<br />I <br /> <br />I <br /> <br />I <br /> <br />Sponsored by: Shealy <br /> <br />CITY OF SEWARD, ALASKA <br />RESOLUTION 2004-21 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD, <br />ALASKA, AUTHORIZING THE CITY MANAGER TO ENTER INTO <br />A CONTRACT WITH CRW ENGINEERING GROUP, LLC FOR AN <br />AMOUNT NOT TO EXCEED $168,500, AND APPROPRIATE AND <br />TRANSFER FUNDS FROM THE GENERAL FUND, TO THE WATER <br />ENTERPRISE FUND <br /> <br />WHEREAS, Seward City Code 6.10.120 (8) authorizes the City to enter into profes- <br />sional service agreements for the provision of engineering services, without the use of competi- <br />tive procurement procedures; and <br /> <br />WHEREAS, the City administration supports awarding a sole source contract to CRW <br />based on the following: 1) CRW is currently coordinating and designing the utility conflict <br />resolutions at the pedestrian underpass at this same DOT Seward Highway Project and therefore <br />has a unique understanding of this particular project: 2) CRW's current work with the DOT <br />places them in the position of being able to meet the considerable time constraints of this <br />complex project and its coordination with DOT; and 3) CRW is presently completing design of <br />the City's Gateway to Forest Acres water main extension, and has recently completed the City- <br />wide water modeling analysis, providing them with a thorough understanding of the City's water <br />infrastructure; and <br /> <br />WHEREAS, in October of 2002, Resolution 2002-088 was passed, making the upgrade <br />and realignment of the Third Avenue Water Main council's number one water/sewer capital <br />project priority; and <br /> <br />WHEREAS, all capital grants were eliminated from the State budget by the Governor in <br />the Spring of 2003, and the City of Seward again submitted a grant request in the fall of 2003; <br />and <br /> <br />WHEREAS, all indications are that this recent grant application will not be funded; and <br /> <br />WHEREAS, the Engineering and Public Works departments recommend funding and <br />performing the design of this project now; and <br /> <br />WHEREAS, fund balance in the water enterprise fund is low, it is recommended that <br />funding for the design of the Third Avenue water project come from the General Fund, Fund <br />Balance; and <br /> <br />WHEREAS, the project must be designed soon in order to facilitate coordination of its <br />construction with the State of Alaska 0-8 mile rehabilitation project; and <br /> <br />WHEREAS, the DOT plans to go to bid on the 0-8 mile project this fall. <br />
