 17- 22.5 Project was to be open December 4 from 5 p.m. to 9 p.m., Glenz said. • City offices would be closed for half of December 24, all of December 25 and January 1. • Glenz extended season's greetings to Commissioners and.thanked them for their dedication and commitment to Planning and Zoning. Other Reports,Announcements & Presentations—None Citizens' Comments on any subject except those scheduled for Public Hearing—None Approval of Agenda and Consent Agenda Motion(Swann/Fleming) Approve the Agenda and Consent Agenda Motion Passed Unanimous The=following-items were-approved on-the.Consent Agenda: November:3,2015 Regular Meeting Minutes Unfmished Business Items requiring a Public Hearing—None New Business Items requiring a Public Hearing,—None Unfinished Business—None New Business Items— Cancel the Planning and Zoning Commission January Regular Meeting Glenz said that the December meeting had been canceled in years past,but it appeared there would be no land actions or required public hearings in early January. A plat action was anticipated sometime in January that might require a meeting later in the month, Glenz said. The required public notice for meetings was also complicated because the newspaper of record would be closed for part of the Holiday. In response to Commissioner Seese, Glenz explained that the regular meetings were scheduled for the first Tuesday of each month. Work sessions were normally held on the third Tuesday. The work session dates could, if needed, serve as meeting dates. Commissioner Anderson asked if January 19 could be set as a special meeting date. A work session could also be held the same evening, Glenz said. Motion(Anderson/Fleming) Cancel the January 5, 2016 Regular Meeting Motional Passed Unanimous Informational Items and Reports (No action required) FEMA Region X Newsletter 201.6 Planning& Zoning Meeting Schedule Seward Highway Mile Post 17-22.5 Rehabilitation Commission Comments— • Commissioner Swann said he expected to be out of town from the middle of January to the middle of March,2016. Commissioner Coulter thanked fellow Commissioners for their work and extended Holiday wishes to the Commission and staff. Fleming asked staff for additional information about the proposed fish cleaning station in the northeast portion of the boat harbor. Glenz described the location and noted that the new station would consist of a floating dock,to facilitate waste disposal. Fleming also asked about the status of the Comprehensive Plan update request for proposals and contractor hiring. Glenz said that the preparation of the RFP was on schedule and proposals could potentially be reviewed in February. The work session dates and public meeting dates would be set later, Glenz said. Seese extended Holiday greetings to Commissioners and staff. Ecklund said that she had recently received the City Calendar and reviewed it to determine if a Planning and Zoning Commission meeting was being held that night. Ecklund noted that she needed to review the calendar from the previous week. She asked if the City Clerk calendar information or release date could be amended. The publication date does sometimes cause issues, Glenz said. Ecklund questioned whether a publication of record could be a Web page. Glenz said the City Clerk was reviewing the issue. The City meeting calendar could be found on the City Web site. Glenz also noted that Planning Technician Dwayne Atwood called Commissioners in addition to emailing notices to provide reminders.
