RESOLUTION 2005-07
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, SUPPORTING HOUSE BILL 24 ("HB 24"), WHICH
ESTABLISHES A $75 PER PASSENGER PER VOYAGE TAX ON THE
OPERATOR OF VESSELS WITH AN OVERNIGHT CAPACITY OF OVER
12 PASSENGERS (CRUISE SHIPS)
WHEREAS, at this point, the cruise industry pays no corporate income tax, sales tax, or
passenger tax to the State of Alaska but has the use of its harbors, airports, railroads, roads and
hospitals; and
WHEREAS, based on 2004 cruise ship earnings, a $75 per passenger per voyage tax is
estimated to generate approximately $60 million dollars; and
WHEREAS, one-third of this tax revenue may be evenly distributed between the ports
visited by the vessels to help maintain the infrastructure (such as roads, medical and public facilities)
needed to accommodate these large vessels and their passengers; and
WHEREAS, based on 2004 cruise ship schedules, this voyage tax could generate
approximately $415,705 for Seward if the passengers were round trip travelers only, and possibly
more when passengers are dropped off and new groups picked up; and
WHEREAS, the remaining two-thirds tax revenue is envisioned to be the basis of some form
of statewide community revenue sharing and possibly a grant-matching program for the promotion of
Alaska tourism.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA that:
Section 1. The Seward City Council supports House Bill 24 which establishes a $75
passenger per voyage tax on the operator of vessels with an overnight capacity of over 12 passengers
(cruise ships).
Section 2. This resolution shall take effect immediately upon adoption.
PASSED AND APPROVED by the City Council of the city of Seward, Alaska, this 14th day of
February, 2005.
