ADJOURNMENT City of Seward, Alaska Historic Preservation Agenda April 18, 2018 Page 2 City of Seward,Alaska Historic Preservation Commission Minutes March 28, 2018 Volume, Page CALL TO ORDER The March 28, 2018 regular meeting of the Historic Preservation Commission was called to order at 6:53 p.m. by Vice Chair Wolfgang Kurtz. OPENING CEREMONY Commissioner Seese led the pledge of allegiance to the flag. ROLL CALL There were present: Wolfgang Kurtz presiding, and Fred Woelkers Iris Darling Cheryl Seese comprising a quorum of the Commission; and Valarie Kingsland, Library Museum Director Madeline McGraw, Library Museum Curator Absent: Lasota, Libbrecht, Krug SPECIAL REPORTS City Administration Report: Kingsland explained the items which she brought to the meeting as laydowns. She clarified that the January 16, 2018 Planning and Zoning minutes were included as a laydown to illustrate their answer to the Commission's request for a joint work session. She thanked the Seward City Clerk and Community Development for their guidance on her questions about meeting procedures. She also encouraged the Commission to take action on items or table them. Chair Report: The chair report was given by Vice Chair Kurtz. He stated that the joint work session with City Council had taken place on March 27, 2017. He also reminded the Commission that the topic of the work session to follow the meeting would be the annual report to Council. Friends of the Jesse Lee Home Report: Darling stated that she had spoken about this topic at the joint work session. Kurtz stated that he would like to see this as a future agenda item. Resurrection Bay Historical Society Report: None. Iditarod Trail Blazers Report:None. Alaska Nellie Materials Report: General discussion on the video tapes concerning Alaska Nellie that were in the Commission's possession. A review of the minutes from the February 21, 2018 meeting showed that Woelkers would be picking them up from the Library Museum for review. Mapping Project-Historical Properties Report: None. City of Sewarct Alaska Historic Preservation Commission Minutes March 28, 2018 Volume,Page Rockwell Kent Centennial Report: Kurtz stated that he would like to invite local historian Doug Capra to a future Historic Preservation Commission meeting to discuss this topic. CITIZENS' COMMENTS ON AGENDA ITEMS NOT SCHEDULED FOR PUBLIC HEARING AND OTHER ITEMS NOT INCLUDED ON AGENDA—None APPROVAL OF AGENDA AND CONSENT AGENDA Motion (Darling/Woelkers) Approval of Agenda and Consent Agenda Motion Passed Unanimous PUBLIC HEARINGS—None UNFINISHED BUSINESS Discuss How the Commission Should Coordinate and Facilitate its Input to the City and Other Entities Regarding AHPA Section 106 Compliance for Projects within the Commission's Geographic Area of Responsibility. Kurtz stated that the Commission needed to become more aware of conversations being held on this topic, and that the Commission should be part of these conversations. General discussion was held on how the Commission would go about this in the future. Kingsland reminded the Commission that they would only need 24-hour's notice to hold a special meeting, and should not feel restricted by regular schedule. Kurtz stated that the Commission needed a list of agencies that worked with AHPA Section 106, so that the Commission could establish contact with them. This item was left on Unfinished Business by unanimous consent. Discuss the Commission's Role in the Possible Preservation of City properties, including Park& Recreation Warehouse Building(KPB parcel#1452609 702 Aspen Lane); AK Dept. of Transportation (DOT) Building (KPB parcel # 14732006 412 B Street); Army (KPB parcel #14502604 2209 & 2305 Dimond Blvd); and Airforce (KPB #14502607 2109 Dimond Blvd); and US Naval Radio Station (KPB parcel#14502401). General discussion was given on the possible preservation of the listed properties. This item was left on Unfinished Business, with the removal of the US Naval Radio Station, by unanimous consent. Discuss Update of Seward Historic Sites Inventory. Seese stated that she had developed a spreadsheet with information on all of the inventoried properties. This item was moved to New Business by unanimous consent. Discuss Update of Local Historic Plants and Trees Inventory. This item was left on Unfinished Business by unanimous consent. Discuss and plan for the Annual Alaska State Certified Local Government (CLG) Report for 2017 to the State Historic Preservation Officer, due April 1,2018. NEW BUSINESS Review and Discuss 2018 HP Award Nominations and Select Recipient. Motion (Darling/Seese) Discuss and vote on 2018 HP Award nominations General discussion on 2018 nominations. Voting was held by secret ballot, which were tallied by Administration and Staff. Motion (Seese/Kurtz) Jointly award Wadeen Hepworth, Laura Erickson, John French, and the Kenai Fjords National Park Service the 2018 Historic Preservation Award Motion Passed Unanimous Main Motion Passed Unanimous Plan for Hoben Park Beautification. This item was moved to Unfinished Business by unanimous consent. Discuss April 2018 Unstaffed Regular Meeting. In response to Kingsland, Kurtz stated that Lasota and himself would staff an April meeting. ADMINISTRATION COMMENTS Kingsland clarified that everything included in Unfinished Business would be on the agenda for the unstaffed April 18, 2018 meeting; Kurtz stated that it would be. Kingsland requested that all records from the April 18, 2018 meeting be sent to both Admin and Staff for record keeping purposes. COMMISSION COMMENTS Darling stated that she would like to volunteer over the summer with the Resurrection Bay Historical Society at the Museum, and hoped to see more information about the Museum on railway and cruise ship fliers. Woelkers stated that he had been considering stepping down from the Commission in May 2018,but would like to continue his involvement because there is much work to be done. Kurtz: no comments. Seese: no comments.
