French, PhD 22 May 2017 The following are comments and corrections are to the 2030 Comprehensive .Plan Update labeled "Final Draft: March 30, 2017 1 have tried to avoid duplication of changes suggested by Council Member Squires on 08 May. Most of these corrections do not concern historic preservation, so should be considered from me personally not the Historic Preservation Commission. With the exception of the comments about UAA- Kenai Peninsula College's activities in Seward, these are minor changes in names or facts and may not require debate: Section 1.2, paragraph 1, sentence 2 Insert in the final phrase:to read: coal shipments to vai:i'ous l'ocaf. s, primarily Korea'. Justification: It is my understanding that the sale of the coal terminal by Sunel to ARR resulted in diversification of the markets for coal exported from Seward. Section 1.3.1, fifth. bullet Insert and delete to read: Replaced .e the^�+;+„+nf nnpr;no cG,o.,,,os ii nnc� ., U,nwersity .of A,Ia kar Fairbanks -.(t1AF)-operated UNO:LS research vessel. Justification: The R/V Sikuliaq is owned by the National Science Foundation as part of its National Oceanographic Laboratory System (UNOLS). The operation is currently contracted -to the UAF-College of Fisheries -and Ocean Sciences (CFOS). However it is officially a regional research vessel which -could be moved to a different homeport, or even University, if Seward does not mind its `Ps & Qs". Section 2.2.5, fourth bullet Insert and delete to read: Support the development of University of Alaska campus (UAF College Ssfieel• of Fisheries and Ocean Sciences), the lniversty 0,Alaska Ancho:ra'ge (UAA-)rKenai Peninsulal.Co:llege.--(KPC):fSeward xEXten4si©n' Sife:, associated -courses and degree programs. Justification: Officially UAF has changed SFOS to CFOS. It may change again under the current "Strategic Reconfiguration'; but we might as well be current on the adoption date. Outside of Fisheries,. Marine,Biology and Oceanography, most course work and degrees available in Seward are through KPC; either in -person, or electronically. If Seward wishes these opportunities to grow, KPC-Seward Extension Site should probably be in the* Comprehensive Plan. Section 2.2.5, fifth bullet The vessel name should be R/V Sikuliaq.(in italics) Section 2.2.7, fifth bullet, and Section 12.3, first sentence In 2.2.7the term "Seward Library af4 Museum" is used. In Section 12.3 it is "Seward Community Library & Museum' Justification. The official names of facilities should be consistent. c Section 2.2.11,11 th bullet Add and delete;'Support expansion of the Ine+itute of MaFino QnieRGe CyFOS-''SbW'4rd,Marine Center and R/V Sikuliaq. infrastructure.. Either add, or start a new bullet: Support expansion,coursejand degree.�offerangs Seward by the -'University of Alaska through: either UAF GFO:S_ er U`AAtL°KFYC Justification: the first part is basically name corrections; the second is a commitment to seeking UAA-KPC-Seward Extension Site expansion and probably needs debate. Section 2.2.11, 15th bullet Comment: Although this sounds like a worthy goal, it is probably not very feasible. Historical Sockeye and Chinook salmon habitat in Resurrection Bay was very limited. Section 3.1.1.6, first bullet Modify to include all University of Alaska activities in Seward: Continue to advocate on behalf of the University of Alaska in -their efforts to enhance rEseareh and instructional"..activities in Seward. n"n"nd tho !Rstitute of fl4=8nn Justification: A name change is.needed. The proposed language is broad enough to include expansion of the UAA-KPC-Seward Extension Site and activities as needed. It intentionally does not include advocating for more land purchases made for uses other than research or instruction (e.g. the Orca Building or Legends). . General comments: 1. It is my experience that both State and Federal sources prefer to know what they are being lobbied for by same designation used by the University. 2. The whole document is erratic in its use of full terms and abbreviations. The protocol I usually use defines terms the first lime they are spelled out in the text, and uses the abbreviation all successive time; except to start sentences. If practicable, the whole document should be reviewed for consistency with whatever rule you choose to use.
