She had worked for the Denver Department of Environmental Health, went to industry as the Director of Infused Products for LivWell Corporation then to her present job as Chief Compliance Officer and Regulatory Officer at Nuka Enterprises, LLC. Ms. Vu's presentation; Cannabis Extractions, Concentrates and Infused Products: A Colorado Perspective; focused mainly on the City of Denver. Denver has 1000+ marijuana operations within its limits. They are divided into two categories medical and recreational, then further divided into Optional Premise Cultivation (grow), Marijuana Infused Products Manufacturing, Dispensaries and Testing facilities. Her presentation went through the parts of the plant and the different uses, types of plants and clones, grow operations and the different hazards in those operations; such has requiring inspectors wear sunglasses while in the grow room(s) because of the HID light hazard. She showed slides on the hazards Denver Fire inspectors found during inspections and after fire events. On the manufacturing portion, which I found to be very informative, showed the different processes, different chemical used in extractions, hazards in each process, challenges for food processing (not currently covered in Alaska's regulations), pesticide use, packaging requirements and violations found in Denver. The retail portion talked about shelf stability of Hash Oil, should the products treated as PHF/TCS or Non-PHF/Non-TCS (unknown to ADEC as of this date), pest and microbial contamination, pesticide contamination, rotting and molding product and problems in public health concerning or unknown exposure. In my opinion the State of Alaska is far behind in developing regulations concerning marijuana operations. A lot of the discussion on safety requirements were aimed at the State Fire Marshal's office which was not present. ADEC officials said they would use local Fire and Building Departments to ensure safe operations. The problem with this is not all fire departments have the ability to do plan reviews and inspections. A lot of jurisdictions do not have Building Departments to review construction details. I feel the deferred jurisdictions will be on their own to ensure the safety of the buildings and operation of these facilities. I have provide a copy of the handout of the presentation for your review.
