Seward Port and Commerce Advisory Board
2013 First Quarter Report
PACAB met for its regularly scheduled business meetings during Jan, Feb and Mar.
Some of the topics covered were:
the moorage rates at Seward and other harbors in southcentral Alaska and a
discussion of the annual fee increases, and
the Passenger Fee as implemented.
PACAB met with the City Council in a work session on February 11 to discuss the
Board's priorities, which will include looking at alternate energy sources for
Seward and reviewing the Harbor Master Plan. These priorities will be forwarded
to Council in April in the form of a resolution.
PACAB sponsored a public meeting on the Stand Alone Natural Gas Pipeline on
February 26.
PACAB's next regularly scheduled business meeting is April 3 at noon.

Good Day,
From discussion that I have heard around town there is concern over the possible roll that Seward Parks and
Recreation Dep. plays in the community. There has been talk about moving certain aspects of the workout and
training equipment to the old city museum building. I understand that reasoning is it would provide more room
for equipment and allow better oversight as the SPRD offices are being moved to that building as well.
The concern, if I understand it correctly, is that the SPRD's roll in providing equipment, space, resources to
bettering Seward wellness is threatening and in direct competition to local businesses. I agree that the city nor
any government entity should purposely engage in business that is meant to compete/impede local businesses,
however, I do not believe this to be the case with the SPRD. The workout facility that has been leased to the
SPRD has been around since I was a child spending my summers in Seward. Hours were liberal,programs were
constantly available at costs that allowed those with simple income to afford. The gyms in town(who I believe
are impacted by these decisions the most)began with full knowledge that these services were available to the
general public. They have operated and expanded what they have to offer over the years. Most importantly they
offer something that the SPRD has never challenged or competed with. They offer yoga,Pilates,individual
trainers, sun tanning,healthy living coaching etc., etc., all of which help individuals achieve more and live
healthier. The services are done in a professional way,maintenance and cleanliness are constantly attended to,
and the focus is on the individual. What SPRD offers is a simple outlet for individuals to work-out and
exercise on there own without any frills. They offer basketball,volleyball, racquetball, and rollerskating to
name a few things in the multipurpose room the local gyms are simply not able to provide. The necessity of the
SPRD to provide affordable Seward wellness is undeniable and the opportunity to have workout equipment
moved to a location that is bigger then a 15'x6'room that you share with a wooden statue of an eagle should be
something that everyone is eager to see happen.
If introducing private businesses that offer similar services causes the city to curb existing programs at
affordable rates then there is potential for much more then SPRD to be effected. It could set a precedence that
would allow me or a company in town to purchase a travel lift for example and then expect the city to get rid of
their existing lift as it would then compete directly with my service regardless of price.
Due to negotiations with AVTEC it seems we are already loosing hours to what is available to us at the AVTEC
rec building and that is a trend I hope does not continue.

Hello everyone,
My boss put together a Draft schedule, see attachment, for the mural work in Obihiro along with other
activities. Please keep in mind this is just a draft and may change. Depending upon the time the group would be
arriving on 9/9 that days activities will change.
We are planning to do the dedication ceremony on either 9/21 or 9/22 but the day has not been decided yet. I
think we will end up going with 9/21 and then have 9/22 as an option in case of bad weather or other unforeseen
problems.
We think that 9/20-9/23 (or 9/22) would be the best time frame to have the city representative here in Obihiro.
It should be noted that the garage we will be working at is only open until 5:30 so we will have to be done with
work each day by then.
Once you have decided your flight schedule and the hotel you will be staying at please let me know.
