HomeMy WebLinkAbout03262019 City Council Work Session Laydown - P&Z Priorities • A " Sponsored by: Planning and Zoning Commission CITY OF SEWARD,ALASKA PLANNING AND ZONING COMMISSION RESOLUTION 2018-007 A RESOLUTION OF THE SEWARD PLANNING AND ZONING COMMISSION OF THE CITY OF SEWARD, ALASKA, RECOMMENDING CITY COUNCIL APPROVAL OF THE PLANNING AND ZONING COMMISSION PRIORITIES FROM APRIL 2018 TO APRIL 2019 WHEREAS, the Planning and Zoning Commission and Seward City Council held a joint work session, reviewed and updated the Planning and Zoning annual Priorities List on March 27,2018; and WHEREAS, the Seward City Council Rules of Procedure, adopted March 14, 1994, state that the Council should meet in an annual joint work session with the Commission to address areas of mutual concern; and WHEREAS, at the June 5, 2018 meeting the Planning and Zoning Commission reviewed and approved the Planning and Zoning Priority List; and WHEREAS, Council will address a resolution adopting these recommendations. NOW, THEREFORE, BE IT RESOLVED by the Seward Planning and Zoning Commission that: Section 1. The following list of priorities with status updates and timelines is hereby recommended to the City Council for approval: APRIL 2018 TO APRIL 2019 PRIORITIES Short and Medium Term 1) Review/Update the Title 15 a. Development Requirements 15.10.220 b. Lodging 15.10.225 c. Definitions 15.10.140 d. Signs 15.20.010 2)Explore available,funding/policy for infrastructure development(Hold jointly with City Council, if possible.) 3)Pursue possible localized Code Enforcement Officer options 4)Current planning and zoning, including subdivision of land 5)Provide research, analysis, and insights in an accessible and straightforward way on current topics- including demographics,housing, lodging,economic development, resiliency and sustainability 6)Review and assist with the completion of the Seward Parks&Recreation Plan Continuing 1) Look at current and future community needs to identify a wide range of strategies and investments that support the neighborhood's growth and vitality. 2) Communication tower education/work session with an industry expert. (Hold jointly with City Council, if possible.) 3) Continue to pursue compliance with the Seward City Zoning Code by prioritizing the outstanding health and safety issues, such as snow removal,junk vehicles, etc. 4) Identify and implement land use and zoning changes as well as other actions needed to support the short-term recovery and long-term vitality of City 5) Seek additional funding for Planning&Zoning Commissioner training. a. Search out and add funding to the budget Section 2.This resolution shall take effect immediately upon its adoption. Lodging 15.10.225- This is an ongoing review. e: Definitions 15.10.140- This is an ongoing review. d. Signs 15.20.01 - Ordinance 2019-002—Updated and defined measurement standards for signs, and to eliminate content-based regulations on commercial and non-commercial signage. 2) Support Council in exploring Explere available funding/policy for infrastructure development(hold jointly with City council, if possible) 3) Pursue possible localized Planning& Zoning Compliance officer. 4) Current planning and zoning, including the subdivision of land 5) Provide research, analysis, and insights in an accessible and straightforward way on current topics–including demographics,housing, lodging, economic development, resiliency and sustainability. 6) ' - •- :.• : . •• . • - . . - . -- - ' ' ' --Commission requests guidance from Council. 7) Seward Marine Industrial Center new zoning district After joint work session with PACAB both hoards decided a new zoning district for SMIC is needed 8) Fort Raymond Property planning and platting(former USAF Rec. Camp)--Promote public interest and understanding of the comprehensive planning,platting and zoning of the property. Recommendations shall be forwarded to the council for consideration. 9) Communication tower education/work session with an industry expert. (Hold jointly with City Council, if possible.) Continuing 1) Look at current and future community needs to identify a wide range of strategies and investments that support the neighborhood's growth and vitality. 2) Continue to pursue compliance with the Seward City Zoning Code by prioritizing the outstanding health and safety issues, such as snow removal, illegal camping,junk vehicles, etc.--This is an annual review 3) Identify and implement land use and zoning changes as well as other actions needed to support the short-term recovery and long-term vitality of City 4) Did You Know Code Education--Planning and Zoning offers a monthly flyer to educate citizens on Seward City Code 5) Planning&Zoning Commissioner training--Commission would like to attend the Alaska Planning and Zoning Conference a. Seek additional training funding if possible
