Sponsored by: Hunt <br /> CITY OF SEWARD,ALASKA <br /> RESOLUTION 2016-010 <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD, <br /> ALASKA, AUTHORIZING THE CITY TO ENTER INTO A CONTRACT <br /> WITH DRYDEN AND LARUE FOR THE PURPOSE OF DESIGN AND <br /> ENGINEERING OF THE NASH ROAD TRANSMISSION LINE, FOR AN <br /> AMOUNT NOT TO EXCEED$105,000 PLUS A CONTINGENCY OF$10,500, <br /> WAIVING COMPETITIVE PROCUREMENT REQUIREMENTS <br /> WHEREAS,the transmission line to the Seward Marine Industrial Center(SMIC)is a radial <br /> feed; and <br /> WHEREAS, the transmission line to SMIC is critical infrastructure to provide power to <br /> businesses and facilities in the SMIC area, including Spring Creek Correctional Facility, Vigor <br /> Drydock, Harbor security building and the boat storage/repair area; and <br /> WHEREAS,the transmission line is beyond its projected life expectancy; and <br /> WHEREAS, engineering the transmission line now will help the City to identify any <br /> potential risks to the infrastructure currently in place; and <br /> WHEREAS,currently the line is constructed to 69 kilovolt(kV);designing the transmission <br /> line to 115 kV capacity gives the City future flexibility in operating the line at either 69kV or 115kV; <br /> and <br /> WHEREAS,City Code Section 6.10.120 allows for specialized products and professional <br /> services exemptions to the competitive procurement process; and <br /> WHEREAS,City Code Section 6.10.130 states the best public interest determination may be <br /> based upon,but is not limited to,a finding that the services or articles can be procured at a lower cost <br /> without competitive bidding; and <br /> WHEREAS, the city will receive the completion of a task in the form of design and <br /> engineering; and <br /> WHEREAS, Jack Anderson of Dryden and LaRue is uniquely qualified to produce these <br /> objectives because of his history designing,engineering and managing the transmission construction <br /> as an employee and later as a contractor for the City of Seward; and <br /> WHEREAS,having this project`shovel ready' could give the City of Seward future funding <br /> opportunities. <br /> NOW,THEREFORE,BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY <br />
