RESOLUTION 2005-10
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, RE-APPROPRIATING FUNDS
FOR THE PURCHASE OF COMPUTER HARDWARE AND
SOFTWARE FOR UTILITY BILLING
WHEREAS, on July 26, 2004 the Seward City Council approved Resolution 2004-82
authorizing execution of a contract with N. Harris Computer Corporation ("Harris") for the provision
of customer information system, software, and related professional services necessary to implement a
new utility billing system; and
WHEREAS, the City has been working in conjunction with our long-time utility billing
software contractor, Alaska Electric Light and Power ("AEL&P"), to coordinate conversion of our
data and software from the legacy system to the new billing system, requiring coordination of
implementation schedules with both AEL&P and Harris; and
WHEREAS, the finance department staff found it necessary to schedule the conversion and
implementation after finalization of the 2005 budget, in order to enable staff to focus on this major
project beginning April 1, 2005; and
WHEREAS, appropriations lapse at the end of each calendar year and because this project
will continue into 2005, it is necessary to re-appropriate funds unspent in 2004.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. The amount of $183,950 is hereby re-appropriated from the electric enterprise
fund retained earnings account no. 501-0000-3050 to the capital outlay expense account no. 501-
5410-5930.
Section 2. This resolution shall take effect immediately upon adoption.
PASSED AND APPROVED by the City Council of the City of Seward, Alaska, this 14th
day of February, 2005.
