Box 167 Telephone (907) 224-4047 Seward,AK 99664 Facsimile (907)224-4038 MANAGER'S REPORT June 22,2015 The following purchase orders for between $10,000 and$50,000 have been approved by the City Manager since the last council meeting: Harmon Construction 6/11 $30,000.00 Repair&replacement of sidewalks in the downtown area A. Administration: • Consult with City Attorney • Attended teleconference with Community Jails to discuss the DOC Contract • Meeting with prospective SMIC tenants • Meeting with Jason Louvier from Telalaska • Working with citizen regarding lot split • Worked with Alaska Waste to distribute new garbage cans on 4th Ave B. Finance • This week the Finance Department completed an audit by PERS and the Social Security Administration. Audits in both areas went very well, especially given the changes we made to implement previous PERS recommendations related to animal control and sports officials. • We have received a tentative rate increase from Chugach Electric Association. Those rate increases are automatically passed along to rate payers but will not be effective until the July billing period. We will report the magnitude of those changes to Council once they are known. • The Electric and Finance departments will be bringing forward further info to Council relative to the possibility of implementing seasonally modified electric rates. This will be done in order to include Councils direction on this matter, in the upcoming budget. • Finance will be starting budget data gathering and work with departments in late July. C. Harbor: • The harbor had the B, C, S-Float project bid opening on 06/15/2015, five companies turned in a bid, Turn again Marine Construction is the apparent low bidder,we are still waiting on the Governor to sign the State budget, and then we will be able to forward this project for Council approval. D. Public Works Streets: • Painting cross walks Sidewalk repair is underway,Harmon is completing the work • Crosswalk from the Railroad Depot across Port Ave has been completed • Removed the decorative trash cans along 4th and 5`h and replaced with plastic cans giving Alaska Waste ability to dump with truck. Shop: • Maintenance of vehicles Water/Sewer: Lowell Point Wastewater Treatment Facility • Sludge Removal has been completed,the close out was June 11`h. DEC and ML Foster were in attendance. • Liner repairs have been completed. • Soliciting quotes for repair of the airline to cell 1. Cell 1 has been drained and we hope to have the airline fixed by next week. SMIC • Macerator at the upper lift station has been installed and is operational • The lagoon is filling and should be completely filled in about three weeks. We won't be discharging until it has been filled. • Ground maintenance is ongoing,i.e... Grass,weeds,trash etc. Administration • Working with ML Foster for Re-permitting of SMIC Lagoon and the Lowell Point Lagoon • Consumer Confidence Report has been completed and will be mailed out to all Post Office Box holders on June 26th. • Informational "sewer" flier mailed last week to all Post Office box holders • Submitted a check request for the 10%City Match to officially start forward progress on the paving project. The State anticipates starting the engineering/etc. in the next couple of weeks. E. ELECTRIC • From an electric standpoint,the house moves went well. The crew preparation and standby time, as well as outages, were minimal as two more cabins were removed in whole from the Air Force Rec Camp and transporter to new locations. • At least one Job order has been started in preparation for the new line extension in SMIC and at least three other interested parties have contacted the electric department about getting new service. • The RCA has an information docket,U-15-001,to hear testimony from utilities,industry experts and interested parties about the formation of an Independent System Operator(ISO). The ISO would be responsible for dispatching the most economic generation portfolio for all the railbelt utilities. The electric department is monitoring this intently as it may have a great impact on the utility. • Lois Lester's husband, Bill,passed away at the beginning of this month. Lois is board chair for Matanuska Electric(MEA) and has been very involved with the energy industry for the last 8-9 years. She was also very instrumental in the creation of ARCTEC and currently sits on the board of NWPPA,which the City is also a member. Lois is in our thoughts as she goes through these heartbreaking circumstances. F. LIBRARY • The Library is returning to regular summer hours beginning today June 22nd thanks to the awesome seasonal and temporary staff that have joined our team! • Hours are June 22 - September 19 Mon: loam- 6pm Tues,Wed,Thurs: loam - 8pm Fri, Sat: loam - 6pm Closed on Sunday • The 1964 Earthquake movie,Waves Over Seward,made possible by the Seward Community Foundation,The Rasmussen Foundation and the City of Seward, shows daily at 2 pm,Monday— Saturday,in the Community Room. • 108 children signed up for the Summer Reading Program. It isn't too late, so stop by to sign up! • Teens can stop by to fill out a Teen Reading Raffle Tickets for each book they read through the end of July to enter into weekly drawings and the final drawing for prizes. • We thank Tim Morrow for putting on a fantastic Kite Building Workshop on June 13th. Eighteen kids made kites with the help of twelve adults and tested them at the park on a beautiful sunny afternoon. 2 G. SPRD Sports & Recreation • ZUMBA classes starting at the Sports & Rec (AVTEC) Gym Mondays @ 5:30. Zumba is a Latin dance inspired fitness class for all levels. • Both Softball Leagues are running smoothly, and teams are enjoying beautiful weather. • Seward Youth Soccer League Soccer Play Day had 30 kids in attendance • British Soccer Camp, for kids,will be here next week. • Stylin' Stitches Youth Soccer League starts July 6. Registration forms are online www.cityofseward.us under Sports and Recreation Department. We are recruiting volunteer soccer coaches. • For Subway Tri-Harder-Thon,online registration; go to runsignup.com. 5 mile Kayak, 6 mile trail run and 15 mile bike Sat,July 25th Volunteers needed, contact Melanie at 224-4011 or mhauze@a,cityyofseward.net Teen and Youth Center • 20 kids registered the week of"Campers of the Caribbean,"and the kids are having a blast! • Activities for Middle School included"Game night,"then dodgeball/kickball as well as drop-in recreation. Upcoming events • TYC and S&R will be participating in the 4th of July Parade,representing Urbach's Clothier as the Grand Marshall. TYC will be hosting the Dunk tank at the lot next to the fire hall again. Teen Rec Room • Offsite activities included Lowell Point beach, s'mores at First Lake,dodgeball at AVTEC, capture the flag and much more in store. This program is free to high school ages grades 9-12. Park Maintenance& Campgrounds • RV Sewer Dump Station: 579 dumps in June, so far, for$2895 in revenues. • Campgrounds: June Camper Nights: 4,525 Revenue: $82,275. 20%increase from last year at this time in June. • One dozen City gardens planted. Hazard tree falling is scheduled June 22 - 26 • Thanks to all City Cemetery volunteers. New volunteers are encouraged to participate. Anchorage LDS group donated 12 people times four volunteer hours for a total of 48 hours. • We are preparing scopes of work for asphalt projects. Parking • 35 parking permit passes were sold this week. • 7 tickets were written. • 2 vehicles were towed. • Crew spent time beautifying the various parking lots: trimming alders,weed cutting,picking up trash, etc. Crew re-chalked South Harbor Uplands,the Bus Zone, Bus Parking,North East. We striped Fire lanes and fixed painting in various parking lots. • The Circus was in town; only one person took advantage of the$5 parking option. • The SHU (South Harbor Uplands will likely be closed on July 3 for fireworks,if allowed.) 3 Admin 1141.. • Our teen ALPAR crew started last week, enthusiastically collecting trash and recycling. Teens are encouraged to apply. A member of the public has already bought ice cream for the workers and UAF donated a fridge to keep hydration packs cool,while they are out working in the heat and sun. Good job, ALPAR.
