My name is Dana Paperman, I live in district 28 and I serve as the Executive Director for the
Seward Senior Center. We have served the nutritional, transportation and social needs of
seniors since 1978.
In behalf of the senior center, I would like to thank Representative Seaton for sponsoring HB
302 in 2012 and bring it back in 2013 legislative session as house bill 75. Thank you!
The Pick Click Give program is a valuable addition to the non-profit sector, to have the ability
to diversify fundraising efforts, especially at a time of escalating prices at the gas pumps,
grocery stores and utility bills that burden social service agencies across this great state of
Alaska.
The evolution of the Pick Click Give program five years ago created another avenue for
nonprofit agencies to become less dependent on government subsidizes and grants, allowing
the Alaska state resident to choose non profits as recipients of their financial contributions
through the permanent Dividend Fund, Pick Click Give program. This state supported program
offers the state resident a terrific and simple way to contribute to agencies that they have
positively witnessed or accessed services at one time or another.
The senior center became a recipient the first year, receiving a whopping $50, then, then in
the following year our donations climbed up to $1100 and in our final, but hopefully not last
year, we received $1800. So as you can witness, Pick Click Give does provide an efficient tool
to donate to non profits.
In 2011, our budget climbed over the $250k limit, before requiring a full audit, at a cost to the
center anywhere between 7K-9k. We chose to not to reapply to the pick click give program,
solely on the fact that this small agency could not afford this cost of doing business.
By removing the audit requirement from HB75, it will allow our agency as well as many other
who don't' have the financial ability or income to fund an annual audit. At the center, we
believe the IRS 990 tax form is a sufficient document for eligibility.
Your support of HB75, will provide the Seward senior center another opportunity to become
one of the hundred of recipients of the Pick Click Give program, especially at the time when
we struggle to meet the nutritional, transportation and social needs of our aging community of
Seward.
Thank you for supporting HB75 and the positive impact it will have on the mid size nonprofit
