CITY OF SEWARD, ALASKA
RESOLUTION 2003-009
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, AUTHORIZING THE ACTING CITY MANAGER TO PAY THE
NOVEMBER BILLING OF KEMPPEL, HUFFMAN & ELLIS, P.C., FOR
SERVICES RENDERED ON BEHALF OF THE CITY OF SEWARD IN
MONITORING AND PARTICIPATING IN THE LATEST CHUGACH
ELECTRIC ASSOCIATION (CEA) RATE CASE BEFORE THE
REGULATORY COMMISSION OF ALASKA (RCA)
WHEREAS, the City of Seward has a contract for wholesale purchase of electric power from
Chugach Electric Association (CEA) which saves the electric utility a considerable amount of
money; and
WHEREAS, Chugach Electric Association has been engaged in a rate case before the
Regulatory Commission of Alaska for approximately the last year; and
WHEREAS, in order to protect our contract with CEA it was necessary to monitor and
participate to a limited degree the hearings of CEA before the RCA for their rate case; and
WHEREAS, Kempell, Huffman & Ellis was engaged to monitor the hearings because of
their expertise with the RCA; and
WHEREAS, their November billing for these services is $10,229.75.
NOW, THEREFORE, BE IT RESOL VED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. The Acting City Manager is authorized to pay the November 25th, 2002 billing
(Invoice # 1944) of Kemp pel, Huffman & Ellis in the amount of$10.229.75 for services rendered
on behalf of the City of Seward.
Section 2.
The money is available in Account 501-5400-5170-5004.
Section 3.
This resolution to be retroactive to December 31, 2002.
PASSED AND APPROVED by the City Council ofthe City of Seward, Alaska, this 13th
day of January, 2003.
