Subject: RE: Seward HPF CLG Grant
Good Morning Rachel,
I'm glad the draft plan is ready. Our grant scope of work requires that the City of Seward submit a copy of the draft for
review and comment to our office as well. Could you please forward a copy?
Concerns about time allotted for public review and comment are valid. The grant scope states that the City will submit,
among other items, copies of a preservation plan with final deliverables. However, with time being short,we can specify
that the plan be a draft plan. Copies of comments on review of the draft(particularly from the Historic Preservation
Commission),and establishment of a schedule for public meetings, commission meetings, and preparation of final
should also be submitted. These materials would be due by mid-October.
Yes, I confirm in writing that the grant money needs to be spent by September 30,2014. Unfortunately this federal
money cannot be extended beyond that date. Good news, though:we are opening a new grant round for CLGs this
week. As soon as the URL is established on our website, I will e-mail CLG contacts such as yourself with the official
announcement and direct you to electronic application forms. The CLG grant application period will close October
6. We encourage the City to apply for Phase II to complete this process and finalize the historic preservation plan.
I hope this information helps.

Hi Jean,
The draft Seward Historic Preservation Plan has been submitted to the Commission and public for review and comment.
A few of the Commissioners have concerns about the plan and have commented that more time and public input may
be required. Part of the concern is the fact that we have three new Commissioners, and another who has recently
submitted an application.
After reviewing the draft Plan, one of the Commissioners has suggested that the Commission/City request an
extension of the CLG grant. When we last spoke about the Seward Historic Preservation Plan Revision grant project
you stated that the City will not be able to request an extension for the grant that ends on September 30t. Could you
please confirm that in a reply email?

Another suggestion is that the Commission/City apply for a supplemental CLG grant to facilitate further public input,
writing and editing of the plan. Would that be an option for the Commission/City?
The Commission is meeting tomorrow at 6:00pm.So it would be great to have a response to these questions before
then.
Also,Valarie Kingsland is our new Director. She can be reached at 907-224-4008 or vkingslandpcityofseward.net

Hi Jean,
I've been meaning to call and speak with you about Seward's current HPF CLG Grant to update the Historic Preservation
Plan. Would you be available tomorrow,Thursday,July 17th around 11am to chat for a few minutes.
As you may be aware our Director, Patricia Linville, retired at the end of May, and I've been challenged to bring myself
up to speed on numerous projects (including this one) while I fill in until the new Director starts next month. No
worries! Things are moving along with the project, and we are expecting to receive a draft of the Plan from the
consultant by August 5th
Thanks,
Rachel James
