Subject: Seward Burglary History
Chief Clemons,
Per your request, I have looked into the statistics on Burglaries in Seward over the last several
years. I started with 2015 to get a sample from pre-SB91. As a reminder, SB91 went into effect in
July of 2016.
For 2015, the police department had 9 reports of burglary. We brought 2 of 9 of the cases to
charges.
In 2016, we had 4 reported burglaries and 2 of the 4 were brought to charges.
2017 showed an increase to 13 burglaries and 2 of the 13 led to charges.
In 2018, burglaries climbed to 22. We achieved charges in 7 of the 22 cases.
Finally, for 2019, we have had 5 reported burglaries thus far and have brought 1 of the 5 cases to
charges.
The majority of the cases that did not make it to charges were due to insufficient leads or
undeveloped suspects. Several of the cases were simply unfounded. Several more of the cases
were closed due to lack of victim involvement and cooperation. Some cases which were reported
as burglaries did not meet the statutory guidelines and were charged as trespassing or theft. There
were a couple anomalous cases; for example one of the cases was mistaken identity of a family
member and, of course, did not lead to any charges.
It was interesting to see the dramatic change in numbers following SB91. Also, I noted that every
suspect arrested was associated with drug use and/or distribution of narcotics.
