CITY OF SEWARD, ALASKA
RESOLUTION NO. 80-12
A RESOLUTION REQUESTING THE STATE LEGISLATURE
TO CONSIDER USE OF SURPLUS FUNDS
TO FINANCE HYDROELECTRIC POWER GENERATION
WHEREAS, the legislatmre of the State of Alaska is considering
various alternatives for use of surplus state reveneus; and
WHEREAS, the cost of electric power is expected to increase
dramatically in Alaska over the next decade; and
WHEREAS, increases in the cost of electric power produces
particularly heavy hardships on the poor and older citizens on fixed
incomes; and
WHEREAS, escalating costs of electricity also contributes
significantly to increases in the overall cost of living for all Alaskans
and adversely affects the business climate in our State; and
WHEREAS, the natural resources of our State provides numerous
opportunities for the development of hydroelectric power generation
systems; and
WHEREAS, the long-term cost of power generated by hydroelectric
systems is lower than other available alternatives:
NOW. THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. The State Legislature is hereby urged to utilize
a substantial portion of state surplus funds for the purpose of construct-
ing hydroelectric power projects in Alaska.

ALASKA, this 24 th day of March. 1980.
