Seward Small Boat Harbor Development
This project started in the summer of 2005 when the City leased Lot 1 B for
development which would have done away with the joint parking and prohibited
access to the ARRC Lease Lots. The City later rescinded the lease and agreed
to work with the Railroad to develop this area once the Coast Guard relocated.
o Now that the Coast Guard is preparing to move in September, the ARRC
is working with the City on a development plan for this area.
o The Coast Guard Building is on both City and ARRC Land.
o Proposal includes for City to transfer Lots 1A (3,530 sq.ft), 1B (10,052
sq.ft.) and 2 (10,980 sq.ft) to the ARRC in exchange for rent payments on
the Small Boat Harbor Breakwater, Lease Contract 8670 and utility
corridors.
o The breakwater lease has an agreement (exhibit B) that allows the City to
pay the rent in gravel at $3.00 /cubic yard.
o City will work with the ARRC on a redevelopment plan and to replat lots.
o Some utilities will need to be relocated
o City will retain public use easements for access to docks, fire lanes and
continued placement of dock amenities such as used oil collector
structures.

Usually the property line extends (directly, straight, longitudinally) into the water. Using that logic, most but not all of the
breakwater is on AKRR land. Also, the breakwater on the East side has been extended since this photo was taken... but
into City tidelands. Hope this helps. Still on the phone with Cheryl. Not an official drawing/photo here...
