HARBOR
• Conducted meetings with Hamilton Construction and R&M for the Breakwater project on 02/8/ 18,
02/ 15/2018 and 02/22/2018.
• The 330 ton picked up its first wide vessel a few weeks ago. We are currently scheduling Crowley tugs.
• The 50 ton Travelift has been repaired and is currently lifting vessels out of the water.
• PND is the engineering firm for the South Harbor Launch Ramp replacement project. They traveled to
Seward discuss options for the new South Harbor Launch ramp. We will have teleconference meetings
every two weeks until the project ramps up. PND will also be present prior to the March 12 council
meeting to discuss the project further and answer any questions.
PUBLIC WORKS
Director: What a difference a year makes! Last winter we had snow piled high. This year we had to sand and
scrape ice much more often. As shown in the pictures below, our Public Works staff responds to a variety of
weather conditions to make driving safer. Although we may still get some heavy snow in March and April, the
weather change from last year to this year is very apparent.

Water, Wastewater Utilities: Repairs and upgrades to the SMIC water pumphouse are being done and
also evaluating future needs to the building to take care of the SMIC water needs.
Streets: More of the same for streets. Several streets are down to pavement but melting and light
precipitation requires sanding and scraping of ice.
Shop: Multiple vehicle repairs are being done in the shop along with preventive maintenance of
equipment.
Buildings: We have worked our newer operators into some building maintenance tasks to get them
familiar with other departments and buildings. The cross training of personnel is helping us to be more
responsive and better equipped to take on other building maintenance functions.
PARKS AND RECREATION

Ramping up activity on the Rock Wall! Breaking personal barriers while building bodies, strength,
courage, morale & self-esteem!

Teen & Youth Center:
• Spring Break Camp Programing and advertising. Camp was held March 12-16.
• Summer Camp Programming continues. The brochure is in review for distribution in early March.
• Grant written and submitted for Seward Community Foundation for Summer Camp programs.
• Leadership Council met City Council on February 26th. Ideas were shared and it was a great night for all
who participated.
• Summer Camp staff are being interviewed and hired.
• Leadership Council members are getting ready for Diaper Derby and the Easter egg hunt at the SeaLife

Updates
• Closures: We will also be closed on Monday, March 2611 in observance of Seward's Day by
the City of Seward. We are also closed for a Training/Work Day the first Thursday of each
month through May, to provide staff with time to acquire training, develop work skills, services
and programs, as well as focus on projects to better serve our community. We are also in the
process of training new staff. We focused our training on responding to reference questions using
free online courses on March 1 st. Our next Training/Work day will be April 5th.
ELECTRIC
• Number of outages/trouble calls in February: 7
• Number of new Job Orders started since Jan. 1, 2018 : 2
• The electric crew has been busy assisting finance with the preparation of the meter exchange in
identifying and updating locations of meters and coordinating with contractors.
• The crew is continuing to clear hazardous trees on the transmission and distribution lines.
• If customers have trees growing close to your service line, please keep them trimmed. It is the
customer's responsibility to maintain and trim possible hazardous trees with respect to the service wire.
The Electric Department will clear trees that are already growing into services lines, at the customer's
request, one time at no cost to the customer by filling out a "Vegetation Clearing Form". After that, the
customer may call the Electric Department to clear the service wires but may be charged for labor and
equipment. (see attached picture for explanation of lines)
• If you have a tree that is growing into the distribution powerlines, our crew will trim the tree within 10
feet from the lines. It is up to the customer to keep the tree clear of the lines. The Electric Department is
required to trim, top, or fall trees which grow within 10 feet of the Distribution Line. Our customary
practice is to chip the branches, limb the tree debris, or haul it away. The owner may ask to keep the tree
material, either whole or chipped by filling out a "Vegetation Clearing Form".
You may request a copy of our tree trimming policy by calling 907-224-4073 or emailing our office
raivy(acityofseward.net. If you have any questions about a tree on your property close to a power line,
please let us know and we will gladly assist you.
• The work session for the RCA with ARCTEC to discuss the RRC is scheduled on March 16th at 9:00
AM at the RCA's office in downtown Anchorage. Telephonic services are available and can be found
on the RCA's website.
FINANCE
• The finance department is fielding inquiries from a handful of companies affected by the recent
water tariff change and will review each carefully to determine whether these customers are properly
classified according to the tariff.
• In addition, some customers have notified us that they paid their bill online through a third -party
which is not affiliated with the City of Seward. While it appears that the City is receiving payments
from the third -party on behalf of customers, our customers are being charged processing fees from
the third -party which the customer was not aware of or did not authorize. These third -party
processors are operating similar to banks that offer online bill pay to their customers. The City
advises all customers who wish to pay their utility bill online, to do so using the direct link provided
on the City's website, as we cannot confirm the legitimacy of other third -party processors. The
City's authorized payment processor is Payments and using the direct link from the City's website
currently results in the City absorbing the transaction fees rather than the customer.
• The finance department is submitting the City's Biennial 2018/2019 Budget as a candidate for the
Government Finance Officers Association Budget Awards Program. This will be the City's first
submission to the program, which resulted in the need for additional information and schedules,
resulting in a delay of the final document production.
• The annual audit fieldwork is slated to begin March 26 and auditors are expected to be on -site for
two weeks.
• The mass meter exchange project, which will replace all electric meters in the Seward Utility Service
area, is slated to begin mid -April. All meters will be swapped out by representatives from National
Metering, and thereafter, customers' meters will be read automatically at midnight on the 15th of
every month, resulting in more consistent and accurate meter reads. City staff are working directly
with four companies to coordinate the physical meter exchange, upgrade of meter reading equipment,
new billing software components, and the yet -to -be -determined local electrical contractor assisting with the
project.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SEWARD, ALASKA, DESIGNATING KIBH - 91.7 FM, SEWARD AS AN
ADJUNCT FIRST RESPONDER ENTITY AND THE OFFICIAL
BROADCAST CHANNEL FOR EMERGENCY INFORMATION AND
RELATED ACTIVATIONS AND ALERTS
WHEREAS, KIBH - 91.7 FM (KIBH) is the sole local active radio broadcast service in
Seward; and
WHEREAS, KIBH is also heard on 106.1 in the area of Bear Creek, on 97.1 in the area
of Kenai Lake, on 96.1 in the area of Tern Lake, on 99.9 in the area of Hope; and
WHEREAS, KIBH has been providing emergency information and alerts during events
that potentially affect public safety and could threaten life and property; and
WHEREAS, KIBH has historically provided this vital information to the public in
advance of official channels, such as the Emergency Alert System; and
WHEREAS, KIBH participates in city, borough and state emergency preparedness
planning, exercises, and activations; and
WHEREAS, KIBH has members of management and staffing that are active in, and
otherwise integral to, local fire, EMS and emergency response; and
WHEREAS, a mission of KIBH is to make emergency information, alerts, and
activations available to the public via radio broadcast without exception.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA that:
Section 1. KIBH - FM 91.7 is designated as the City of Seward's adjunct first responder
entity and the official radio broadcast channel for emergency information and related activations
and alerts.
Section 2. The City Manager is hereby authorized to work with the Kenai Peninsula
Borough to include KIBH — 91.7 FM radio station information in the tsunami warning
broadcasts.
Section 3. This resolution shall take effect immediately.

CITY PROJECTS & GOALS

The following list of City Council projects and goals was reviewed, discussed, and updated at the February 12,
2018 City Council meeting.
1. ADA ACCESSIBLE PARKING AT CITY HALL
Council directed the city clerk to provide a history of why the location for municipal elections
was moved from City Hall to the K.M. Rae Building, as it related to ADA accessibility. Update:
City Clerk history and status provided February 27, 2018.
2. SET LOCATION FOR SATELLITE FIRE STATION AND PUBLIC WORKS
BUILDING
3. DISCUSSION ON AIR FORCE RECREATION CAMP SITE
Council held a joint work session with the Planning &Zoning Commission on February 28,
2018. Directed administration to have Community Development bring forward multiple land
use concepts.
(Previous council work session was held September 25, 2017)
4. SALTWATER HEAT PUMP PROJECT
5. ENERGY EFFICIENCY OF CITY HALL
6. GROUND TRANSPORTATION FOR AMBULANCE SERVICES
Directed administration to provide an update on ground transportation for ambulance services.
7. ANIMAL SHELTER IMPROVEMENTS
Council scheduled a work session on March 19, 2018.

Animal Shelter, In An Amount Not To Exceed $6, 851. 00, And Appropriating Funds.)
8. RESEARCH ELECTED/APPOINTED OFFICIAL TELECONFERENCING
POSSIBILITIES FOR MEETINGS
Directed the city attorney to provide advice on teleconferencing possibilities for elected and
appointed officials. Update: City Attorney opinion provided February 14, 2018
9. UPDATE THE KPB TSUNAMI WARNING MESSAGE TO INCLUDE SPECIFIC
REFERENCE TO THE LOCAL RADIO STATION (91.7/106.1)
Directed administration to provide an update on the status of modifying the tsunami warning
announcement to include specific radio information, and also request the borough add a sticker
to their brochures which identifies the Seward radio station.
10.INCENTIVIZE FAMILY ENTERTAINMENT -TYPE BUSINESSES TO COME TO
SEWARD
11. AFFORDABLE HOUSING (INCLUDING SUMMER WORKER HOUSING)
Council will hold a work session in May, 2018.
