This is very confusing. Also,they all advocate for the referendum. Advocate does not mean"to provide information." It means"publicly recommend or support." Also confusing. On page 2, it reads: The City Council has three options: to remain neutral in the delivery of the information (Ord 19-004), to take a position in opposition to the referendum (Ord 19-005), or to support the referendum (Ord 19-006). The Ordinances should be amended to reflect these differences. Suggested rewording is: CITY OF SEWARD, ALASKA ORDINANCE 2019-004 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, APPROPRIATING $500.00 FROM THE GENERAL FUND BALANCE TO PROVIDE THE PUBLIC WITH ACCURATE AND IMPARTIAL INFORMATION FOR AND AGAINST PASSAGE OF REFERENDUM NO. 1 WHICH IS TO BE DECIDED DURING THE SPECIAL ELECTION TO BE HELD MARCH 19, 2019 CITY OF SEWARD, ALASKA ORDINANCE 2019-005 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, APPROPRIATING $500.00 FROM THE GENERAL FUND BALANCE TO PROVIDE THE PUBLIC WITH ACCURATE AND IMPARTIAL INFORMATION TO OPPOSE PASSAGE OF REFERENDUM NO. 1 WHICH IS TO BE DECIDED DURING THE SPECIAL ELECTION TO BE HELD MARCH 19, 2019 CITY OF SEWARD, ALASKA ORDINANCE 2019-006 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, APPROPRIATING $500.00 FROM THE GENERAL FUND BALANCE TO ADVOCATE AND PROVIDE THE PUBLIC WITH ACCURATE AND IMPARTIAL INFORMATION TO SUPPORT PASSAGE OF REFERENDUM NO. 1 WHICH IS TO BE DECIDED DURING THE SPECIAL ELECTION TO BE HELD MARCH 19, 2019 The wording of the special election ballot is very important and should include a statement on what a yes or no vote means, such as: Shall the City repeal Ordinance 1975-412, An Ordinance Of The City Council Of The City Of Seward, Alaska, Rejecting The Application Of The Public Employment Relations Act To The City Of Seward? 1 A "Yes" vote means that City will opt back in to Alaska's Public Employment Relations Act (PERA) and come under the jurisdiction of the Alaska Labor Relations Agency (ALRA). ALRA is a quasi-judicial, neutral state agency that does not charge a fee for its services. City employees will be granted the right to share in the decision-making process affecting wages and working conditions and other benefits provided by the Act. A "No" vote means the City will remain opted out of Alaska's Public Employment Relations Act (PERA). The City will continue to keep its options open so that it can properly react in the future, and not become bound into the provisions of the Act, and whatever amendments the Legislature might pass in the future, which may result from decisions of the Alaska Supreme Court.
