HomeMy WebLinkAbout06142010 City Council Laydowns • Presentation to City Council — Monday, June 14, 2010 by Jennifer Headtke and Dot Bardarson representing The Seward Mural Society The Seward Mural Society has had an exciting 2 weeks — We've installed 3 new murals for Seward — One on Ranting Raven by Jennifer, the Ed Tussey mural at the Chamber of Commerce, and "Our Flag Flies in Washington" on the Elk's Club (yesterday) It was a race Jennifer won. The Seward Mural Society is thrilled to become a part of Seward's celebration of sister city Obihiro's anniversary of incorporation in 2012. Although we have already begun organizational work on the mural gift project, and we have the enthusiastic response from Mayor Yonezawa, this resolution will provide the official partnering between the mural society and Seward to make it happen. A couple of small changes in the RESOLUTION: WHEREAS:,IternItsead of "a couple of Seward artists" - should be a small group of)Seward artists. WHEREAS: Item #5: There is a typo — at the end of the sentence — Japanese artists could come and assist the Seward Mural Society with a mural to (ERECT instead of Resurrect) Considerations in The RESOLUTION THE RESOLUTION itself says nothing about costs involved with the mural project as a gift to Obihiro. This is of grave concern to - the Seward Mural Society. WHEREAS: # 3: "WHEREAS, every 10 years Seward and Obihiro try to commemorate their anniversaries in some way and agree this would be a great commemorative gift exchange for both ,cities for 2012 and 2013." Section 1. "The city of Seward wishes to adopt' this project to commemorate our city's birthdays for 2012 and 2013" The city of Seward would set aside funds to support ANY project it would choose to commemorate these anniversaries. Seward Mural Society is offering this mural project as the way to do that for 2012 and will be looking to the city for some funding to augment monies it would raise from grants and personal donations. Motion: Does this need a motion to amend the resolution? Par( I 7 Suggested motion: Seward will set aside funds to assist the Seward Mural Society in implementing the gift mural to Obihiro. Arguments for the amendment: Travel costs: f A few Seward artists will be traveling to Obihiro to assist in the project. Cost of travel for the Master Artist will be included in the master artist fee, but assisting volunteer artists will arrange to pay their own way to Japan. Cost of materials: Budget for this will depend on the size of the mural, (yet to be determined by Obihiro) and prices of supplies in Japan. Our large murals here in Seward seem to be running at about $12,00 - $16,000 NOT including installation. The Seward Mural Society will be funding the mural to Obihiro (but not the one FROM Obihiro) from private donations, grants, and the City of Seward. Installation costs will be born by each receiving city. Gift Exchange: The intent of the proposal was to give a gift to Obihiro. If there is a Reciprocal Gift: tI V(�� v If the City of Obihiro wishes to reciprocate with a mural to be painted here, these general guidelines, technical support, and approximate time-lines would be used to facilitate the project. If Obihiro wants to reciprocate, the City of Seward would accept a mural from them and be responsible for its installation in Seward. —1'e, Q0,ft
