HomeMy WebLinkAbout10042016 Planning & Zoning Minutes City of Seward,Alaska Planning Commission Minutes October 4, 2016 Volume 7, Page 208 Call to Order The October 4, 2016 Regular Meeting of the Seward Planning & Zoning Commission was called to order at 7:00 p.m. by Vice Chair Martha Fleming. Opening Ceremony Commissioner Carlton led the Pledge of Allegiance to the flag. Roll Call There were present: Martha Fleming presiding, and Margaret Anderson Craig Ambrosiani David Carlton comprising a quorum of the Commission; and Donna Glenz, Planner Dwayne Atwood, Planning Technician Excused was Tom Swann, Gary Seese and Cindy Ecklund City Administration Report Planner Donna Glenz updated the Commission on the following business items: • M2C 1 Construction and Engineering had been issued a floodplain development permit to work on the Lowell Creek diversion tunnel during the winter. • City Council adopted new coastal zone floodplain mapping at the September 12, 2016 meeting. The new maps were to go into effect on October 20,2016. • The City of Seward had submitted its 2016 Community Rating System recertification package to FEMA prior to the October 1 deadline. • The City of Seward was working with Hamilton Construction and Metco to locate rock for shoreline protection along the coastal greenbelt. • The Seward Marine Industrial Center breakwater project was progressing on schedule. • The Alaska Railroad Corp. had scheduled a public meeting for October 11 to disclose future development plans for the marine terminal area. • The next City Comprehensive Plan open house was scheduled for November 16 from 4 p.m. to 7 p.m. at the Seward Community Library and Museum. City of Sewar4 Alaska Planning Commission Minutes October 4, 2016 Volume 7,Page 209 In response to Anderson, Glenz said she believed the Comprehensive Plan forum would be conducted in a similar manner to the previous community session. Fleming said the Comprehensive Plan contractor had indicated the format may be different, possibly in a town hall style. In response to Ambrosiani, Glenz said Comprehensive Plan questions were welcome and would be forwarded to the contractor. Other Reports,Announcements & Presentations—None Citizens' Comments on any subject except those scheduled for Public Hearing—None Approval of Agenda and Consent Agenda Motion (Anderson/Carlton) Approve the Agenda and Consent Agenda Motion Passed Unanimous The following item was approved on the Consent Agenda: September 6,2016 Meeting Minutes Unfinished Business Items requiring a Public Hearing—None New Business Items requiring a Public Hearing— Resolution 2016-13 of the Planning and Zoning Commission of the City of Seward, Alaska, recommending Kenai Peninsula Borough approval of the Tract A Leirer Industrial Subdivision,Waliezer Replat, creating two parcels to be known as Tract A-1 and Tract A-2,within the Industrial Zoning District Glenz noted the preliminary replat was being brought forward by McLane Consulting on behalf of property owner Jerry Waliezer. Glenz referred to the maps that were provided and described the surrounding properties and development. Glenz stated that the structures on Tract A were constructed prior the platting of Tract A. No encroachments were being created by the proposed replat, Glenz said. Utilities were available and a subdivision agreement was not required, Glenz said. Notice of public hearing being posted and published as required by law was noted and the public hearing was opened. Hearing no one wishing to speak,the public hearing was closed. City of Seward,Alaska Planning Commission Minutes October 4, 2016 Volume 7, Page 210 Motion (Anderson/Ambrosiani) Approve Resolution 2016-13 Fleming asked staff to explain the process for correcting encroachments during the platting process. Glenz said the nonconforming structures within the proposed replat would remain where they were.New construction or additions would meet development requirements, Glenz said. Motion Passed Unanimous Unfinished Business— Ambrosiani asked staff why the proposed City Code amendments related to the development of 3,000 square foot lots was not on the agenda. Glenz said the resolution would be on the November 1 meeting agenda, because of the required public notice period. New Business Items— Cancel or Reschedule the October 18 Work Session Glenz said the October 18 date was a City holiday. Commissioners Ecklund and Swann were expected to be unavailable until December. Commissioners discussed their schedules and rescheduled the work session to 6 p.m. on Wednesday, October 26. The topic was set as"Goals, Objectives and Implementation Review for the Comprehensive Plan Update." Selection of Commissioner to Present the Quarterly Report at the October 10, 2016 Council Meeting Commissioners discussed their availability to provide the Planning and Zoning Commission quarterly report to Council. Carlton said he would like to sit in on the presentation and potentially provide future presentations. Ambrosiani said he also wanted to observe a presentation before delivering a quarterly report. Fleming agreed to provide the report at the October 10 City Council meeting, which was to be held at the Seward Community Library and Museum. City of Seward,Alaska Planning Commission Minutes October 4, 2016 Volume 7,Page 211 Informational Items and Reports (No action required) November 13 Planning Commissioner Training FEMA Region X Newsletter 2016 Planning& Zoning Meeting Schedule Glenz said there was a training opportunity open to Commissioners on Sunday,November 13. A training agenda was not available at the time of publication. Commissioners could receive reimbursement for travel and the training fee would be paid by the City. Fleming requested that the November 13 training topics be provided to the Commission as soon as available. Commission Comments— Anderson thanked Fleming for serving as vice chair and leading the meeting. Fleming thanked the Commission and staff for helping with the meeting.
