ADJOURNMENT City of Seward, Alaska Historic Preservation Agenda June 14, 2019 Page 2 SEWARD HISTORIC COMMISSION JUNE 2019 REPORT Resurrection Bay Historic Society The RBHS will have no official meetings during the summer. The next meeting is scheduled for Sept 26. Lee Poleski will be leading a Solstice Cemetery Walk on June 21. Museum is looking for RBHS members to keep the museum open on Sundays. Open dates that need volunteers are July 21 and August 18. Linda Lasota can be contacted at the RBHS if interested. Leslie Fried, museum curator, has returned to her previous job at the Jewish Museum in Anchorage. She oversaw the updating of several displays. The 1964 Earthquake Exhibit received a significant update. Treasures of the Museum and the Parka Exhibit received significant lighting rewiring and labeling.Work on these 3 exhibits by the Exhibits Committee is continuing. Future plans include a complete update of the Iditarod Exhibit. Iditarod Historic Trail Alliance and Seward Community Library Association have granted permission for their movies, "Iditarod National Historic Trail: A History" and "Waves Over Seward",to be shown this summer at Seward Community Library Museum. The movies will be shown back-to-back at 2 pm Monday-Saturday. RBHS volunteers will offer both films on Sundays when they operate the museum.A $5 donation is recommended. Plans are underway for a replica airplane of the first successful Round the World flight to fly from Seattle to the Aleutians next year. The flight of the replica "Seattle" airplane was initially scheduled to arrive in Seward late last month, but had difficulty with its water pump in trials on Lake Washington, so the flight has been delayed. In April 1924,the "Seattle" and 3 other planes landed at the Seward waterfront. They had been outfitted with special floats for the landing in Seward. Rockwell Kent Centennial After discussions with Doug on June 10, I make the following report. A history of the activities around the Rockwell Kent Centennial: The Seward City Council passed Resolution 2017-030 supporting the city encouraging the celebration of the Rockwell Kent Centennial 2018-2020. It was passed in May 2017.The Seward Arts and Music Festival dedicated their event to Kent in 2018, and last month Doug Capra did the keynote talk about Kent here in Seward at the annual meeting of the Kenai Peninsula Historical Society. He has also done programs for the the Alaska Pioneers, kayakers and the senior center. He has also done an interview on the Seward radio station and did another one this last Wednesday. Doug is writing the foreword for a Chinese translation of"Wilderness" as well as an article for Alaska Historic Magazine. Doug Capra's Rockwell Kent website: (link is available) Kent and his son are out of Alaska and in Vermont now. Kent had a show of his Alaska drawings which was extremely successful. He bought an old farm in Vermont and now he's there writing his Alaska book and finishing his Alaska paintings for a show in early 1920 to coincide with the publication of his book, Wilderness:A Journal of Quiet Adventure in Alaska. Those two 1920 events finally give him he fame he has struggled to achieve for many years. This week Doug received interest from a publisher to turn his website into a nicely illustrated book about Kent in Alaska. Window Display Doug again contacted me regarding a window display at the Museum. I contacted Valerie, Director of the Museum/Library as well as Colleen and Linda of the RBHS. I would like to thank them all for their assistance. After a discussion with Linda, RBHS Exhibit Committee, I learned there is a window available but a design needs to submitted before the window is changed out.The replica of the Fox Island Cabin as well as the original Rockwell Kent drawing of Virginia Darling are too large for a window display. Any items in the museums collection can be checked out and utilized. Any items brought in from a private collection needs to meet certain standards regarding dry rot and mold. I have passed this information on to Doug Capra. 2 Notes I took: A tentative work party will be held later this summer to maintain alignment of trail between Nash road and Bear lake They had a work party on May 28 at mile 18 going north for a new segment of trail being built but they need bridges in order to use it Contemplating another bronze statue winter project for Seward Next meeting is tentatively September 16 at the Museum at 5:30pm Formed in 1982 3 Annual Certified Local Government Report The Alaska Certified Local Government Historic Preservation Program State Guidelines call for each Certified Local Government (CLG) to submit an annual report of its activities to the Alaska Office of History and Archaeology for the past calendar year (January 1- December 31). Happy to have a follow up conference call to discuss: Here are my initial thoughts: If we have to prioritize, I would say: Historical signage of at least 15 sties to keep a walk interesting: Brochures, paper Maps in sufficient quantity for 1 season Historic Walking tour online page with map and site stories (website later) Street signage indicating the Walking tour District (GIS later) A display at library/museum and city hall to promote tour(could be community built) Advertising in local paper and online (Partial in kind) An electronic component could come later: Have some time tomorrow or next Tue: I received this today—I would like to set a time for us to discuss this. We need to also write a resolution for this and have everything by February 1s1. I know the Office of History and Archaeology's grants administrator, Jean Ayers, has contacted you about the budget for the Certified Local Government grant you submitted for the City of Seward CLG earlier this month. Other office staff asked for clarification and more complete explanation of what you are proposing to do. We want CLG projects to be successful and suggest you focus your request and limit it—either do the GIS mapping, or walking tour brochure/app, or signs. GIS mapping: Is the mapping for the City of Seward's planning purposes? For the walking tour—for a phone app or website? Is there an established app you are going to provide the information to? Have you contacted them to learn what you need to provide and what will be done? If for a website, does it exist or will it have to be built? What sites will be mapped—those listed in the National Register of Historic Places? Others? How will they be selected? How many sites do you estimate you will use in the brochure, educational materials, and identify with signs? Is the GIS mapping work to be done by city staff? By a contractor? Will the City of Seward maintain the information after the project? If not, who will? Public preservation education: Can you explain "items of historical significance" on page 1? What historical brochures are proposed to be prepared? 1 16 What are the educational materials (mentioned on page 3)that you plan to develop? The final products identifies a web presence. Again, is there an established website (if so, please provide address), or will one be built? Signs: These would be a public preservation education not development(which is rehabilitating windows, doors, roofs, and the like of historic buildings) project. You mention both directional and interpretive signage. Can you better describe them? Will the signs have a way to access the interactive map? How are they going to relate to the walking tour brochure/app? What size will the signs be? Will they be on city property—if not, have owners indicated they agree to having a sign? Please let me know if I have correctly identified what you are proposing to do. I encourage you to review your proposal, focus on one thing you want to do, and let us know—providing an explanation of what will be done, how it will be done, and who will do it. I would like to have this information by February 4th so it can be provided to the Alaska Historical Commission members who will review your proposal. If you want to discuss these comments and questions, please call me at 907.269.8714 or email me at the address above. Jo Antonson Also I received this previously and I think I already shared it with you but here is something else. In reviewing the recent submittal of a CLG grant application for Seward, I noted a couple omissions in the budget. (Table 2 needed a breakdown between proposed Federal and proposed Match costs; and Table 3 needed to show Sources of Sponsor's Matching Share.) Also, it is perfectly acceptable (and encouraged)to show anticipated over-match, as you may expect with this project. Showing over-match gives the Alaska Historical Commission (and NPS) a better sense of the community commitment and involvement in the project. However, since these HPF grants are capped at$25,000 (which includes the State indirect cost), other calculations must occur. With that said, I have revamped your budget page a smidgeon, as attached. The green rectangle shows your entire budget, including anticipated over-match, with a"best guess" as to splits between Fed and Match. The long pink rectangle shows the 60-40 calculations and State indirect costs based on maximizing this matching grant at $25,000. Please let me know if you're okay with these suggestions, or revise accordingly. Finally, the Commission will probably want to see more detail as to how the City came up with these estimates. So please follow the pattern used for the Interpretive Signage (30 sites x$500 per sign = $15,000.) Let me know if you have questions along the way! What are the educational materials (mentioned on page 3)that you plan to develop? The final products identifies a web presence. Again, is there an established website (if so, please provide address),or will one be built? Signs: These would be a public preservation education not development(which is rehabilitating windows, doors, roofs, and the like of historic buildings) project. You mention both directional and interpretive signage. Can you better describe them? Will the signs have a way to access the interactive map? How are they going to relate to the walking tour brochure/app? What size will the signs be? Will they be on city property—if not, have owners indicated they agree to having a sign? Please let me know if I have correctly identified what you are proposing to do. I encourage you to review your proposal, focus on one thing you want to do, and let us know—providing an explanation of what will be done, how it 3 18 will be done, and who will do it. (Table 2 needed a breakdown between proposed Federal and proposed Match costs; and Table 3 needed to show Sources of Sponsor's Matching Share.) Also, it is perfectly acceptable (and encouraged)to show anticipated over- match,as you may expect with this project. Showing over-match gives the Alaska Historical Commission (and NPS)a better sense of the community commitment and involvement in the project. However, since these HPF grants are capped at$25,000(which includes the State indirect cost), other calculations must occur. With that said, I have revamped your budget page a smidgeon, as attached. The green rectangle shows your entire budget, including anticipated over-match,with a "best guess" as to splits between Fed and Match. The long pink rectangle shows the 60-40 calculations and State indirect costs based on maximizing this matching grant at $25,000. Please let me know if you're okay with these suggestions, or revise accordingly. Finally, the Commission will probably want to see more detail as to how the City came up with these estimates. So please follow the pattern used for the Interpretive Signage (30 sites x$500 per sign =$15,000.) Let me know if you have questions along the way! $ . , &cu,.la. C state o c , .: ' a.. A resolution is required with this application, though, as described on the application checklist. In speaking with Jo, our Deputy State Historic Preservation Officer, we think it's probably best at this time to simply withdraw the application from contention. The good news is that the City of Seward is a Certified Local Government (CLG),and we hold grant competitions for CLGs regularly—at least once-- usually twice a year. We encourage the City and Seward's historic preservation commission to spend the next few months carefully considering the parameters of the project they would like to conduct, and apply next time with a much stronger, well- defined application. Our office would welcome any questions, and be happy to offer guidance along the way. Please let me know if you concur on withdrawing Seward's application at this time.Thank you. 5ea.tt arta, gza,r,,ia. Qanan.ia Acityt 54Xe aacad. pept ac ' zaiw. One is the Alaska Nellie property. If the City or some local non-profit would purchase that property, I would be a lot more interested in working on developing a visitor center/interpretive site there. The Forest Service has a visitor center down the road a mile or so, but I think such an initiative could have that unremarkable facility transitioned to a local NGO vendor and more picturesque site at Lawing Drive. Possible partners would be the Kenai Mountains-Turnagain Arm National Heritage Area, Alaska Railroad, tour operators. The other is a reconstruction of the mining operation in Two Lakes Park. This might even be combined with a demonstration hydro-electric project (possibly along with AVTEC) which was a coincident historic use of that particular area and already has some momentum. Elements for rehabilitation have been removed or are incomplete to the extent that this would be reconstruction. Some partners: City of Seward, AVTEC, KMTANHA, tour operators. These ended up in reverse priority above. Two Lakes Park would be my pick to tackle first. Grant Recipients versus Grant Projects: Under this program, eligible grantees (nonprofits, Tribal Historic Preservation Offices, State Historic Preservation Offices, or Certified Local Governments)will receive funds to be subgranted to organizations within their jurisdictions to undertake project work. Applications must come from eligible grantees; these applications will describe the proposed subgrant(s). Eligible Applicants & Subgrant Recipients: The range of eligible applicants is defined by the National Historic Preservation Act(54 USC 300101) is limited to: Nonprofit US organizations (with or without 501(c)(3) designation) Tribal Historic Preservation Offices State Historic Preservation Offices Certified Local Governments These eligible applicants will make subgrants to projects involving:properties listed in or determined eligible for listing in the National Register of Historic Places properties located in areas defined as rural by the Bureau of the Census (less than 50,000 people) properties within the applicant's jurisdiction. Projects will include physical preservation at historic sites(including architectural/engineering services). State, Tribes, Certified Local Governments, and non-profits may apply to the NPS for funding to support a subgrant program, that will in turn subgrant to preservation projects in their jurisdictions for architectural/engineering services and physical preservation. Funding Details: The Historic Revitalization Subgrant Program is funded through the Historic Preservation Fund using revenue from Outer Continental Shelf oil lease revenue, not tax dollars. Approximately$5 million is available for grant funding. We anticipate awarding 7 to 10 grants, ranging between $100,000 to $750,000. Matching funds are not required; however, providing match will be considered in the application scoring process. 5 25 How to Apply: Complete application information is available on grants.gov under funding opportunity number P19AS00015. Applications are completed and submitted also through grants.gov. States, Tribes, Certified Local Governments, and non-profits may apply for funding to support a subgrant program. That being said, my suggestion would be the following: Revise plan for the following deliverables" 1. 15 Exterior site signs for homes/places of interest TBD Quote attached 2. Directional signage for the street to show visitors walking tour(#signs and cost tbd) 3. Cohesive marketing/branding effort to include: -Interactive walking tour page, design of which will be replicated for larger website for HP later -Printed two sided maps of seward with historical locations denoted -Interactive map& display at library with electronic display(Flat screen) I have a vendor in Anchorage,YUIT communications willing to write up our proposal for this one or CLG. Have worked with them previously and they are good. They can do from photography to video to web page to printed materials. I have had informal conversations with many industry partners from my hotel days that have indicated interest in our tour: -Major Marine tours/Harbour 360 -Alaska Magazine -Coast Magazine -ATIA -Visit Anchorage (For day tours) -Salmonberry tours For round 2 of the CLG, I think we apply in July. I think we should get started with this project and work with KMTA,who would be quite likely to award us up to$10,000 for a first time application. Along with a$10,000 match (can include volunteer hours) I think we have enough to get started with the above mentioned items. Application guidelines attached, due March 5. It is incumbent upon us to line up any support we need from the city before March 5 in order to pursue this. We could easily have signage and everything above in time for this summer's record setting cruise season. Let's make this happen! As mentioned before, I will be in CA for a meeting during the next Commission meeting. I can call in and can provide any further information or follow up needed. This is intended to be my follow up report to our grant seeking activity for this project, which I believe WILL HAPPEN. 1 27 I say we get this one, then go for the CLG round 2 in July. That will complete the other items we wanted to purse and we will have time to get our ducks in a row and tighten the proposal.
