MEMORANDUM CITY OF SEWARD PO Box 167.SEWARD.ALASKA 99664 TO: Jim Hunt DATE: February 8,2012 LY1(2-42-- City Manager /11 FROM: David Squires PROJECT: Engine 4 Replacement Fire Chief SUBJ: Request to Use Alternate Procurement Procedures—SCC 6.10.310 In accordance with Seward City Code 6.10.310(a) we are recommending the City utilize request for sealed competitive proposals for the above referenced project. This procedure will best serve the needs of the City and accomplish the objectives of Seward City Code Title 6 Purchasing,Contracts and Professional Services. Using the RFP process allows vendors to have dialogue with us on our specifications, allows for alternative methods to the specifications without changing the desired function and allows for substitutions that may save money. We will still follow the requirements for advertising,sealed proposals,evaluation criteria,award of contract and bond posting for the RFP.Attached to this memorandum is the evaluation criteria that will be used for the RFP and copies of all or the top three will be submitted to the Council for their approval of the award of contract. We are also asking for the latitude to consider the purchase of stock or demo unit that meets most or all of our specifications.This may shorten the delivery time of the vehicle substantially and may be a better value to the City. • Fire `__ :f David Squires .
