<br />I <br /> <br />Motion to Reconsider 2/24/02 <br />Postponed to 4/12/04 <br />Failed <br /> <br />Sponsored by: Shealy <br /> <br />CITY OF SEWARD, ALASKA <br />RESOLUTION 2004-19 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />SEWARD, ALASKA, APPROVING PHASE I OF SEWARD SMALL <br />BOAT HARBOR PLANNING AND DEVELOPMENT GUIDE (THE <br />GUIDE) AND PRELIMINARY PROJECT BUDGET <br /> <br />WHEREAS, the City of Seward has long pursued the expansion of the Small <br />Boat Harbor; and <br /> <br />WHEREAS, the City of Seward is progressing with renewal and expansion of the <br />Small Boat Harbor according to the Guide; and <br /> <br />WHEREAS, in 1998, the U. S. Army Corps of Engineers, Alaska District, <br />(USACE) completed a Feasibility Study and an Environmental Assessment for the <br />project, both of which were approved in 1999; and <br /> <br />I <br /> <br />WHEREAS, on August 26, 2002, the City of Seward City Council approved <br />Resolution 2002-082 to provide Public Involvement and Schematic Design Services for <br />the East Harbor Expansion Project; and <br /> <br />WHEREAS, the City Council approved Resolution 2002-119 on November 18th, <br />2002, adding master plan development services to the existing contract which would <br />further refine the January 2000 Preliminary Design Study Report; and <br /> <br />WHEREAS, after a lengthy and comprehensive public involvement process, Plan <br />N, Revision-I, was reviewed and recommended by Port and Commerce Advisory Board <br />(PACAB) Resolution 2003-01, which, after a few minor changes in dock alignment <br />resulted in Plan N, Revision-2, adopted on April 28, 2003 by City Council Resolution <br />2003-32; and <br /> <br />WHEREAS, the complete Seward Small Boat Harbor Planning and Development <br />Guide (Guide), with Plan N, Revision-2, was completed in June 2003; and <br /> <br />WHEREAS, a key component of this Guide is the East Harbor Expansion in <br />partnership with the USACE; and <br /> <br />I <br /> <br />WHEREAS, the Guide's purpose is to serve as a road map for future harbor area <br />development and was adopted on August 11, 2003 by the City Council Resolution 2003- <br />84; and <br /> <br />WHEREAS, the City sought, and received, $2.9 million in matching funds from <br />the State of Alaska, Department of Transportation and Public Facilities in 2000 and a <br />
