OPENING CEREMONY Commissioner John French led the Pledge of Allegiance to the flag. ROLL CALL There were present: Wolfgang Kurtz presiding Iris Darling Sue Ward John French comprising a quorum of the Commission; and Jackie Wilde, Community Development Director& City Planner Brenda Ballou, City Clerk Excused— Seese, Libbrecht Absent—None Vacancy— One City Clerk Brenda Ballou noted for the record that the previous oath that John French took as a commissioner remained in effect. SPECIAL ORDERS,PRESENTATIONS,AND REPORTS City Administration Report.Community Development Director&City Planner Jackie Wilde reported that Valarie Kingsland was out sick today,and City Manager Scott Meszaros was not in attendance because he was hiking Lowell Canyon for a city project. Wilde added that the city would be holding work sessions on the 2020/2021 budget starting next week. Chair Report.Wolf Kurtz welcomed Commissioner John French back to HP. Schedule a joint work session with the Planning & Zoning Commission by mid-October to discuss a historic overlay in the downtown business district. Acting on the suggestions from Wilde, the commission agreed that Sue Ward would provide a presentation to the Planning& Zoning Commission at P&Z's November 5, 2019 regular meeting, and scheduled a joint work session with P&Z on November 19, 2019. Motion Passed Unanimous COMMISSIONER COMMENTS French thought the historic overlay draft was coming along well. There were three things he felt were unfinished from his previous term on the commission: preserving the history of the Jesse Lee Home, establishing historic overlay conditions for the downtown historic business district,and preserving the history of the old Fort Raymond tract to include the Parks&Recreation warehouse. French also thought some consideration should be given to recognizing the local Alaska Native Heritage in this community. Ward concurred with French. She thanked the clerk's office for their professionalism and support. Kurtz welcomed French back to the commission,and congratulated Cheryl Seese in absentia for being elected chair.Kurtz thanked Jackie Wilde for coming tonight and assisting with scheduling the interactions with the Planning& Zoning Commission. Darling welcomed French back to the commission. She thanked Kurtz for his efforts serving as chair for the past year. She thanked the clerk's office for being supportive, and Jackie Wilde for coming tonight.Darling hoped the commission could get on board with helping Doug Capra prepare for the Rockwell Kent anniversary next year. S. French for City of Seward Historic Preservation Commission This narrative is in support of the nomination of Lee Poleske by the Seward Historic Preservation Commission for the Alaska Association for Historic Preservation, Historic Preservation Award for 2019 in the category of Lifetime Achievement. After leaving the U. S. Army, Lee accepted a job teaching history at Seward High School. Before he arrived, the Great Alaska Earthquake of 1964 occurred. The Seward he arrived to in fall 1964 was very different from the one he had applied to work in. He embraced his new responsibilities; teaching several students history and other subjects. He photographed many historic events, as well as teaching the basics of photography. In later years, he began making small "movies" of interesting Seward landmarks, history and people who had contributed to Seward's successes. Lee Poleske was instrumental in forming both the original Seward Museum and the Resurrection Bay Historical Society. Following his retirement from Seward High School, Lee was the volunteer Director and Curator of the original Seward Museum for more than 30 years. He was instrumental in developing the museum in the Seward Community Library & Museum. The bulk of the current collections are still those collected and curated by Lee Poleske. For several years, Lee published the Resurrection Bay Historical Society newsletter. Lee Poleske created the Obituary Index which contains more than 2,600 obituaries and final resting places of past Seward residents. For the past decade, he has also led the Summer Solstice Midnight Cemetery Tour where he guides folks to various graves, reads the obituaries of the deceased, and elaborates on their lives to give the audience a deeper understanding of each person's life. Lee was a central contributor to the formation of the Seward Trailblazers, and he continues to help guide the preservation and resurrection of the southern portion of the Iditarod National Historic Trail. Museums Alaska/Alaska Historical Society selected Lee Poleske as the recipient of their Volunteer of the Year Award for 2007, and their Contributions to Alaska History Award in 2018. Overall, he has contributed half a centuryof research and service to the preservation and our understanding of the Seward area's history. 10 Seward Historic Preservation Commission 2019 Priorities List Public Outreach • Coordinate efforts with Planning and Zoning regarding the identification and protection of local historic and archaeological resources. • Enhance understanding of the economic benefits of Heritage Tourism. • Celebrate National Historic Preservation Month in May by proclamation. • Award the Annual Seward Historic Preservation Award in May. • Improve the Seward Historic Preservation Commission online presence. Seward Historic Structures &Sites • Review local projects and recommendations about the effect on properties identified in the local historic preservation inventory. • Update Seward Inventory of Historic Sites of historic architectural, archaeological and cultural resources according to the guidelines for the Alaska Heritage Resources Survey, with annual review. • Annually submit inventory data to the Offices of History and Archaeology. • Promote and continue to nominate structures and sites to Seward Local Register. • Update Local Historic Plants and Trees Inventory. • Support the historic Hoben Park and assist with planters. • Support the historic Jesse Lee Home Project. Seward Historic Preservation Plan (updated 2017) • Promote economic incentives, historical preservation and education. ■ Promote historic preservation initiatives and projects. Other Commission Tasks • Generate ideas, set priorities and submit an application for consideration for the June 2019 CLG grant application cycle with the intent of stimulating heritage tourism and cultural awareness. Attached is a summary for each Board &Commission. If I can make a suggestion, perhaps consider including this as an Informational Item in your agenda packets as a standing item for reference. Preparing for Meetings Earlier this year, council made some updates to the City Council Rules of Procedures. One of the updates included a statement that all Boards &Commissions should be conducting their business as if for council—meaning, where appropriate, substitute "City Council" for your Board or Commission and follow the same rules. A hard copy of the City Council Rules of Procedures was provided to all members of council, boards, and commissions in May, 2019 and can also be found on the city website at http://www.cityofseward.us/DocumentCenter/View/2924 I'm not sure how much time you have spent reviewing the CCROP or referencing it in your meetings, so I'd like to bring your attention to a couple of sections in particular: Rule 7—Attendance Rule 9—Agenda Rule 26—Order of Business Rule 28—Voting 12 Reason being, these are the areas that seem to have the most questions and confusion around them. To the extent available, three commissioners shall be professionals from the disciplines of history, architecture, architectural history, or archeology. Three years terms, expire at end of May. Meet at least twice/year at a time and place of its own discretion. SCC 2.30.425. - Powers and duties. (a) It shall be the responsibility of the historic preservation commission to: (1) Develop a local historic plan that will include provisions for identification, protection and interpretation of the area's significant resources. Such a plan is to be compatible with the Alaska Historic Preservation Plan and to produce information compatible with and for the Alaska Heritage Resources Survey. (2) Survey and inventory community historic architectural and archaeological resources within the community. (3) Review and comment to the state historic preservation officer on all proposed National Register nominations for properties within the community area. (4) Act in an advisory role to other officials and departments of local government regarding the identification and protection of local historic and archaeological resources. (5) Work toward the continuing education of citizens regarding local historic preservation and community history. (6) Support the enforcement of the Alaska Historic Preservation Act, AS 41.35. (7) Review local projects and recommendations about the effect on properties identified in the local historic preservation inventory. (b) The commission shall have no authority to expend or commit city funds without first obtaining approval by and any necessary appropriations from the city council. (Ord. 94-04) City Council Rules of Procedure (CCROP) The Historic Preservation Commission is required to meet at least twice each year. Currently, the Commission meets on the third Wednesday of each month. Membership on the Historic Preservation Commission is open to citizens of the City of Seward and surrounding areas. The Historic Preservation Commission has the following duties: 1. Surveys and inventories community historic resources; 2. Reviews proposed nominations to the National Register of Historic Places; 3. Provides advice and information regarding the identification and protection of local historic and archaeological resources; 4. Supports the enforcement of state and local historic preservation laws; 5. Reviews and makes recommendations about local projects; 6. Develops a local historic plan; and 7. May give periodic reports to the City Council at Council's regular scheduled meetings. 8. Shall have no authority to expend or commit city funds without first obtaining approval by and any necessary appropriations from Council. 14 9. Shall adopt and adhere to the rules outlined in this document as for council.
