HomeMy WebLinkAboutRes2005-003 I I I Sponsored by: Clerk CITY OF SEWARD, ALASKA RESOLUTION 2005-03 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, AMENDING THE EMPLOYMENT AGREEMENT WITH THE CITY CLERK WHEREAS, Jean Lewis has been employed by the City Council in Seward, Alaska as the City Clerk since May 22, 2002; and WHEREAS, Jean Lewis successfully completed her three years of Professional Development to acquire the certified municipal clerk (CMC) designation August 31, 2004; and WHEREAS, Lewis has received two evaluations per year from the City Council since her start date; and WHEREAS, May 22,2005 will be Jean Lewis's 3-year anniversary as city clerk; and WHEREAS, per Seward city code 3.45.015(a), city employees annual leave accrual rate increases from 13 1/3 hours to 16 2/3 hours per month of service after three years of service; and WHEREAS, the City Clerk does not participate in standard employee step increases or cost ofliving allowances (COLA) as outlined in the Seward City Code, and any increase in payor annual leave accrual must be by an amendment to the employment agreement; and WHEREAS, Lewis' contract states City Council agrees to review Lewis' salary annually prior to adoption of the City's fiscal budget; and WHEREAS, Lewis' contract was not reviewed in 2004, but was factored into the 2005 budget; and WHEREAS, the City Clerk's last step increase or cost of living allowance to her employment agreement was November 24, 2003 with an effective date of January 1, 2004; and WHEREAS, City Council desires to increase Lewis' salary by 2.5 percent effective pay period beginning February 6, 2005. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, that: CITY OF SEWARD, ALASKA RESOLUTION 2005-03 Section 1. Amendment No.2 to the City Clerk's employment agreement dated May 13, 2002 between the City of Seward and Jean Lewis increasing the annual salary and leave accrual rate is hereby approved. Section 2. The effective date of the salary increase shall be February 6,2005. Section 3. The effective date of the annua11eave accrual shall be May 1, 2005. Section 4. This resolution shall take effect immediately upon its adoption. PASSED AND APPROVED by the City Council of the city of Seward, Alaska, this 24th day of January, 2005. Agenda Statement Meeting Date: January 24, 2005 From: Jean Lewis, City Clerk Agenda Item: Resolution 2005-03, amending the City Clerk Employment Agreement. BACKGROUND & JUSTIFICATION: Jean Lewis has been employed by the Seward City Council as the City Clerk since May 22, 2002. The city clerk does not participate in standard employee step increases or cost of living allowances (COLA) as outlined in the Seward City Code, and any increase in pay or annual leave accrual must be by an amendment to the employment agreement. The attached resolution reflects a 2.5% increase over the clerks current salary and an annual ’ leave accrual rate increase to begin in May. These changes were already factored into the 2005 budget, just the resolution wasnt ’ necessarily timely. The date to begin the salary increase of February 6th was selected because it was the beginning of a future pay period for cleaner recordkeeping. CONSISTENCY CHECKLIST: Yes No 1.
